About this file

This Request for Proposals is issued by the Hanover-Horton School District in Michigan for the purchase of elementary school serving line equipment. The district seeks to procure six items comprising a complete food service line system: a 46-inch three-well mobile hot food serving counter, a 74-inch mobile utility counter with heated and lighted food guard, a 46-inch mobile cold food serving counter with double-deck food shield, a 30-inch mobile point-of-sale/cashier utility counter with left-hand tray slide, a 74-inch mobile cold food serving counter with sliding base doors, and a second 30-inch mobile point-of-sale/cashier utility counter with right-hand tray slide. All equipment must feature stainless steel construction, integrated locking mechanisms for interlocking assembly, adjustable food guards, tray slides, and comply with specific dimensional and operational standards. Bidders may propose equivalent equipment with dimensional variations of up to plus or minus three inches in width or depth. The bid submission deadline is October 5, 2026, at 9:45 a.m., with public bid opening and reading immediately following at 10:00 a.m. Optional pre-bid walkthroughs are available by appointment. The award is anticipated by October 16, 2026, with delivery and installation required between March 26 and 30, 2027. The contract will include a minimum two-year parts and labor warranty.

Bids must be submitted as sealed, opaque envelopes with one original and two copies, signed by an authorized representative of the bidding firm. The anticipated procurement exceeds the Michigan statutory bid threshold of $31,321. Pricing shall be submitted on the provided bid form and include all delivery, installation, training, owner's manuals, and applicable taxes as the primary evaluation factor, with service and delivery timeline as secondary considerations. The contract will be awarded to the lowest responsive and responsible bidder, though the district reserves the right to award in parts to multiple bidders if deemed in its best interest. Bidders must submit multiple certifications and disclosures, including familial relationship disclosure, Iran Economic Sanctions Act certification, debarment and suspension certification, lobbying certification, Buy American certification, and Clean Air and Water Act compliance certification. The district actively seeks participation from Minority and Women's Business Enterprises per federal requirements. Optional alternate bids include a 30-inch height alternative, extended solid surface countertop upgrades, waterless hot food well technology, and existing equipment removal services, all quoted as separate line items.

● Interlocking Alignment: All mobile serving counter modules (Hot Food Counter, Utility Counters, Cold Food Counter) must feature an internal locking device system on both ends consisting of a heavy-duty stainless steel pin-and-latch mechanism mounted beneath the countertop. This must allow all units to lock together smoothly into a single, cohesive, connected line or be operated independently as needed.

● Height & Depth Consistency: All line counters must be quoted at a standard body depth of 32" (+/- 3") with a uniform ADA-compliant body height of 30" for customer facing equipment and 34” for non-customer facing equipment. Item 1 (below) is the only non-customer facing equipment listed.

● Base Tray Slide Requirement (Included in Base Bid): All counter units must include 18-gauge stainless steel tray slides/runners (or fold-down tray rails) mounted on the customer side to accommodate tray movement along the serving line.

● Countertop Surface: All counter units must feature a continuous-look Wilsonart Morning Ice 9204CE or equivalent solid surface countertop.

● Exterior & Base Trim: All counter bodies must feature plastic laminate veneer on the customer side and exposed ends (Formica Taupe Walnut or equivalent standard laminate finish) and recessed stainless steel kick plates attached 1/2" off the floor for easy mobility.

● Mobility / Base Support: All counter units must be equipped with heavy-duty 5" diameter swivel casters with brakes (or equivalent mobile/stationary base support systems that allow units to be easily positioned, interlocked, and locked in place).
