The solicitation sought a contractor to provide Heritage Surveys for the Hiawatha National Forest (HMNF) in Fiscal Year 2025, with a one-year contract term and potential for up to four 1-year renewals. The RFP was posted on SIGMA VSS on June 9th and remained open for 21 calendar days, with proposals due by June 30th. Four bidders submitted proposals: Gray & Pape, Arcadis of Michigan, ASC Group, and Mannik & Smith Group.
The evaluation process involved reviewing proposals for technical responsiveness and pricing, with a focus on selecting the lowest-priced, responsible vendor. Mannik & Smith Group was recommended for award at $203,000.00, significantly underbidding competitors across three probability site categories (High, Moderate, and Low Site Probability). The total proposed prices ranged from Mannik & Smith's $203,000.00 to Gray and Pape's $441,000.00. The recommendation is pending State Administrative Board approval, and unsuccessful bidders are encouraged to schedule a debriefing with Solicitation Manager Samantha Fusco to understand why they were not selected.
