Request for Information

1. Introduction

This Request for Information (RFI) is for information and planning purposes only and does not constitute a Request for Quote (RFQ). This RFI is not to be construed as a commitment by the U. S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be issued. No award will be made as a result of this RFI. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this RFI. Respondents will not be notified of the results of this survey or results of information submitted. All information is to be submitted at no cost or obligation to the Government.

2. Purpose

The U.S. General Services Administration (GSA) is committed to engaging our industry partners in the formative stages of our requirements for the operation, maintenance, and enhancements of the

Comprehensive Human Resources Integration System (CHRIS). This outreach to industry is on behalf the

Office of the Chief People Officer and intended to identify interested vendors’ capabilities and socio-economic status, transition requirements and documentation required to increase vendor competition, and recommended business practices for mitigating risks and overcoming challenges inherent in maintaining and enhancing a legacy enterprise human resource system.

GSA’s inquiry is preliminary, but does look forward to seeing a solution and approach your company might propose.

3. Background

The Federal Government’s Human Resources Line of Business (HR LOB) initiative implemented an HR service delivery model that preserves some HR functions at the agency level – where it makes sense – and moves other HR functions to Federal HR service centers. Visit http://www.opm.gov/egov/HR_LOB/ for more information.

The General Services Administration’s (GSA) was certified by the Office of Personnel Management

(OPM) as of six Federal Human Resources Lines of Business shared service centers (HRLoB SSC). The

Comprehensive Human Resources Integrated System (CHRIS) is the underlying HR transactional system which supports core HRLoB services – personnel action processing, benefits management, and compensation management (payroll). CHRIS supports 22,000 federal employees from GSA, more than

40 small Presidential Boards and Commissions, OPM, the National Credit Union Administration (NCUA), the Railroad Retirement Board (RRB), the Export/Import Bank of the United States (Ex-Im), and the

United States Institute of Peace (USIP). Over 50% of the customer base is external to GSA.

4 CHRIS | HE1AA-I-13-0003

CHRIS is part of GSA’s Human Capital Information Technology Services (HCITS) which is categorized as a major OMB-300 IT investment. Information on HCITS can be found at http://www.itdashboard.gov/investment?buscid=613.

CHRIS uses Oracle Federal HR (OFHR) as the basis for its efforts and customizes it as needed to meet

GSA’s business needs. OFHR is part of the Oracle E-Business Suite and is a fully integrated key component of Oracle Human Capital Management (HCM) suite of applications CHRIS is hosted within a private cloud in an Infrastructure-as-a-Service (IaaS). The IaaS is authorized to operate (ATO) under the

Federal Information Security Management Act of 2002 (FISMA). It is classified as a moderate risk system with Personally Identifiable Information (PII).

Both CHRIS and the OFHR comply with OPM’s:

Guide to Processing Personnel Actions (GPPA) http://www.opm.gov/feddata/gppa/gppa.asp

Guide to Personnel Data Standards (GPDS) http://www.opm.gov/feddata/guidance.asp

Guide to Human Resources Reporting (GHRR) http://www.opm.gov/feddata/ghrr/index.asp

Human Resources Line of Business Target Requirements http://apps.opm.gov/egov/documents/requirements/Target%20Requirements%20Report%20fo r%20SSCs%20Version%204.0.pdf

GSA develops customized OFHR functionality to meet GSA and its client agencies ever changing business needs and process flows. It maintains an interface to GSA’s payroll and reporting system (PAR) and supports the hosts of e-Government (eGOV) initiatives through direct data feeds to OPM and its service providers. This includes OPM’s Employee Express (EEX), Enterprise Human Resources Integration (EHRI)

Program's data warehouse and training data repository and the electronic Official Personnel File (eOPF).
