NIH RESPONSE TO QUESTIONS

NIH Small Molecule Repository

1. (In reference to Attachment 3, Statement of Work, Page 8 of 13), For Data Management (Task 4, c, Web-based ordering and reporting System) – there is a requirement of web-based ordering system to be made available.

a. Question: Is this tool existing with NIH and the contractor would maintain such a tool compliant to CFRpart11

Answer: A web-based ordering and reporting system has been developed with federal funds under the current contract and can be conveyed to the successful offeror. However, work will be required by the recipient to make it functional in the new environment as the application is not an off the shelf product. The application is currently supported by several data base administrators (DBAs) and would require initial and ongoing informatics/DBA support. In addition, the recipient would be required to purchase licenses from Oracle Enterprise Addition and CambridgeSoft for the application to be useable (licensing fees are approximately $176K-$200Kper year).

b. Question: Where will such an application be hosted, and if it has to be hosted and maintained by the contractor, should we include maintenance contract for subsequent years.

Answer: The application will be hosted on the contractor’s server. Reasonable maintenance costs may be invoiced as a direct cost under the contract.

c. Question: Is there any data on the number of users and number of locations these users will be accessing the application. This will define the band width that would be required for hassle free access.

Answer: Data on the total number of users is not available, although it is estimated to be at least 9 screening centers. For proposal purposes, please estimate 100 users. The application and database should be scalable.
