About this file
This Statement of Work (SOW) details technical support requirements for the USCGC HICKORY's thruster system repairs and Yokogawa Transducer replacement. The Coast Guard requires on-site technical support to address voltage and amperage fluctuations in the bow and stern thrusters, specifically focusing on replacing failed transducers and implementing new AEM 2020 hardware to improve monitoring system reliability. The contractor must perform inspections, evaluations, testing, and programming changes to the DECS-250 voltage regulator, with comprehensive documentation requirements including one-line drawings, bill of materials, wiring diagrams, and test results.
The contract specifies a 15-calendar day performance period at the USCGC HICKORY location in Portsmouth, VA, with work generally conducted between 0730-1600 EST, Monday through Friday. Key deliverables include a trip report, documentation of new programmed settings, and a fact sheet describing new system functions and implementation strategies. The contractor must provide all necessary materials, equipment, and personnel, conduct daily progress meetings with the Engineer Officer, and ensure all electronic reports are compatible with DHS workstations. The primary objective is to correct existing monitoring system discrepancies and improve the overall performance and reliability of the WLB-225 thruster system.

STATEMENT OF WORK (SOW)
FOR
USCGC HICKORY Thruster SB Repairs and replacement of Yokogawa Transducer System, AEM 2020
CGC HICKORY requires repairs or replacement of their Yokogawa Transducer to their monitoring and control system for the Bow & Stern Thruster System. The local gauges are currently not reading correctly, and the crew has determined it is due to the failed transducers installed. They are no longer supported and need to be replaced. Their bow and stern thrusters and still have a reliability issue and an immediate need for technical support for tasks outlined in this Statement of Work (SOW).
1.0 GENERAL
1.1 BACKGROUND
The 225’ WLB asset, USCGC HICKORY, is experiencing voltage and amperage fluctuations on their bow and stern thruster around 60-70% load due to an unknown reason leading to premature thruster shutdowns. One of the outstanding discrepancies on their thruster system is that their analog and multi select gauges are providing differing readings than expected from other monitoring system. SFLC is requesting technical oversite and documentation of necessary changes to implement new hardware and programming changes to return the monitoring systems to fully mission capable. The thruster system requires on-site technical support to field and test these repairs and programming changes.
1.2 SCOPE
The scope of this contract is defined by the efforts and tools required to support USCGC HICKORY (WLB 212). The Contractor shall provide all labor, materials, and tools necessary to install the AEM 2020 and ensure the local gauges and monitoring system for the thruster system is operating effectively and readouts match what can be viewed either on MPCMS or via Fluke meters.
1.3 OBJECTIVE
The goal is to successfully implement changes and test pier side and to ensure the new hardware corrects the existing discrepancy on the local monitoring system and see if this is impacting the overall performance of the system.
