1.0 INTRODUCTION
The General Services Administration (GSA)/Central Contracting Office on behalf of the Office of Governmentwide Policy (OGP)/Office of the Regulatory
Information Service Center is issuing this Request for Information (RFI) to seek contractors who can provide onsite proofreading, editing, data entry, and indexing
( not onsite) the spring editions of the Unified Agenda and the fall editions of the
Unified Agenda, which includes The Regulatory Plan.
2.0 BACKGROUND
RISC compiles information submitted by approximately 60 Federal departments and agencies on current and planned regulatory activity, for publication in the semiannual Unified Agenda of Federal Regulatory and Deregulatory Actions
(Unified Agenda) each spring and fall. Each year, the Fall edition of the Unified
Agenda includes The Regulatory Plan, which contains more detailed information about the most important regulatory actions. These publications are disseminated in a limited printed format in the Federal Register and in an electronic format that is available through the Internet. To support this activity, RISC created the ROCIS
(Regulatory Information Service Center/Office of Information and Regulatory
Affairs Consolidated Information System, which it has used to gather and compile the necessary information and to edit and prepare that information for publication.
This activity enables Federal agencies to comply with the agenda and regulatory plan requirements of Executive Order 12866. Executive Order 12866 also assigns to
OIRA the role of reviewing and coordinating Federal regulatory activity. Agency regulations are required to be reviewed by OIRA under this is Executive Order, and that function is performed in the ROCIS system.
Under the Paperwork Reduction Act, OIRA is responsible for reviewing and approving information collections used by Federal agencies to collect information from the public. Using the ROCIS System, agencies submit information collection requests to OIRA for review.
