APPENDIX 1: Purpose and Objectives
GSA Interest in Small Businesses Capable of Providing Expert Technical Services in Troux Development Work
The Troux software is used to support the Enterprise Architecture and Portfolio Management functions in the GSA OCIO organization. It has also been adopted by the IT Security team to manage system inventories and other elements related to FISMA reporting. It is used to manage the IT Standards and the GSA applications inventory. GSA anticipates further adoption of Troux as a repositiory for IT related matters.
GSA is contemplating an acquisition that will allow us to customize the Troux software as new analysis and reporting requests arise. The acquisition will be for a base year plus three option years. The requirement is for "ad-hoc" development work for the Troux software. The government estimates that it will issue 33 task orders during the base year.
Development work will be managed on a task order basis. The following requirements apply.
a. Development work will be initiated with GSA issuing a specific set of requirements to the awardee. The requirements may include both textual descriptions and visual depictions of the desired products.
b. The awardee will provide GSA with an estimated level of effort to implement the delivered requirements. The level of effort should include both an optimistic and pessimistic number of estimated hours and should break the hours down among the following categories: requirements clarification; development; internal testing; and delivery.
c. The development work is likely to fall into three categories. The categories are listed below with the required skills.
i. Report Development - reports in Troux are built in two different platforms. One is the
BIRT platform. The other is the Flex framework. Along with strong skills using both platforms, the awardee must be proficient in both JavaScript and JavaScript Object Notation (JSON). Other competencies required are the development of Troux service objects that compliment reports, using BIRT reports to capture parameters that are passed to Flex visualizations, passing parameters to support drill-through reports, and developing new data mart tables in the Troux datamart.
ii. Access Bean Development - GSA uses the access bean layer of the Troux security solution to control write access to specific data objects in Troux. The awardee must be proficient in developing complex Access Beans using JavaServer Pages Standard Tag Library (JSTL) expressions.
iii. Troux GUI Customization - create and modify Troux solutions and layouts using both the Configuration and Composer interfaces as well as XML customizations.
