Purpose of Solicitation Amendment:
The purpose of Amendment No. 1 is to respond to questions received regarding this solicitation.
Below is the Government’s responses to questions received:
1. Question: The solicitation notes that LC‐MS/MS protocols may be available for some compounds but not available for all. Is it known how many total compounds would require LC‐MS/MS method development?
Answer: NIAID cannot provide an estimate for the number of requests that would require LC‐MS/MS method development. As this requirement is for a firm-fixed-price contract, NIAID requires a single price for the pharmacokinetic (PK) study type regardless of whether new methods need to be developed. Offerors must make their own decisions regarding price for the PK study, balancing cost and risk.
2. Question: Is it necessary to develop a proposal for each assessment type or only for the "Study Type" of interest? For example, can an offeror submit a proposal for only "1.
Minimal Inhibitory Concentration (MIC) Determination" and "2. Efficacy Assessment"? Or should the proposal include a plan for all study types?
Answer: NIAID requires that offerors demonstrate the ability to perform all study types (and to show documentation of that ability, as described). Offerors may subcontract those tasks if the primary lab does not possess the requisite capability, but offerors must include a commitment letter from the subcontractor detailing: (a) the subcontractors willingness and ability to perform as a subcontractor for specific duties; (b) what priority the work will be given and how it will relate to other work; (c) the amount of time and facilities available to this project; (d) information on their cognizant field audit offices; (e) how rights to publications and patents are to be handled; and (f) a complete price proposal in the same format as the offeror's price proposal.
PLEASE NOTE: In the questions/responses above, specific organizational names have been removed or replaced where possible as well as other minor adjustments.
ALL OTHER TERMS AND CONDITIONS OF THIS SOLICITATION REMAIN
UNCHANGED.
