1.0 PURPOSE:

The Department of Defense Education Activity (DODEA) requires the services of ONE (1) sign language interpreters for DODEA NY/VA/PR District during the School Year 2014-15 and Extended School Year- Summer - in support of the Special Education Program for DoD Domestic Elementary and Secondary Schools (DDESS) located at Fort Buchanan, Puerto Rico. Personnel performing work shall remain employees of a contractor and will not be considered employees of the Government.

1.1 SCOPE/DESCRIPTION OF SERVICES:

The contractor shall perform Sign Language Interpreter services for Special Education students attending the DDESS Puerto Rico district, Antilles Elementary School, Fort Buchanan, PR. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision as defined in the Performance Work Statement (PWS), except for those items specified as government furnished property and services.

1.2 SIGN LANGUAGE INTERPRETER SERVICES:

A Sign Language Interpreter’s role is to accurately convey all messages between individuals involved in every communication requiring the use of American Sign Language (ASL). Sign Language Interpreters shall have obtained National Interpreter Certification (NIC) through the Registry of Interpreters for the Deaf (RID) or the National Association of the Deaf (NAD).

Services are required for simultaneously and consecutive interpretation from English, Spanish or PR Sign Language.

Contractor is responsible for providing qualified professional interpreters to provide simultaneous and consecutive interpretation services.

1.3 PLACE OF PERFORMANCE:

Hours:

Flexible hours may be required for unscheduled meetings for the purpose of consulting, assessment, concerns, by the Child Study Committee (CSC). Contractor will be scheduled via e-mail or by phone by Child Study Committee (CSC) representative, at least 24 hours prior to the requested meeting. The contractor shall be allowed a minimum of two (2) hours on site time for any unscheduled time. The request shall indicate the location, date and estimate hours for time requested. The hours cannot be changed or modified unless approved by the Contractor Officer. The CSC person will provide a cancellation notice via e-mail or phone within 24 hours prior to the requested meeting date.

2.0 BACKGROUND:

For students who are deaf, interpreters are critical link to the hearing world. For those who cannot hear, interpreters make the spoken world visible. Likewise, they give audible voice for the rich language of the deaf student. Interpreters are highly trained professionals who translate between two distinct languages. State and local governments, educational institutions, and public accommodations, are required to ensure effective communication with persons who are deaf, hard of hearing or deaf-blind. The legal basis for providing interpreters is found in the Rehabilitation Act of 1973, as amended, the Americans with Disabilities Act of 1990 (ADA), the Person’s with Disabilities Civil Rights Act of 1976 (PA220), and the Deaf Person’s Interpreter Act of 1982 (PA204), which are detailed below. Each of these laws specifies that people with disabilities have a right to access and participation.

Interpreter services are one of the services mandated for provision of special education services to DODEA students with disabilities under the DoD Instruction 1342.12 “Provision of Early Intervention and Special Education Services to Eligible DoD Dependents,” April 11, 2005.

The Case Study Committee (CSC) is responsible for determining if a student requires interpreter services in accordance with the Individualized Education Plans (IEP) goals. An IEP is the document written by the CSC that establishes the goals and services that must be provided to a student with disability in order to provide a Free Appropriate Public Education (FAPE). The required services shall be provided with linkage to the educational needs of the student rather than to the medical needs of the student.

3.0 TECHNICAL QUALIFICATIONS:

The contractor shall:

3.1 Be a qualified professional who provide sign language interpreting and/or transliterating service. The contractor shall provide services of a qualified interpreter “Qualified Interpreter” is defined as an interpreter who is able to sign to an individual who is deaf what is being said by the hearing person and who can voice to the hearing person what is being signed by the individual who is deaf. This communication must be conveyed effectively, accurately and impartially, through the use of any of the necessary specialized vocabulary. The contractor shall have a minimum of one year of experience which involved translating and interpreting through the use of English, Spanish, Puerto Rican and American Sign Language or other work requiring the use of English, Spanish, Puerto Rican and American Sign Language.

3.9 Must be fluent in English, Spanish, Puerto Rican Language and in American Sign Language (ASL) which combines signing, finger spelling, and specific body language in order to perform the functions of the assignment given to them.

4.0 REQUIREMENT: The contractor shall:

4.1 Perform Sign Language Interpreter Services in accordance with Individualized Educational Program (IEP) goals for one (1) student during the period in accordance with school calendar (TE-2) school year 2014-15 and Extended Year-Summer 2015. The school calendar is subject to change based on weather, facility, security, health or safety issues.

4.2 Services are required for simultaneously and consecutive interpretation from English, Spanish or PR Sign Language. Contractor is responsible for providing qualified professional interpreters to provide simultaneous and consecutive interpretation services.

4.3 Contractor is responsible for ensuring the quality and accuracy of its services is maintained

4.4 Contractor is responsible that services shall be performed by qualified professional interpreters, with demonstrated proficiency levels in the ability to speak the language with sufficient structural accuracy and vocabulary.

4.5 Coordinate work schedule hours/days with DDESS-PR Instructional System Specialist (ISS) for Special Education Program as specified. Approximate number of hours is 7 x 5 days-35 hours/week per one (1) student in one school at DDESS-PR Fort Buchanan, PR. Services are generally performed during the business hours at school location. Additional hours will be on an as needed basis for IEP team meetings with the contractor. Expanded school year (summer) period of five weeks (7 hrsx5days=35 x 5 week).

4.6 Time required for Government provided training will be paid at the same rate as services

4.7 Attend meetings to provide consultative services to staff, parents, and students in accordance with IEP goals.

4.8 Contractor shall be able to provide sufficient documentation to substantiate their employees sign experience and knowledge upon request by the Contracting Officer Representative (COR).

4.9 Contractor staff must adhere to the Registry of Interpreters for the Deaf (RID) Interpreter Code of Profession Conduct or Puerto Rico RID. Contractor staff must adhere to all applicable confidentiality rules and regulations.

Contractor must not release any personal information regarding any person authorized for services. The American Sign Language (ASL) interpreters must also be attired appropriately for the environment they are working in.
