1. Project Overview

1.1. Objectives of the Program

A Program of Requirements (POR) is required by NIH to establish new space requirements for NICHD.

The POR outlines the clinical needs of NICHD in terms of personnel, space, operational, technical and security requirements. The POR will:

• Inform the development community of NIH’s space and technical needs

• Provide information to ensure that the base building has the characteristics and capacity to meet the user’s needs, such as adequate mechanical, electrical, plumbing (MEP) services, data infrastructure, structural capacity and floor plates that are functional and efficient.

• Record the needs for integration with overall NIH space management.

1.2. Facility Design Considerations

NIH is a dynamic organization and expects that the new leased space will be flexible and supportive of efficient, integrated and collaborative endeavors. In addition to the required square footage described in the POR, NIH will be seeking design characteristics in the facility.

Facility criterion includes the following:

• Work Environment and Image. As an organization devoted to health and well-being, NIH requires its facilities to reflect this in interior environment and public image. The facilities should also provide visual interest and state-of-the-art features compatible with NIH’s mission of research and discovery. The building architecture should be a source of pride for employees and respect for the patient’s, and the office space should promote an environment of care for participates in clinical studies, efficiencies in clinical collaboration and overall health and well-being for the patients and NIH staff. The space must be on the floor level of the facility with ease of access to the clinical space.

• Design Flexibility. The leased space must support a range of clinical and support area layouts to accommodate changes over time. The building and space being offered should have an efficient layout and spacing of the structural grid for patient studies and collaboration. The design should establish efficient and easily understood circulation that would protect the privacy of patients, studies and collaboration.

NIH Division of Facilities Planning Page 4 of 19 RMF Engineers, Inc. │ Gaudreau, Inc. Architects November 22, 2016

• Sustainable Design. Attention to sustainable design and guiding principles is important both for the care and well-being of patients and staff and the conservation of resources and government funds. The sustainability and guiding principles of Department of Health and Human Services (DHHS) encompass principles of energy conservation, intelligent building control systems, resource and waste management, use of environmentally responsible materials with recycled content, low emissions from volatile organic compounds (VOCs), durability, and local availability. Incorporation of natural light deep into the space is an important strategy for both energy savings and a productive work environment.

• Interaction: Exchange of ideas is fostered by formal and informal communication, interaction and collaboration among the occupants. In addition to the desired consolidation of branch level activities, an important requirement is a building planning concept that promotes collaboration between NICHD staff and communications promotes scientific research and efficient use of Government funds.

2. Space Requirements

2.1 CIT LAN Rooms

A separate SF allocation has been dedicated to the CIT LAN Rooms which support the clinical studies.

These spaces serve NICHD within the leased space located in the facility.

LAN rooms must conform to the standards set by CIT and attached. They should be centrally located with a maximum pathway from each room of 250 ft. radius. These rooms require separate HVAC and electric emergency back-up. These rooms shall be supported by 24/7 HVAC systems independent of the building’s main system and supported by on-site emergency generator power.

3.2 ADA

All NIH off-campus leased space shall conform to Architectural Barriers Act Accessibility Standard (ABAAS) and any local jurisdiction accessibility code requirement for ADA accessibility.

3.3 Security

All NIH off-campus leased spaces are under Executive Order 12977 by the Interagency Security Committee (ISC) established October 19, 1995 and are also required to follow the Homeland Security Presidential Directives (HSPD). These regulations are detailed in The Risk Management Process for Federal Facilities: An Interagency Security Committee Standard, 1st edition August 2013. This document explains the protocol for 1) determining the Facility Security Level (FSL) for each of the NIH Groups within the POR, 2) providing risk assessment for potential existing facilities, and 3) providing

NIH Division of Facilities Planning Page 16 of 19 RMF Engineers, Inc. │ Gaudreau, Inc. Architects November 22, 2016 countermeasures and design features to be implemented into the facility in order to meet all regulations.

Physical security standards address protection measures in six areas: 1) Site security, 2) Structural security, 3) Facility entrance, 4) Interior security, 5) Security Systems, and 6) Security operations.

General security planning issues relevant to public spaces include:

• Exterior entry areas should be designed to limit the need for excessive queuing. Rain protection should be provided at entry areas where queuing cannot be avoided.

• Doors and barriers separating secure from non-secure areas must meet minimal NIH security criteria.

• Public toilets, amenity areas, and vertical transport systems should not be located in non-secure areas of the building.

• Public lobbies should include space for the location of security screening equipment and guards.

• Stairways required for emergency egress shall not discharge into lobbies and shall be located as remotely as possible from areas where blast events are prone to occur.

• Trash cans, mail boxes, and other areas of potential concealment shall be avoided in non-secure areas. Where they must be used, openings shall be restricted to prohibit insertion of packages.

• Need for security cameras and card access control (card readers) will be established as part of the Risk Assessment. At a minimum NICHD should be provided with security cameras at all their public entrances and along with access control (card readers).

Other than the buildings features outlined above, all costs associated with the security level determined for NICHD will be a direct cost to NICHD or a portion of the overall building security.

NICHD will also enlist DPSM consultation during the design phase to outfit NICHD specific services for security countermeasures within their tenant suites. These may include requests for card access to suite entries, LAN rooms, or storage areas. It also will account for shatter-resistant receiving windows, and CCTV in regulated areas.

1. Mission, Activities and Organization

The mission of the NICHD is to ensure that every person is born healthy and wanted, that women suffer no harmful effects from reproductive processes, and that all children have the chance to achieve their full potential for healthy and productive lives, free from disease or disability, and to ensure the health, productivity, independence, and well-being of all people through optimal rehabilitation.

2. Program Considerations

NICHD is housing the Division of Intramural Research, Section on Child and Family Research and Unit of Computer Support Services in this lease space which is comprised of a staff of approximately 18, made up of full time employees and contract personnel. The composition of minimum clinical space is 2,385 usf and support space of 1,814 usf excluding circulation factor.

Including clinical, support and circulation is a minimum of 6,089 USF.

A. Clinical/Support Spaces: Space planning concepts for NICHD should be driven to reflect a long term care and wellbeing of patients, staff and collaboration for scientific research. Therefore the space plan concept shall embrace the best design arrangement which affords efficiency, flexibility and variety, privacy and the maximum amount of natural light distributed throughout the space. Private offices (with partially frosted glass walls at the corridor) should be placed along the exterior window wall of the building so natural light can be directed deep into the space. Visitors to the suite shall enter the space thru a shared Lobby with an administrative assistant work station. The administrative staff person shall control and direct the flow of patients for easy access into the clinical space.

B. Design Considerations: Patient data collaboration room requires videoconferencing capabilities, WiFi, whiteboards, and other design features to maximize collaboration and
