QUESTIONS FOR H1EB-VF-120001-N
The Government has received the following questions referencing Solicitation
HIEB-VF-120002:
1. Q: The last two sections to be included in the research (business case for sustainability & performance-based acquisition) do not have any descriptions attached. We were hoping you could provide some clarity around the expectations for those two sections A: To expand on the last two sections for "business case for sustainability and performance based acquisition,"
· Research related to the continued development of an overall business case for sustainable buildings and best practices related to the triple bottom line approach as well as return on investment and life cycle costing.
· Research related to the benefits of performance based acquisition, examples of performance based acquisition, and the broader application of performance based acquisition in various acquisition environments.
2. Q: When developing the budget of $50,000 for this research, was there any consideration for the indirect expense that applies to research within the university (48.5% of the total contract). We are concerned about the impact of this cost on the overall $ available to conduct the study (remaining amount would be only $33,670)
a. If the GSA was to add a clause within the solicitation identifying a limit to the amount of indirect allowable (aka 15%, 25%, etc.) this would be the only way to negotiate the amount of indirect taken off the top of the research contract by CSU A: GSA requires that no more than 15% of the total contract price be allowed for indirect cost and the full remaining 85% must be applied to the specific research as identified in this SOW to be conducted by CSU's Institute for the Built Environment."
