3.4.5.2 Lift each blade from the hub with caution to ensure the blades are lifted straight up. Ensure the blade does not hit anything during rigging. The most critical area for damage is the o-ring seal area of the palm of blade. Immediately cover the crank ring with clean lint free rags to contain residual oil leakage and prevent damage or contamination.

3.4.5.3 Once a blade is removed, each opening shall be protected whenever unattended by wrapping with plastic sheets and taping seams.

3.4.6 The Contractor shall safeguard the blades until reassembly on the hub.

3.4.7 The Contractor shall clean all mating surfaces on the blade and the hub. Clean the blade palm on the inner-side (between hub and blade), as well as the o-ring surface. Make sure all salt residue is removed but with care ensuring the o-ring contact area is not scratched. Clean the blade bolt landings and inspect for damage.

3.4.8 The Contractor shall clean and perform NDI of all blade bolts in accordance with SFLC Std Spec

0740, Appendix C. Submit a CFR.

3.4.9 The Contractor shall inspect the blade bolt’s threaded holes (located in the crank ring) which had difficult to remove bolts. Inspect for of thread damage and/or debris. Clean threaded hole as required and directed by Technical representative.

3.4.10 The Contractor shall remove the lint free rags from crank ring remove old seal ring and clean the surface making sure nothing drops into the thread holes. Inspect the threads for damage and contamination.

3.4.10.1 In the presence of the Coast Guard Inspector, the Contractor shall make a visual inspection of the condition of the entire hub and record any findings/observations in the form of a condition found report.

Contractor shall also assist the technical representative, as necessary, in inspecting and assessing propeller condition. This assistance may involve supplying calibrated measuring tools, strongbacks, chainfalls, and manpower. Inspection shall measure “G” and any other hub clearance listed in Figure 6-2 “Hub

Clearance” of TP-3524, Section 245. The purpose of inspection is to assess the wear condition of hub internals and to identify any impending wear problems/trends.

NOTE

An example of inspection data collected on other CPP systems that may also be applicable here might be a thrust measurement of each blade while the blade port is at Top Dead Center (TDC). A couple of blade bolts would be threaded in then the crank is pulled up (via the blade bolts) with lifting gear

(“thrust out” position) and the difference in measurement between normal resting “thrust in” would be then determined.

3.4.11 The Contractor and Coast Guard Inspector shall jointly inspect new Government furnished blade sealing o-rings (item #43 of Figure 7-1) of TP-3524, Section 245 to ensure they are undamaged and cure date has not expired. Install the o-ring (item #43).

3.4.12 While the blades are removed and prior to propeller reassembly, the Contractor shall polish all four

(4) propeller blades to 63 RMS finish. Dress down edges of blade tips smooth. Ensure they are free of burrs and scratches. Report any discovered blade damage in a Condition Found Report.

14 (Rev-0)

3.4.12.1 Polishing shall be performed as soon as practical after blade removal to allow maximum time to rectify any discovered indications. Polishing shall be performed only by qualified individuals. Only minimal metal shall be removed during polishing and the leading edge contour and blade profile shall not be altered

3.4.13 The Contractor shall perform NDI of the entire removed blades (after polishing and prior to reinstallation) from the palm to the tip on both pressure and suction sides, in accordance with SFLC Std

Spec 0740, Appendix C. Submit a CFR.

3.4.14 The Contractor shall reinstall the propeller blades per procedure 8-6.5.2 “Blade Installation” of TP-

3524, Section 245.

3.4.14.1 Set the propeller blade on the crank ring; ensure no dirt is allowed to fall into hub during this evolution from anywhere.

3.4.14.2 Try each bolt (uncoated) in its original holes, using markings from paragraph 3.4.5.1, to ensure it threads in and out easily. Then remove the bolt and coat it and the bolt landing with DEPAC antiseize or equivalent. For each bolt install the two, Government-furnished, blade bolt o-rings (item #42 of Figure 7-

1 of TP-3524, Section 245). Thread each blade bolt into its hole by wrench only until it bottom out. If there is any resistance the bolt shall be removed and the threads inspected for damage or dirt.

3.4.14.3 Tighten blade bolts in the presence of CG Inspector and Technical representative. Incrementally tighten blade bolts to 5,444 ft-lbs in the following pattern: 1, 4, 6, 3, 5, and 2. This is in accordance with paragraph 8-6.5.2.i of TP-3524, Section 245.

3.4.14.4 If pressure testing of blades is not scheduled to occur within 24 hours, a protective measure (e.g.

tape) shall be utilized across the gap between blade palm and hub to protect new blade seals from contamination.

3.5 System Restoration. With the CPP system fully assembled, (including all other related CPP work in other Work Items) the Contractor shall fill the system with new Mobil DTE 10 Excel 46 hydraulic oil

(approximately 330 gallons) per procedure 6-5.2 “Charging the system with Oil” of CG Tech Pub 3524, Section 245. Figure 6-1 “Draining, Charging, Testing” of same Tech Pub illustrates charging setup.

3.5.1 During hub filling ensure containment of inadvertent oil spills is provided. In the event of small oil leaks, it is important oil spillage is not permitted to migrate into blade seal area (gaps between blade and blade port). This will make pressure testing leak detection problematic i.e. determining if oil is observed during testing if it was from spillage or from a true blade seal leak.

3.5.2 At conclusion of charging, crack open the drain plugs for the piston chamber to allow all air to escape, be careful to collect/divert and minimal oil that escapes during this venting.

