I ask that you all hold your questions until the end of the presentation.

The contents of this presentation, including the Questions and Answers, do not change any part of the Request for Proposals. Only an Amendment released through FedBizOpps can change the RFP. It is anticipated that this presentation, including the Q&A and minutes will be released as an Amendment. No answers given today shall be viewed as changing or modifying the requirement, unless released as an Amendment.

Overview Creating an IDIQ for delivery of Acquisition training Contracting Officer’s Representative (COR) Program and Project Management (P/PM) Electives Additional CLINs Multiple Awards Electronic proposal submission only

Strategic Sourcing Initiative – requiring tiered discounts over the life of the contract for each contract holder. (Section 1)

All courses purchased through this IDIQ will be uploaded into FAITAS as part of FAI’s registration process management.

Multiple Awards: The Government anticipates awarding to multiple vendors for the resultant IDIQ. Ideally we would like to see adequate fair opportunity competition for the main areas of the IDIQ – COR Training, P/PM Training, and the Electives.

Looking into file size restrictions.

COR Details Level III COR Certification Courses Electives

Level III courses are not included in the RFP.

Certification Courses: COR Certification courses x003AA-x009AD provide for future changes in the certification requirements over the potential 5 year life of the IDIQ contract.

Electives: COR Elective CLINs x010AA-x016AD. Do not need to submit courses for these CLINs, only pricing. The required course subject matter and duration will be defined by ordering agencies. For example, if an agency sees a need for training CORs in Developing a Cost Estimate, they may order an elective course for that utilizing these CLINs.

P/PM Details Verification of courses Competency model Electives P/PM Certification Course

The RFP allows vendors who have NOT had courseware previously verified by FAI as aligning w/competencies (previously ID’d) to submit this for verification w/proposal. 9.1.17.1.1

5 course series outlined in the RFP is an example only, not a requirement. For example, it is possible to be verified with only 4 courses. P/PM courses are based on competencies so some vendors may propose four courses and others five.

Having Courses listed on the FAI Training Crosswalk and the Vendor Consortium constitute valid evidence of FAI’s verification of a vendor’s courses.

Competency Model: The revised FAC-P/PM model DRAFT on fai.gov is just that, a DRAFT and is for informational purposes only. Offerors should propose courseware that aligns to the CURRENT standing competency model.

Electives: The electives with varying days of 1-10 are for the use of a COTS course, such as “Developing an Independent Cost Estimate.” The course and duration will be defined at the ordering agency level.

Certification Course: x033AA-x039AD. As you know, certification criteria change, and this IDIQ has the potential to be in place for 5 years. This allows for future requirements for P/PM Certification.

Ordering Process Direct Acquisition FAR 16.505 Fair Opportunity Ordering Guide Monthly Order Status Report

Requiring agencies will be utilizing the contract by soliciting and ordering directly from the vendors.

Requiring agencies will be required to follow all applicable regulations, including that of FAR 16.505 and Fair Opportunity for Multiple-award Contracts.

Requiring agencies may select their own acquisition strategy, including relevant factors, for their fair opportunity competition.

It is a vendor’s business decision whether they wish to participate in a fair opportunity.

FAI will be publishing an Ordering Guide, which will outline the use of the contract. GSA will manage the IDIQ contract and its use.

Monthly Order Status Report: Deliverable that will allow GSA and FAI to effectively oversee the contract.

Small Business Issues

COR, ACQ PBA, FFM APL3, FFM SSE2, FFM CCO2, FFM NEG3

Small business concerns may submit a proposal for all of the CLINs, both set-aside and unrestricted. Large Businesses may only submit proposals for unrestricted CLINs (P/PM , select Electives, and the additional CLINs).
