About this file

This materials specification document outlines the requirements for Type 2 protective helmets to be supplied to the Washington Suburban Sanitary Commission (WSSC Water) in Maryland. The specification covers two distinct helmet types: a standard Type 2 protective helmet (Stock Number 4240-9055-0) constructed from virgin ABS material with a cap size range of 6.5" to 8", and a Type 2 XL protective helmet (Stock Number 4240-9055-5) constructed from high-density polypropylene with a head circumference range of 60cm to 66cm (7.625" to 8.5"). Both helmet types must comply with ANSI/ISEA Z89.1 (latest revision) and EN 12492 standards, feature Type 2 and Class E ratings with 20,000-volt dielectric strength, include ratchet suspension systems, reflective striping, moisture-wicking headbands, and MIPS technology (for the standard helmet). The approved manufacturers are MSA Safety V-Gard H2 Helmet (#10242830) for the standard helmet and Kask Safety Zenith X2 Max (#WHE 00135-221-055.24s) for the XL helmet. The solicitation deadline for sealed responses is 2:00 pm on Thursday, November 19, 2026, submitted via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. Helmets must be high-visibility ANSI HV yellow-green in color with custom black embossing including the WSSC Water logo with tagline "Delivering the Essential," "Work Safely," and "WSSC Water" graphics positioned on the front and sides.

The specification requires delivery of helmets in properly labeled cartons secured to 42"x42" four-way entry perimeter base pallets, stacked no higher than 40" including pallet height. Each loaded pallet must display specific information including WSSC Water stock number, delivery release number, manufacturer name, quantity, and helmet description and size. The successful bidder must submit a sample helmet with required custom graphics to WSSC Water prior to the first delivery. Helmets are to be supplied on an as-needed basis to support WSSC Water's safety program and warehouses. No specific pricing terms, set-asides, contract term length, renewal options, or funding amounts are identified in this specification document.
