1.0
INTRODUCTION
1.1 The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing PK-12 instruction to approximately 81,000 students in seven states, twelve foreign countries, Guam, and Puerto Rico. The number of students varies based on the deployment of military troops worldwide. DoDEA’s curriculum, resources, and student achievement scores on standardized assessments compare favorably to high-performing US public schools.
1.2 DoDEA is divided into three administrative areas. DDESS (Domestic Dependent Elementary and Secondary Schools) covers the schools in seven states and Puerto Rico, and for administrative purposes, Cuba. DoDDS (Department of Defense Dependent Schools) is divided into DoDDS-Europe and DoDDS-Pacific. The former administers the schools in England, Germany, Italy, Belgium, Netherlands, Spain, Portugal, Turkey, and Bahrain. The latter covers the schools in Korea, Japan, and for administrative purposes, Guam. DoDEA also operates a fully accredited Virtual High School with its main office in Virginia and with teaching hubs in Virginia, Germany, and Okinawa.
1.3 DoDEA has adopted the Common Core State Standards (CCSS), whose curriculum standards are rigorous, research-based, and reflect the knowledge and skills our students need for success in college and careers.
2.0 BACKGROUND
2.1 The DoDEA Community Strategic Plan (CSP) states that (1) all students will be challenged to maximize his or her potential and to excel academically, socially, emotionally and physically for life, college and career readiness and (2) DoDEA will foster family, school and community partnerships to expand educational opportunities for its students.
2.2 Approximately 9,000 DoDEA students are identified as students with disabilities.
3.0 SCOPE
3.1 DoDEA requires a behavior management training program to support all teachers and staff working with students attending DoDEA schools, PK-12, using a train-the-trainer model. Trainings shall occur in the DoDEA sites in Georgia, Germany, and Okinawa with approximately 20 teachers per Area. The DoDEA trainers shall be provided with print and/or digital materials that they can use in training DoDEA teachers and post-training instructional virtual support.
3.2 DoDEA shall require all of its trainers to be certified throughout the five year period and to take on-site recertification training as required, preferably every 3-4 years.
3.3 DoDEA also expects to have 1-2 additional initial certification training sessions during the option years at each site listed above with approximately ten teachers [and staff] at each training.
3.4 DoDEA trainers will provide initial and follow-up training for selected teachers [and staff] at each DoDEA school annually.
3.5 DoDEA expects to award one contract for one 12-month base year with four 12-month option years.
4.0
REQUIREMENTS
4.1 The Contractor shall provide train-the-trainer crisis behavior management certification and recertification training that has been specifically designed for students who have the potential of being in crisis, aggressive or out of control. The training shall include:
4.1.1 Evidence-based procedures that have been validated as broadly effective in no less than two studies that are widely accepted in the crisis behaviour management professional community. These include basic applications of functional assessment, differential reinforcement, antecedent management, functional communication training, and behavioural momentum.
4.1.2 Effective communication techniques that focus on the following:
· Power of the teacher/student relationship to achieving positive results by avoiding or minimizing the use of physical intervention.
· Respect for student rights and the need for a non-coercive environment.
· Team skills and problem solving.
4.1.3 Continuum of alternatives to de-escalate behavior and safely manage physically aggressive behavior.
· Identifying triggers of aggressive behavior, allowing participants to recognize the stage of crisis an individual may be in at any given time and to be sensitive to triggers or antecedents.
· In-depth analysis of antecedents and antecedent manipulation that addresses prevention, de-escalation and post crisis strategies.
· Methods for calming students, including biological strategies, proximity and environmental strategies, arousal and excitability considerations, body language and supportive posture, vocal tone and communication style, and verbal strategies such as prompting, redirection, empathy statements and pivot praise.
· Physical intervention strategies that include non-violent mechanical advantage without pain or injury to both staff and student and that minimize the risks associated with emergency response to assaultive behavior.
· Hands-on training in the above-mentioned physical intervention techniques.
4.2 The Contractor shall provide supporting print and/or digital materials that shall:
4.2.1 Contain lesson plans, handouts, and activities for each concept so that each certified trainer will be able to present this training to other DoDEA teachers and staff. It is expected that most of the materials will be in a format so that the certified trainers can make copies themselves as needed. The Contractor shall provide DoDEA with the rights to make copies of the supporting materials as needed for the DoDEA trainers to present this training to other DoDEA teachers [and staff].
4.2.2 Provide post-training instructional support for certified trainers via such media as email, a website, or webinars.
4.2.3 Ensure that all materials are free of racial, color, national origin, age, disabling conditions, sexual, religious, and ethnic bias, and shall present a balanced coverage of multi-cultural contributions.
4.3 Reports—The Contractor shall:
4.3.1 Provide DoDEA with a report of all DoDEA staff who participate in certification or recertification training on the first business day of each quarter (January 1, April 1, July 1, and September 1) beginning after the first training is completed.
4.3.2 Provide a draft report format at the post-award conference for review and approval.
4.3.3 Provide a system to remind the COR 12 months prior to the expiration of a DoDEA trainer’s certification.
4.4 Option Years—The Contractor shall:
4.4.1 Provide rigorous recertification training for trainers that shall be a maximum of 1-2 days in length, preferably every 3-4 years. Post-training supports shall be provided as listed in PWS 4.2. The term, rigorous, means that DoDEA trainers will demonstrate competency in the restraining skills and related communication techniques listed in PWS 4.1.2 and 4.1.3.
4.4.2 Provide initial certification training as required. It is expected that each Area will require 1-2 certification trainings during the option periods.
4.4.3 Provide reports and reminders, per 4.3 (above).

End of Addendum to 52.212-1
52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous (provide the best value) to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: Technical, Past Performance, and Price. The order of importance of these factors is: Technical, Past Performance and Price. When combined Technical and Past Performance are significantly more important than price. Specifically, the Government is using Simplified Acquisition Procedures with Best Value Basis and Trade-Off Procedures for this procurement.
Evaluation Factors:
Factor 1: Technical Capability/Quality of Products and Services. Vendors’ technical offers (without price proposal) will be evaluated by the Technical Evaluation Team (TET) on how well they demonstrate their ability to perform the requirement as set forth in the Performance Work Statement, as well as on the general quality of the proposed products and services.
Factor 2: Past Performance: Vendor’s Past Performance referrals, documentation submittals, Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases, will be evaluated to determine the vendor’s likelihood of success on the present requirement.
Factor 3: Price: Price will be evaluated by the Contracting Officer to determine price fairness and reasonableness through price comparison of offered prices. Price will be considered by the Government when determining the best value offer.
(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. This evaluation will include an option to extend services for 6 months (as allowed by FAR 52.217-8), to run after the completion of the last annual option period. The Government will extrapolate the vendor’s pricing of the last annual option period to arrive at a price for the potential six (6) month extension of services option. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Addendum to Provision:
(d) If the subject solicitation has been issued as a Request for Quotation, all references to proposal and offeror are hereby changed to quote and vendor respectively, except for in paragraph (c), which stands as written. If a quote is provided, the Government may make an offer based on all or part of a vendor’s quote, as originally presented or as subsequently modified.
(e) If any component of the contractor’s offer is not acceptable to the Government, then the Government may reject the offer without…
