3. Requirements.
3.1 SYSTEM ARCHITECTURE. All Test Set internal instrumentation shall utilize open source protocols for communication. (Example: SCPI, TCP, RS-232 etc.)
3.2 RF SIGNAL GENERATOR.
The output port shall have the following specifications:

3.3 RF SIGNAL MODULATION.
The Test Set shall provide the capability to modulate the RF signal output with frequency, amplitude and Digital IQ modulation. The Test Set shall provide for the ability to modulate the carrier with two simultaneous like audio waveforms.

3.3.1 AM Modulation.

3.3.2 Digital Modulation.

3.4 RF RECEIVER.
The Test Set shall provide an RF measuring receiver with the following specifications:

3.4.1 RF Receiver Capability.
The Test Set RF measuring receiver shall have the capability of demodulating all waveforms produced by the RF signal generator.
3.4.2 Software-Upgradeable.
The measuring receiver shall be software-upgradeable to demodulate other modulation types in the future.
3.4.3 Frequency Modulation Meter.
The Test Set shall provide a frequency modulation meter with the following specifications:
a. Range: 0 to 100 kHz

3.8 INTERFACES. The Test Set shall provide the following interfaces:

3.9 SCRIPT DEVELOPMENT AND EXECUTION:
The Test Set shall allow the user to run scripts or programs, with vendor provided commands, that are capable of the following: able to set and query the state of all meters, generators, instruments, and signal switching for the purpose of automating radio testing functions of the Test Set.
a. The Test Set architecture shall allow for non-privileged user script development.
b. The scripts shall be transferable from one Test Set to another through a provided interface.
3.10 OPERATING SYSTEM: The Operating System shall be approved by the government. If the Test Set uses a Windows Operating System, it shall be a minimum of Windows 10 and shall contain a minimum of Trusted Platform Module (TPM) Version 2.0.
3.11 ENVIRONMENTAL REQUIREMENTS: The Test Set shall conform to the Class 2 Environmental Requirements specified in Table 2 of MIL-PRF-28800F, with the following caveats included:
3.11.1 Operating Temperature: -10°C to +40° C at non-condensing RH up to 95%
3.11.2 Non-operating Temperature: -40°C to +71°C at non-condensing RH up to 80% without battery. -20°C to 60°C at non-condensing RH up to 80% with battery.
3.11.3 Bounce, Loose Cargo. The Test Set shall meet the Class 2 requirements of the Bounce, Loose Cargo test specified in sections 3.8.4.3 and 4.5.5.3.3 of MIL-PRF-28800F. The test shall be conducted on the hard transit case with all other components secured inside.
3.11.4 Shock, Functional: The Test Set shall meet all requirements of the Shock, Functional test specified in sections 3.8.5.1 and 4.5.5.4.1 of MIL-PRF-28800F.
3.11.5 Transit Drop: The Test Set shall meet the Class 2 requirements of the Transit Drop tet specified in sections 3.8.5.2 and 4.5.5.4.2. The test shall be conducted on the hard transit case with all other components secured inside.
3.11.6 Drip proof: The Test Set shall meet the Class 2 requirements of the Drip proof test specified in sections 3.8.6.3 and 4.5.5.5.3. The test shall be conducted on the Test Set while outside of the Hard and Soft Transit Cases.
3.11.7 EMC: The Test Set shall meet the requirements specified in section 4.5.6.5 and Table 6 of MIL-PRF-28800F. The Test Set shall meet Class A performance in section 9 of IEC 6100.
3.12 GENERAL REQUIREMENTS
3.12.1 Standalone. The Test Set shall be a single standalone system and shall not be dependent on external test equipment.
3.12.2 Internal DC Battery: Internal rechargeable batteries and a charger shall be provided. The batteries shall be installed in an externally accessible compartment as specified in MIL-PRF-28800F.
3.12.3 Battery operation: Minimum operating time shall be 2 hours on a full charge. The Test Set shall be operational while being charged.
3.12.4 Charger: The charger shall operate from the 50 Hz and 60 Hz alternate power source as specified in MIL-PRF-28800F, and additionally, from an external [24 VDC to 28 VDC] power source. A DC cable with NATO slave plug shall be provided to connect to a vehicle’s 24 to 28 VDC NATO slave connector.
3.12.5 Battery Status Indicator: A battery life indicator shall be incorporated into the test set.
3.12.6 Accessories: All accessories shall be stored in a protective case.

3.12.7 Dimensions: The Test Set shall have a dimension of less than 25.5 cm x 31.75 cm x 12.7 cm (10 in x 12.5 in x 5 in).
3.12.8 Weight: The Test Set shall have a weight of no greater than 4.9 kg (11 lbs.), without batteries or accessories.
3.12.9 Stand: The Test Set shall have a stand that is either permanently or temporarily attached for the purpose of holding the test set at a 65 degree to 75 degree angle.
3.12.10 Soft Carrying Case: A soft carrying case according to MIL-PRF- 28800F shall be provided for carrying the Test Set in the operational environment. The soft carrying case shall be capable of accommodating the Test Set, accessories, and the operator’s manual.
3.12.11 Hard Transit Case: A protective hard transit case according to MIL-PRF-28800F for transporting the Test Set shall be provided. The transit case shall be capable of accommodating the Test Set, accessories, and the operator’s manual.
3.12.12 Screenshot. A screenshot capture and save function shall be provided.
3.12.13 Human Readable Identification Labeling:
3.12.13.1 Equipment: Per MIL-PRF-28800F, a human readable label shall be provided for all production lot units conforming with MIL-STD-130N and permanently affixed on the equipment in an easily readable location. Required fields on the label are; CAGE, part number, and serial number. Size of the label shall conform to the size of the equipment.
3.12.13.2 Case: Per MIL-PRF-28800F, a human readable metal plate shall be provided for all production lot units conforming with MIL-STD-130N and permanently affixed to the front of the transit case. Required fields on the label are; CAGE, part number, and serial number. Size of the label shall conform to the size of the case. Pressure sensitive adhesive transfer tape is required to hold the plate to the hard transit case such as 3M™ 9472LE. Soft transit cases also require labeling with permanent placement such as a metal plate affixed with rivets, screws or adhesives.
3.12.14 Built-in Test. The Test Set shall have a Built-in test that evaluates the general function of the test set and the functionality of its meters, generators, instruments and switches.
3.12.15 Ease of Use. The Test Set shall be capable of completing all procedures in Appendix A in 30 minutes or less.
3.12.16 Reliability. Mean-time-between-failure (MTBF) of the HHRTS shall be greater than 1,500 operating hours.
