Amendment #1 – Q&A
Administrative and Technology Support Services for the NIH Peer Review Program
RFP #HHS‐NIH‐NHLBI‐CSB‐RG‐16‐002
1. Is there an incumbent on this opportunity? If so, are they still 8(a)?
Yes, there is an incumbent. The Government will not disclose proprietary information, including the 8
(a) eligibility/status of a contractor.
2. Attachment 12 Wage & Determination was not included with the package. Please advise.
Each potential offeror shall refer to the Wage Determination for their region. The information can be found in the Department of Labor web site at www.dol.gov .
3. Is this a new requirement or re‐compete?
Yes, this is a re‐compete.
4. If this is a new requirement, can you let us know how many in‐house FTE’s are engaged to do this Work?
The amount of effort and number of employees required to fulfill the requirement is highly dependent on the number of grant applications received. You will find an Estimate of Effort on page 43, item f. of the RFP. For bidding purposes only, the Government estimates that approximately 50 contractor staff is required for this effort. See response to #6.
5. If this is re‐compete, who is the incumbent? (Please provide POC info also)
The Government can only provide information that was previously posted for the public, (e.g. the Federal Business Opportunities web site). Therefore, the incumbent is DSFederal.
6. How many contractors are currently engaged to perform these tasks and what are their labor categories?
See response to #4. Offerors shall propose their best strategy solutions in response to the requirements set forth in the Statement of Work. Offerors shall identify labor categories that reflect the best strategy solutions described in their technical proposals.
