Amendment 02 to RFQ HH601014RCPEH04 Virtual Professional Learning Community (PLC)

Implementation

The purpose of this amendment is to provide additional responses to questions from prospective vendors. As a result of this amendment the following questions (Q) and answers (A) are provided below:

Q18) Are the requirements noted under Section 6 (Volume III: Price) on page 46 considered satisfied by the completion of Attachment B: Contract Line Item (Pricing) Schedule?

A18) Yes.

Q19) Is it necessary to submit the detailed DoD Information Assurance Certification and Accreditation Process (DIACAP) documentation referenced in section 5.2.1 (and currently known as the "Risk Management Framework" according to the DoD weblink) with our quote, or can it be submitted once the bid is awarded and before the IS system goes live?

A19) It does not have to be submitted with your quote. It can be submitted post award, but before the system is live.

Q20) Should this offer be submitted on the SF 1449? If this is not required, will a statement on the letterhead cover page stating that "this offer is made in full agreement with all terms, conditions, and provisions included in the solicitation" satisfy the requirements of 52.212‐1(b)(11)?

A20) Because this is a combined synopsis/solicitation, an SF 1449 is not required. The referenced statement is acceptable.

Q21) Regarding recordings of meetings that shall be provided to DoDEA, section 3.1 of the RFQ specifies that the contractor's support will include "an archive of recordings and/or modules to provide new teachers and administrators with this training." Section 4.5 further states that the contractor shall record the kickoff meetings and bi‐semester meetings and provide DoDEA with unedited recordings to place on a password‐protected area of its website, and that DoDEA shall possess exclusive ownership of archive training recordings and reports delivered under the contract. Do those specifications require the contractor to utilize DoDEA hosting when providing access to the recordings, i.e., that the contractor's PLC course website would point to the DoDEA hosting server when embedding or linking to a recording?

A21) If the contractor is FEDRAMP certified, then it can be hosted on their server. If not, it must be hosted on DoDEA's servers.
