Statement of Work USSF/S1 (S1Q) Holistic Health Approach Prevention & Skill-building

Curriculum 22 July 2024

DESCRIPTION OF REQUIREMENT

1. SCOPE: The contractor shall provide the United States Space Force (USSF) Holistic Health Approach (HHA) program with a human performance skill-building curriculum package that includes coverage of all domains of health including but not limited to those within the Total Force Fitness (TFF) framework, cognitive performance, and sleep.

1.1. The purpose of this requirement is to develop a human performance skill-building curriculum package and associated program materials across multiple health domains for use within the USSF’s HHA program. The goal of the human performance skill-building curriculum package is to enable skill-building among Guardians to promote shared protective factors, increase positive behaviors, and promote individual and unit readiness.

The human performance topics to be covered in the curriculum package include, but are not limited to, content in:

• Nutritional Fitness

• Physical Fitness

• Social Fitness

• Psychological Fitness

• Medical/Dental Fitness

• Financial Fitness

• Environmental Fitness

• Spiritual Fitness

• Cognitive Performance

• Sleep Health

• Stress Management

• Self-care

2. SPECIFICATIONS

2.1. The human performance skill-building curriculum package shall meet the following specifications:

• The contractor shall have experience working with and understanding military populations, including a demonstrated understanding of culture, missions, customs, and courtesies, and expertise in human performance education, training, and programming as evidenced by provision of existing examples of military-centric human performance education materials, validated delivery of human performance training to human performance teams, and examples of science-based primary prevention skill-building curricula covering domains of Total Force Fitness as described above.

• The contractor shall provide personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services to design, develop, produce, and deliver a human performance skill-building curriculum package.

• The human performance skill-building curriculum package shall focus on skill-building across the domains of Total Force Fitness with a specific emphasis on, but not limited to, prevention and those topics listed in section 1.1 above. The package must demonstrate a unified approach with overall HHA efforts and those outlined in DoDI 6400.09, in addition to Department of Air Force prevention efforts as described in AFI 90-5001.

• The contractor shall conduct a needs assessment for the human performance skill-building curriculum package to prioritize topics and development of program materials. The needs assessment must include inquiry with HHA staff, including each Guardian Resilience Team (GRT), to identify specific installation needs and to inform USSF enterprise-wide human performance skill-building curriculum products.

• The contractor shall provide plans for scaled and graduated infusion of the human performance skill-building curriculum package across the USSF training and professional military pipeline (PME) including at Junior Reserve Officer Training Corps (JROTC), Basic Military Training (BMT), Officer Training Course (OTC), USSF technical schools, and other emergent formal USSF training programs.

• The contractor shall provide technical assistance for the implementation of the human performance skill-building curriculum package, including training for HHA staff and partners regarding the implementation of the curriculum and provision of any associated program materials.

• The contractor shall provide a comprehensive evaluation plan to determine the human performance skill-building curriculum’s measures of performance and measures of effectiveness in alignment with expected HHA program goals, in addition to identifying learner competencies for all aspects of the curriculum.

• Prior to the end of the contract term, the contractor shall provide the government with all skill-building curricula in a format that can be edited by the government. The government will own all rights to the curricula, to include the ability to make changes after the contract term.

2.2. The contractor shall provide the human performance skill-building curriculum package within the following timelines:

• Completion of needs assessment for the human performance skill-building curriculum package to prioritize topics and development of program materials within 75 Calendar Days or less after date of award/contract (ADC).

• Provision of a comprehensive evaluation plan for the human performance skill-building curriculum within 90 Calendar Days or less ADC.

• Completion of plans for scaled and graduated infusion of the human performance skill-building curriculum package across the USSF training and professional military pipeline within 120 Calendar Days or less after date of award/contract (ADC).

• Provision of technical assistance for the implementation of the human performance skill-building curriculum package throughout the contract period.

• Completion of a human performance skill-building curriculum package within 345 Calendar Days or less after date of award/contract (ADC).

3. REVIEWS

3.1. The contractor shall work closely with the Government throughout development and delivery of all components of the human performance skill-building curriculum package listed in the specifications above (section 2.1). The contractor shall participate in requirement reviews with the Government point of contact. Requirement reviews may include subject matter experts, technical requirements, materials development, and documentation requirements. These reviews will be conducted via conference call, teleconference, or virtually, whichever is most appropriate and practical.

3.2. 15 (15) Calendars Days After Contract Award: The contractor shall submit to the Government a project brief with requirements and the master schedule for review. The master schedule shall include major human performance skill-building curriculum package milestones (including development milestones and key dates), Government reviews, and product deliveries. The contractor shall coordinate realistic review turnaround times with the Government and incorporate them into the master schedule.

3.3. 30 (15) Business Days After Contract Award: The contractor shall provide to the

Government POC for review the deliverables listed below:

• Final a project brief with requirements and the master schedule.

3.4. Additional reviews shall be conducted as needed or upon request by the Government or the contractor.

3.5. The contractor shall submit all materials for the project via secure web site or other electronic means in a format that can be edited by the government.

3.6. The contractor shall provide the Government five (5) business days to perform the final review of the human performance skill-building curriculum package. The final content of the human performance skill-building curriculum package shall be subject to the approval, disapproval, and acceptance of the Government. All project materials shall be delivered to the Government point of contact for final acceptance.

4. GOVERNMENT FURNISHED PROPERTY AND SERVICES

None

5. GENERAL INFORMATION

5.1. The contractor shall acquire and provide all appropriate copyright releases for all media or relevant material to the Government.

5.2. Any intellectual property contributed by the contractor for the requirement and any copyrighted material incorporated from outside sources into delivered materials will become the sole property of the U.S. government in accordance with DFARS 227.7105-1 and DFARS 252.227-7021 and shall be used with full government purpose rights, including rights to reproduce the material as needed for Department of Defense use.
