Contracts awarded using FAR Part 13—Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements.

15. Single-sole Source (Including brand-name) Determination:

The determination by the Government to make a single-sole source (Including brand-name) award is based upon the market research conducted as prescribed in FAR Part 10—Market Research, specifically the results of the market research concluded are below:

Within the part 12-months the undersigned program official conducted market research by searching previous purchases of similar/identical acquisitions. The results of market research have determined that although sources could be found, no other source could perform the same results as the intended vendor. In past years, FY2013, 2014 and 2015, program advertised in another local parent-focused magazine, but their demographic areas were not the local DC-region and studies this year are highly focused on local DC-area enrollment. Although advertisement costs were lower, the past results using these alternative sources were insufficient to null. The ads received some responses, but after three-years the responses and call inquiries leveled off to a few calls and no enrollees were recorded into our studies. By contrast, ads in the Washington Parent Magazine in 2016 generated an increase in calls to the research team, brought in more public inquiries, and received an increase in enrollees from this source into our studies. The demographic match and past performance of Washington Parent Magazine is the reason why it is imperative to rerun the same ads in FY2017 for this project.

In addition, any interested parties who submit capability statements to this posting as describe below will be determined by the government. The results of this market research will determine if moving forward as a single-sole source procurement is acceptable.
