Section 1. OIG Space Requirements

The Department of Health and Human Services (DHHS) Office of Inspector General (OIG) mission is to provide objective oversight to promote the economy, efficiency, effectiveness, and integrity of HHS programs, as well as the health and welfare of the people they serve. Since its 1976 establishment, the OIG has been at the forefront of the Nation's efforts to fight waste, fraud, and abuse in Medicare, Medicaid, and more than 100 other DHHS programs. HHS-OIG is the largest inspector general's office in the Federal Government, with approximately 1,600 employees.

HHS-OIG’s mission is carried out using a multidisciplinary, collaborative approach, with each of our six components playing a vital role in government oversight – Immediate Office of Inspector General (IO), Office of Audit Services (OAS), Office of Evaluation and Inspections (OEI), Office of Investigations (OI), Office of Management and Policy (OMP), and Office of Counsel to the Inspector General (OCIG).

HHS-OIG Headquarters, Regional, and Field site locations must be leased and built according to agency-specific construction and security standards for our offices to effectively carry out our mission. All offices must comply with the Building Requirements, Physical Security requirements, and construction standards set forth in this document. Compliance with the specifications contained in this manual ensures adequate security, minimizes operational costs, and provides consistency in the construction and space planning of general-purpose office space and sensitive/secured areas.

Reference Section 2. Facility and Operational Requirements for building requirements prior to lease procurement.

All GSA leases must be full service – tenant improvements must include all required items, including but not limited to parking for law enforcement Government Owned Vehicles (GOVs), supplemental air conditioning equipment when required, maintenance and service agreements, and overtime utilities to support after hours operations.

September 2019 3

Section 2. Facility and Operational Requirements

I. HHS OIG Office of Investigations (OI) offices have specific Building Requirements that must be met prior to lease award:

A. OI office space will not be located in a building that has thoroughfare under, or through, any part of the building.

B. OI personnel must have 24-hour, unrestricted access to the office and parking area.

C. Office cleaning must be performed during core business hours that have been agreed upon by building personnel and the Special Agent in Charge (SAC) or Headquarters Branch Director (HQBD).

D. OI office space will not be located on the ground floor or top floor of any building. OI office space will consist of contiguous space located on one floor. OI offices will not be located with window space which is adjacent to outside fire escapes, ledges or mezzanines. OI office space will be located in a building with a lobby, as there will be no direct access to OI office space from outside the building.

E. Security requirements for the parking area structure for official Government vehicles will depend on local conditions which will be evaluated on a case-by-case basis by the SAC/HQBD. Parking areas must be able to accommodate full-size vans and trucks. The building must provide a sufficient number of dedicated contiguous parking spots for law enforcement vehicles.

F. A freight or public elevator that has the ability to provide “individual service” is required when OI personnel must transport secured individuals or evidence. The elevator should provide direct service from the drop off point in the parking or loading area to the office floor. Where appropriate, elevator keys will be provided to the senior OI representative.

G. Non-descript signage should be utilized to provide general room assignments and should not identify the specific use of the space.

II. Hours of Operation

Standard HHS OIG operating hours are between 7:00 AM to 6:00 PM, 5 days per week (except for Federal Holidays). Building entrance, common corridors, and restrooms should be accessible 24/7 as HHS OIG frequently must access HHS OIG space during after-hours and weekends. The HVAC should be zoned accordingly should HHS OIG require overtime utilities after core operating hours. Additionally, the LAN Room may require 24/7 cooling and may require a supplemental AC unit. OIG recognizes that all utility costs in excess of 10 hours per day Monday through Friday will be paid for as overtime utilities. GSA should ensure a full-service lease is awarded to include Overtime Utility costs, maintenance and services on all equipment. Specific LAN room cooling requirements shall be determined during design.

III. Government Vehicle Parking

HHS OIG assigns law enforcement Government Owned Vehicles (GOVs) to all OI agents and secure

September 2019 4 parking for these vehicles is required to be secured as part of all lease agreements. HHS OIG prioritizes obtaining secure, structured, reserved parking spaces for all GOVs. Other offered parking may be reviewed by HHS OIG on a case-by-case basis. Access to parking garages must be secure and accessible 24/7.

IV. Loading Zone and/or Dock Access

HHS OIG frequently handles the loading and unloading of bulk items and secure evidence from GOVs and requires a loading dock and/or zone be available with direct freight access to the OIG floor in the building. The ability to lock off this freight elevator when required is essential for transporting sensitive materials and persons of interest to the HHS OIG space.

V. Egress

Any means of egress (i.e., delayed egress or access to an exit stairwell) serving non-OIG tenants shall not pass through any OIG-occupied space.

September 2019 5

Section 3. Design and Construction Requirements

This section establishes the general construction requirements for HHS OIG construction projects. In the event of a conflict between the GSA Request for Lease Proposals (RFP) and the HHS/OIG Specific Requirements, the DHHS/OIG Specific Requirements shall prevail.

General Design and Construction Standards

I. General Interior Construction Requirements:

A. Direct/Indirect Light Fixtures – High efficiency T-8, T-5 or LED light fixtures (and associated ballasts or drivers) shall be installed in ceiling grid, or pedant mounted. Ceiling grid fixtures shall be either 2’ wide by 4’ long or 2’ wide by 2’ long. Lamp color shall be maintained at 3500K and the CRI (Color Rendition Index) must be maintained at a minimum of 80 for the term of the lease unless an alternate light color is approved by OIG.

Fixtures shall have a minimum of two tubes and shall provide 50 foot-candles at desktop level (30” above finished floor) with a maximum uniformity ratio of 1.5:1. Emergency egress lighting levels shall be provided in accordance with the local applicable building codes (but not less than 1 foot-candle) by either an onsite emergency generator or fixture-mounted battery packs. Where fluorescent direct/indirect fixtures are not indicated in this document, other fixtures appropriate for that specific condition should be used. The Lessor shall ensure that the cost of the shell specified lighting in the Solicitation for Offers needs to be subtracted from the total lighting cost in the Tenant improvement pricing.

B. Surge Protective Device(s) (SPD) – will be required and must be located prior to the building’s main distribution panel (or at the panels/service serving the Government’s leased space). The Lessor shall be responsible for replacement of MX modules when a failure occurs and the system indicates the module is defective. U.S. Government IT (Information Technology) staff will periodically inspect LED indicator lights and contact GSA/Lessor when LED indicators show replacement is necessary. The Lessor shall be responsible for providing, installing and maintaining this system throughout the entire term of the lease.

C. Building Services / Service Demarcation, Voice and Data

i. Voice – GSA/General Contactor (GC) shall provide and install (1) 2” conduit (PVC, Schedule 80 outside, with EMT Metallic raceway inside) with pull string to run without break from the building Demarcation (DMARC), i.e. where voice service comes into the building NOT from the floor DMARC) directly to the HHS OIG LAN Room. The conduit will house the cable extension of the POTS line connected to the OIG intrusion detection system (IDS). The cable will be pulled and installed by the phone service provider. All other phone service, other than the security POTS line, being extended from the DMARC to the OIG space, does not need to be housed in conduit and may utilize the building wiring infrastructure if available.

ii. Data – OIG will contract with the local service provider to install and extend a data circuit from the building DMARC to the OIG LAN Room. The data circuit extension does not need to be housed in conduit.

September 2019 6
