About this file

This document is a Draft Specification for Request for Information (RFI) for the United States Coast Guard's Next Generation High Frequency Radio System - Shore (HFRS-S) project. The Coast Guard seeks to replace legacy high frequency (HF) radio systems at seven 4KW sites and six 1KW sites due to end-of-life equipment, lack of spare parts, and maintenance challenges. The specification details comprehensive technical requirements for a commercially available HF radio system with multiple configurations (1KW, 5KW, and 10KW), including transceivers, receivers, high-power linear amplifiers, power supplies, and associated hardware and software.

The technical specification outlines extensive requirements including compliance with multiple military standards, electromagnetic compatibility, environmental performance, and specific technical capabilities such as automatic link establishment, data modem functionality, remote control interfaces, and cybersecurity compliance. Key objectives include supporting beyond line-of-sight communications, enabling simultaneous operations, implementing encryption capabilities, and providing robust training and system support. The specification includes detailed technical requirements for components like transceivers, receivers, power amplifiers, and specifies environmental operating conditions, electromagnetic emissions standards, and interface requirements for integration with existing Coast Guard communication systems.

1 SCOPE

The purpose of this Specification is to acquire the Next Generation HF Radio System – Shore (HFRS-S) components to replace legacy radio systems within the HF Shore Communications Systems (COMSYS). The COMSYS consists of seven 4KW sites and 6 1KW sites. This will include installations necessary for engineering and training support efforts (e.g. Training Center (TRACEN) and Labs). This effort will include equipment, hardware, software, and training to maintain and operate the system.

2 BACKGROUND

In order to maintain Beyond Line Of Sight (BLOS) high frequency (HF) communications for the COMSYS, the United States Coast Guard has a requirement to replace HF radio systems that are at end of life. The age of the systems, cost and lack of spare parts availability, and inability to repair key subcomponents makes continuing support and maintaining operational availability infeasible. This replacement effort requires a commercially available HF radio system comprised of various numbers of HF transceivers, receivers, high power amplifiers, power supplies, where exact quantities depend on the operational requirements. This suite of equipment will be herein referred to as the HF radio system Shore (HFRS-S).

3 APPLICABLE DOCUMENTS
