About this file

This is a Sources Sought Market Research Notice from the Air Force Life Cycle Management Center (AFLCMC) seeking industry capabilities for a Degraded Visual Environment System (DVES) for the HH-60W helicopter fleet. The comprehensive DVES solution requires advanced sensor and display technologies to enhance Personnel Recovery/Combat Search and Rescue mission capabilities by providing real-time terrain/obstacle mapping and situational awareness in degraded visibility conditions. Key technical requirements include detecting obstacles as small as 1 inch, displaying flight symbology with precise obstacle distances, integrating with existing HH-60W systems, and maintaining a Technical Readiness Level (TRL) of 8-9.

The Air Force is targeting a prototyping demonstration by the second quarter of FY28, with initial deliveries beginning in the second quarter of FY30. Small businesses are encouraged to respond, and the acquisition strategy (full-and-open, small business set-aside, or sole-source) will be determined based on market research results. Interested vendors must submit a 15-page PDF response detailing their DVES capabilities, including a compliance table for Key Performance Parameters and Key System Attributes, program schedule, and potential prime or subcontractor roles. Respondents should demonstrate mature technologies capable of meeting the specified requirements at the time of proposal submission.

HH-60W Degraded Visual Environment System (DVES) Program Information

1.0 Introduction: The Air Force Life Cycle Management Center (AFLCMC), Helicopter Sustainment Branch (WIH) at Robins AFB, GA, is conducting a Sources Sought Market Research effort in accordance with Federal Acquisition Regulation (FAR) Part 10. This effort aims to identify potential sources and assess industry's capabilities for providing Degraded Visual Environment System (DVES) capabilities for the HH-60W fleet. This includes:

· A-Kit and B-Kit Engineering & Manufacturing Development (EMD)

· Air Vehicle (AV) Test and Evaluation (T&E)

· Full Rate Production (FRP)

· Retrofit installation activities

· Associated concurrency modifications to HH-60W training devices

2.0 Background: The Helicopter Sustainment Branch is contracting for a Degraded Visual Environment System (DVES) to enhance HH-60W Personnel Recovery/Combat Search and Rescue mission capabilities. The DVES will integrate with existing HH-60W systems, providing real-time terrain/obstacle mapping, audible/visual alerts, and improved situational awareness to mitigate hazards associated with degraded visibility (e.g., smoke, sand, fog) during operations from austere locations in all environments.

3.0 Objective: The Air Force is conducting market research to identify potential sources for Degraded Visual Environment System (DVES) solutions for the HH-60W fleet. This Sources Sought Notice seeks information on industry capabilities for Engineering & Manufacturing Development (EMD), Test & Evaluation (T&E), Full Rate Production (FRP), retrofit installation, and training device modifications related to DVES integration.

4.0 DVES Requirements: The Helicopter Sustainment Branch seeks a comprehensive DVES solution that meets the following anticipated requirements.

Imagery resolution

The system shall allow aircrew to identify enroute and terminal area hazards with dimensions as small as 12 inches.
The system shall allow aircrew to identify enroute and terminal are hazards with dimensions as small as 1 inch.

Real-time display Sensor/database imagery shall be available for view simultaneously on all cockpit and cabin MFDs with tactical flight symbology overlaid.

Same as threshold.

ATTRIBUTE

Mission debriefs Sensor imagery shall be record-able and available for simultaneous playback with overlaid tactical flight symbology.

Same as threshold.

4.2 Key System Attributes (KSA)

KEY SYSTEM ATTRIBUTES

1.
The system shall be at a Technical Readiness Level (TRL) 8-9.
2.
The system shall be at a Manufacturing Readiness Level (MRL) 9 or above.
3.
The system shall allow aircrew to identify enroute hazards such as terrain, antennas, wires, and poles. System shall allow aircrew to identify terminal area hazards such as poles, vehicles, fence posts, wires, ditches, berms, holes, and large rocks.
4.
The DVES system shall provide symbology and cueing that indicates obstacle/obstruction horizontal/vertical/lateral distances from the aircraft during all critical mission segments.
5.
The DVES system shall display flight symbology that enable aircrews to maintain >/= 75-meters of separation of the aircraft from obstacles and hazards, with an acceptable margin of error of (+) or (-) 2-meters.
6.
The DVE system shall detect and display a spatially accurate depiction of obstacles in the area of interest including objects greater than or equal to 2 feet cubed, poles greater than 30 feet tall and 5 inches in diameter, wires greater than 3/8 inch in diameter, depressions greater than 2’ x 2’ x 1’ (length, width, depth) and variations in landing zone terrain greater than 2’ in height from a distance of 50 meters and 50’ above ground level and provide pilots visual cueing necessary to safely land and take off from a predetermined landing zone in degraded visual environments.
7.
System shall integrate with existing HH-60W sensor, display, navigation, and flight management systems to the maximum extent practical.
8.
The system shall not be mounted on the aircraft to cause or create damage when the full aircraft weight is on ground.
9.
Sensor video with symbology overlay shall be record-able and available for simultaneous playback during aircrew debriefing.
10.
The system shall be composed of line-replaceable units that are accessible, removable, and replaceable by O-level maintenance.
11.
The DVE system shall include a capability to build a geo-referenced mapping of obstacles and hazards from collected data to implement a “see-and-remember technique” so that the crew can maintain awareness of obstacles that do not remain within the sensor Field of View (FOV) for as long as the obstacle or hazard remains operationally relevant.
12.
The system weight of DVES solution shall not exceed 150 pounds.

4.3 Helmet Mounted Display (HMD): Helmet Mounted Display (HMD) integration is not within the scope of this effort. HMD capabilities may be considered in future acquisition activities.

4.4 Maturity Level Requirements: The Government is seeking mature, readily available solutions based on technologies with a Technology Readiness Level (TRL) of 8-9 and a Manufacturing Readiness Level (MRL) of 9 or above. Demonstrated KPP/KSA capabilities are required at the time of proposal submittal, not projected future performance.

4.5 Data Rights and Licensing: The U.S. Government (USG) requires detailed information regarding data rights associated with all software code, including, but not limited to: executable code, computer databases, computer software documentation, models (e.g., SysML), source code, code listings, design details, processes, flow charts, and related materials necessary to reproduce, recreate, or recompile the software.

5.0 Information Submittal Format: Respondents shall submit DVES KPPs and KSAs in a table format. The table must include each KPP/KSA and indicate whether the proposed solution 'meets,' 'exceeds,' or 'does not meet' the requirement.