3.5.3 Process any new oil added to the hub or hydraulic system through a non-bypass filter assembly prior to its introduction into the CPP hydraulic system. Filter assembly shall utilize new clean disposable filter elements with a minimum Beta 10 = 75 ratio rating. Do not exceed filter assembly and/or element flow ratings or pressure ratings (both maximum collapse as well as delta across) during filling. The

Contractor shall filter fluid through a non-bypass filter assembly prior to entering the system.

3.5.3.1 Renew the 3000 psi (H.P. filter item #16, of Figure 7-7) duplex filter elements per procedure 4-

3.5.1 of CG Tech Pub 3524, Section 245. Renew any gaskets, seals, or o-rings disturbed.

15 (Rev-0)

3.5.3.2 Renew the 200 psi (L.P. filter item #15, of Figure 7-7) duplex filter elements and 4-3.5.2 of CG

Tech Pub 3524, Section 245. The L.P. filter shall be 40 micron size, not the 10 micron previously used.

The 10 micron size was found to cause an undesirable increase in hub back pressure. One Parker

Hannifan, Part Number 932562, 40 micron filter will be required in each filter housing (2 per duplex filter). Renew any gaskets, seals, or o-rings disturbed.

3.5.3.3 Renew the reservoir return line filter. This is item #30, of Figure 7-12. Renew any gaskets, seals, or o-rings disturbed.

3.6 Pressure Testing. The Contractor shall remove any protection (e.g. tape) that may have been installed over the gap between blade palm and hub before testing and undocking.

3.6.1 With system restored, the Contractor shall pressure test the propeller per procedure 6-5.3.1

“Pressure Test the Propeller Hub and Shafting System.” The system shall be inspected for oil leaks while full pressure is maintained. Provide staging for access to hub bolts. The Coast Guard Inspector will witness the operational test.

3.7 Flushing. After successful pressure test and with all test equipment removed, flush CPP system per procedure 6-2.1 “Flushing the CPP System” of CG Tech Pub 3524, Section 245.

3.8 Operational test – post repairs. After successful pressure test, the Contractor shall test the CPP system per procedure 6-5.3.2 “Operational Test of CPP System” of CG Tech Pub 3524, Section 245.

NOTE

Coast Guard personnel will operate all shipboard machinery and equipment.

3.8.1 After operational testing, the Contractor shall ensure head tank is at full level, then inspect the sump tank oil level and add new/clean oil if required to bring level to full mark.

3.9 CPP Final Adjustments. The Contractor shall remove any protection (e.g. tape) that may have been installed over the gap between blade palm and hub before any system operation and before undocking.

3.9.1 The Contractor shall perform procedure 4-3.6 “Verify Proper Operation of Vented and Main Relief

Valve” of CG Tech Pub 3524, Section 245.

3.9.2 The Contractor shall adjust the pitch scale for design pitch position per procedure 6-3.1 “Dry-dock

Adjustment Procedure” of CG Tech Pub 3524, Section 245.

3.9.3 The Contractor shall, after undocking while afloat, adjust the pitch scale for full ahead pitch position per procedure 6-3.2 “Afloat Adjustment Procedure” of CG Tech Pub 3524, Section 245.

3.10 Sea Trials. The Contractor shall perform sea trial in accordance with Definite Item “Sea Trial

Performance, Support, Provide”. During trials, the Cutter will be run at various speeds and conditions, both ahead and astern. The Contractor and OEM Technical Representative shall be responsible for correcting any leakage, vibration, noise, abnormal pressures, and/or excessive temperatures that arise in the CP propeller system as a consequence of the work under this specification. During trials, the Coast

Guard will operate the Cutter and all equipment at low, mid, and high shaft speeds, and at full load.

During sea trials (while underway), perform procedure 4-3.7 “Verify Proper Operation of the Unloading

Valve” of CG Tech Pub 3524, Section 245.

16 (Rev-0)

3.10.1 After sea trials, the Contractor shall ensure head tank is at full level, then inspect the sump tank oil level and add new/clean oil if required to bring level to full mark. This will be important for future reference should loss of system oil be suspected.

Contractor shall include a plan of how inspection/preservation will be accomplished. Plan shall include any modifications necessary to the prescribed docking plan including removing, shifting, repositioning blocks, or fleeting the vessel at no additional cost to the Government.

NOTE

1. The USCG has established several approved alternate docking plans for each vessel-class, to facilitate complete access to the entire U/W body structure, for periodic comprehensive inspection and/or 100% preservation.

This inspection and preservation pattern and periodicity is a configuration management concern that is a vital requirement of the contract. Intention to deviate from these plans (fewer blocks, block spacing, additional blocks, etc) is to be identified on pre-award calculations (Paragraph 3.5.2); an alternate docking plan and mitigation strategy will be provided to maintain preservation and inspection configuration.

2. Pre-award calculations may be deemed unsatisfactory - and may adversely affect contract award if they are submitted with the following detrimental factors:

a. No methods have been proposed that meet the requirements for the specified docking plan.

b. Proposed block shifting or fleeting risk-mitigating plan may result in delays in period of performance.

c. Proposed alternate docking plan violates USCG configuration management policies.

3.6 Unplanned availability: Underwater body cleaning-removal of marine growth. The Contractor shall accomplish the work in this paragraph in lieu of the work described in SFLC Std Spec 8634 paragraphs

3.5.4.1 and 3.5.4.2.
