In conjunction with Phase 1 of their Central Office Modernization Project, the GSA is planning to install an IPTV video transport system. The purpose of this Request for Quote
(RFQ) is to obtain quotes from qualified contractors to furnish and install a satellite receive-only antenna and signal delivery system that would be used as an input source to the IPTV system. This system is to be installed at the GSA Headquarters Building at 1800 F
Street, NW, Washington, DC 20405.
Technical Requirements:
This is a design-build project. The contractor shall perform the necessary transmission engineering design and furnish and install a fully functional system including the following components:
1. A DIRECTV or equivalent (ex. Dish Network) HD satellite antenna system.
Antenna shall be mounted on the building’s wing 2 north elevator tower.
2. Sixteen (16) High Definition (HD) satellite receivers. Receivers shall be rack mounted in
Regional Infrastructure Center (RIC). The Receivers will support both Standard
Definition (SD) and High Definition (HD) formats. The preferred HD output connector is HDMI.
3. The government requires that all 16 HD receivers also be connected to a signal converter to change the HDMI output from each receiver to SDI video. The
Government will be using Cisco D9036 Encoders that require an SDI video signal.
An example of an HDMI to SDI converter tested by GSA is the BlackMagicDesign
HDMI to SDI mini convertor CONVMBHS2. This or an equivalent convertor would meet this requirement. Whichever solution proposed by the offeror must be fully functional with the Cisco D9036.
4. The contractor will supply all cables and connectors for the proposed solution. The
Cisco D9036 encoders will be in the same rack so the longest connection from the satellite receiver or HDMI/SDI converter should not exceed 10 feet.
5. The contractor is to provide vented shelving that will support the vertical installation of the HD in a standard 19” equipment rack.
6. At a minimum, the following 16 Channels need to be part of the satellite TV
Service:
1) CNN
2) C-SPAN I
3) Local Broadcast - NBC
4) Local Broadcast - FOX
5) C-SPAN 2
6) Local Broadcast - ABC
7) CNBC
8) Local Broadcast - CBS
9) Headline News - HLN
10) MSNBC
11) Fox News
12) Fox Business Network
13) Weather Channel
14) Bloomberg
15) HGTV
16) C-SPAN 3 (if available, otherwise; this can be an optional channel)
7. Backbone coax, multi-switchers, splitters, in-line amplifiers, equalizers, connectors and cables as needed to deliver a fully functioning system with the proper signal quality levels consistent with satellite TV published standards.
Cable should be plenum rated and will be installed through the Government furnished riser sleeves, conduits, and cable tray that connect the wing 2 TR riser stack and the RIC.
8. One Rack-mounted video monitor with switching system to enable technicians to view the output signals on all 16 receivers. Only one receiver signal needs to be viewable at a time.
9. Provide all weather and fire sealants necessary along the cable route.
NOTE: Installation of this video delivery system will commence promptly after contract award. According to market research, there are only two major satellite TV providers:
Dish Network and DirecTV. This installation should conform to the standards for either provider.
The government will obtain the monthly programming service separate from this solicitation, but will factor the pricing into the award. Quotes must include.
Contractor Requirements:
The contractor shall:
1. Be an authorized partner of the satellite service proposed.
2. Install the system in accordance with the satellite provider’s published installation standards.
3. Remove and dispose of six (6) existing decommissioned rooftop satellite and off-air television broadcast antennas. Contractor will also remove any trash and debris associated with their installation or the removal of the decommissioned satellite antenna.
4. Provide as-built drawing of completed installation.
5. Provide a one year warranty on the installation workmanship and materials.
Optional Electrical Conduit Installation
Install a one inch EMT conduit between the specified roof location on the south penthouse of wing two and the 7th floor wing 2 Telecommunications Room #7236. The Penthouse end of the conduit will penetrate the roof and be terminated in a weatherhead. The roof penetration and associated weather sealing shall be performed by the building’s roofing company (James Myers Roofing) but shall be included and priced in this SOW. The conduit running to the Telecommunications Room shall turn down on the north side of column H/14 and penetrate the floor slab. A new floor penetration will be required. The conduit shall not have the equivalent of more than two 90 degree bends between pull boxes. Refer to the sketch attached to this SOW (Appendix 1 - AE 1 37 detail 2).
