About this file

This is a Sources Sought Notice issued by the 921st Contracting Support Battalion to conduct market research for high-altitude balloon (HAB) systems and associated equipment. The Government seeks to identify vendors capable of supplying commercial-off-the-shelf (COTS) or modified-COTS balloon hardware, modular payloads, lift-gas equipment, and operational software for delivery to the INDOPACOM Area of Operations, specifically Hawaii. The procurement may proceed through full and open competition based on responses received.

The specific hardware requirements include five each of 12-gore, 16-gore, and 24-gore microballoons with ballast systems; eight payload buses with Starlink and MPU5 dual-link communications; seven payload buses with Starlink only; eight HAZMAT shipping containers; one helium fill kit; nine helium fill gangers; three hydrogen fill kits; eight hydrogen fill gangers; three lift gas tanks; one booster pump; five ISR payloads with EO/IR capability; five long-wave infrared payloads; and seven electronic sensing payloads. All hydrogen handling equipment and pressurized vessels must comply with DOT, NFPA, and ISO safety standards. Interested vendors must submit a capability statement of no more than five pages (Times New Roman, 10-point minimum font) by June 5, 2026, to stephen.l.cochran4.mil@army.mil and michael.s.walnoha2.mil@army.mil. The anticipated contract action will be structured as a firm-fixed-price purchase order. Responses must address manufacturing and integration capabilities, software offerings, safety and compliance certifications, and company profile information including employee count, office locations, UEI number, and business size classification.
