About this file

This document is an Amendment 0001 for a vendor Questions and Answers (Q&A) related to Solicitation HFP-2025-127075 for an Optical-Photothermal Infrared-Raman-Fluorescence (O-PTIR-R-FL) microscope. The amendment addresses three key vendor questions regarding delivery timelines, invoicing, and the microscope's specifications. The government clarified that a 20-week lead time after award is acceptable for delivery and installation, with invoicing not constrained to that timeframe. Additionally, the agency confirmed that the referenced microscope specifications in the Statement of Work's background section describe a general classification range and are not a specific performance requirement, with actual instrument specifications detailed in the Requirements section.

Amendment 0001 – Vendor Q&A Solicitation Number: HFP-2025-127075

Subject: Amendment 0001 – Questions and Answers from Interested Vendor

The following questions were submitted in response to Solicitation HFP-2025-127075 – O- PTIR-R-FL Microscope. In accordance with FAR requirements and to ensure fairness, these questions and corresponding government responses are being provided to all potential offerors.

• Question: Is the September 30, 2025 delivery date flexible?

Answer: Yes, A lead time of 20 weeks after award is acceptable.

• Question: Is it acceptable for delivery to occur by that date, with installation and invoicing occurring afterward? Or must delivery, installation, and invoicing all be completed by September 30, 2025?

Answer: A lead time of 20 weeks after award for delivery and installation is acceptable.

Invoicing does not have to occur during the 20 week lead time.

• Question: In the Statement of Work, it states: “The use of a mIRage-LS O-PTIR-R-FL microscope, or equal provides capabilities for the qualitative and quantitative analysis of micro- (1 µm - 5 mm) or nano- (1 nm - 1 µm) plastics, or other contaminants, in foods.” The vendor would like to confirm whether this is a general classification or a performance requirement.

Answer: The sentence describes the general classification range of nano-plastics in the 'Background' section of the Statement of Work. It is not intended to be a specific performance requirement. The required specifications for the instrument (e.g., sub-micron spatial resolution) are provided in the 'Requirements' section of the Statement of Work. Therefore, no amendment to this language is necessary.
