About this file
Summary
This is a Request for Quote (RFQ) document issued by the Washington Suburban Sanitary Commission (WSSC Water) in Maryland for Heavy Duty Truck Alignments, Steering and Suspension Repairs, Drive Shaft Fabrication and Replacement Parts and Services. WSSC Water seeks a qualified contractor to provide reliable, code-compliant, and timely repair and fabrication services for its fleet of heavy-duty trucks (Class 3-8) operated throughout Prince George's and Montgomery Counties, Maryland. The scope of work encompasses four primary service categories: heavy spring and suspension repair and replacement (including leaf-spring and air-ride systems); in-house fabrication of brackets, mounts, and frame components; driveshaft fabrication and repair with dynamic balancing; and heavy alignment services for multi-axle vehicles. The contractor must be located within fifty miles of six designated WSSC garages and maintain ASE-certified technicians with minimum three years of heavy-duty vehicle experience and at least one certified welder. Responses must be submitted via WSSC's eProcurement Portal by November 2, 2026 at 2:00 p.m. WSSC intends to make a single award under this contract. The base contract term is one year with prices remaining firm throughout, and the contract may be extended for four additional one-year renewal options at WSSC's sole discretion.
Pricing is structured as an as-needed requirements contract with hourly labor rates requested for four service sections (Alignment, Kingpin Services, Leaf Spring, and Drive Shaft) across three vehicle weight categories (Light Duty 10,000-15,000 lbs GVW, Medium Duty 15,001-19,000 lbs GVW, and Heavy Duty 19,001-50,000 lbs GVW), plus contingent labor rates. All prices must be fully burdened and remain firm for the contract term; price adjustments thereafter are considered annually at WSSC's discretion, capped at a maximum 10% increase per year. The contractor must warrant all labor for a minimum of ninety days and adhere to manufacturer warranties on parts; submit quotations within forty-eight hours of specification requests; provide warranty travel or onsite support if offered; and comply with all applicable federal, state, and local regulations including OSHA and environmental requirements. Invoices must be submitted to designated accounts payable contacts with supporting documentation including asset number, service location, date, and purchase order number. The solicitation is being processed as a Small Purchase through WSSC's standard procurement regulations, and award will be made to the lowest responsive and responsible quote. No set-asides are identified in this solicitation.

Adjustment shall also be made in the delivery or performance dates and any other Contractual provision affected by the delay or interruption.
B. C. The remedies provided in this General Condition are in addition to any other rights and remedies provided by law or under any other provisions of this Contract.
6.28. TERMINATION OF CONTRACT
A. Where the Contractor's services have been terminated by the Commission, said termination shall not affect any right of the Commission against the Contractor then existing or which may thereafter accrue.
