THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS NOT A SOLICITATION. The General Services Administration, Office of Administrative Services, Internal Acquisition Division, is issuing this RFI notice to measure the interest and availability of other than large business firms, including HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB) or other Small Business concerns that are capable of performing testing support services.
Testing Support Services
1. BACKGROUND
The purpose of this RFI is to gain knowledge of interest, capabilities, and qualifications of various companies. It is not to be construed as a commitment by the Government. A contract will not be awarded as a result of this RFI. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow up information requests. Failure to respond will not in any way prevent a potential offeror from participation in future solicitations. The purpose of this RFI is to conduct market research on the subject of testing support services for CGI’s Momentum Financials® System at GSA, also known as Pegasys, specifically:
A. Collect information about small businesses capabilities for testing support services for Pegasys;
B. Obtain industry insight and best practices recommendations to support testing needs for Pegasys.
All information provided will be given consideration and may influence the development of future solicitation requests.
2. DESCRIPTION
The U.S. General Services Administration (GSA) GSA IT (formerly Office of the Chief Information Officer (OCIO)) Office of Financial and HR IT Services (IB) strives to provide the best, most cost-effective, secure financial and human resource (HR) systems platform in the Federal government. An integral component of this mission is the need to develop and sustain an effective system of internal controls designed and implemented to ensure the confidentiality, integrity, and availability of GSA IT-managed systems, consistent with Federal Financial and HR system requirements, Federal accounting standards, and transactional accounting guidelines. The Billing and Accounts Receivable (BAAR) module for GSA’s version of Momentum Financials®, Pegasys, is currently being implemented and requires testing support services. This RFI aims to identify the capacity for small businesses to perform testing support services in support of a financial management application based on experience and existing capabilities.

5. RESPONSE INFORMATION

This RFI is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of an award. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this RFI.
