STATEMENT OF WORK

Mandarin Chinese Curriculum Resources Levels I-V

1.0 INTRODUCTION

1.1 The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing PK-12 instruction to about 74,000 students in 171 brick-and-mortar schools. Student enrollment varies based primarily on the deployment of military troops worldwide.

DoDEA’s curriculum, resources, and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.

1.2 In North America DoDEA operates 57 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 66 schools in Germany, England, Netherlands, Belgium, Italy, Spain, Turkey and Bahrain. In the Pacific, DoDEA operates 48 schools in Korea, Japan (mainland and Okinawa), and Guam.

DoDEA also operates a fully accredited Virtual High School with its main office in Virginia and teaching hubs in Germany and Okinawa.

2.0 BACKGROUND

2.1 DoDEA provides Mandarin Chinese (Chinese) coursework in selected middle schools and high schools (grades 7-12), which deliver the understanding, knowledge and skills needed for students to communicate in Chinese. Courses are aligned to the following standards:

The national foreign language standards as defined by the American Council on the Teaching of Foreign Languages (ACTFL) and the related ACTFL World- Readiness Standards for Learning Languages, which may be found at the following URL:

http://www.actfl.org/sites/default/files/pdfs/public/StandardsforFLLexecsumm_rev.

pdf and www.standards4languages.org, respectively.

The DoDEA World Language Standards & Proficiency Expectations, which may be found at http://www.dodea.edu/Curriculum/foreignLanguage/standards.cfm.

The College and Career Ready Standards (CCRS) which are based on the Common Core State Standards (CCSS), found at http://www.dodea.edu/collegeCareerReady/ and http://www.corestandards.org/, respectively.

2.2 The most recent contract for Chinese curriculum resources was awarded in 2010.

3.0 SCOPE

3.1 DoDEA requires Chinese student textbooks, teacher materials, and related supporting student and teacher materials for use at DoDEA world-wide schools and offices. In terms of writing, DoDEA emphasizes simplified characters.

3.2 The majority of print materials will be purchased in the base year, but print materials will be available for purchase for the first six years of the contract. DoDEA requires an initial 6- year subscription to the digital resources followed by four 1-year subscriptions to the digital resources only.

3.3 DoDEA prefers to award one contract, but multiple awards may be made. For example, awards may be made for Levels I-III, IV, and V or some other combination of levels.

3.4 Table 1 shows the estimated amount of resources required for the base year. The quantity of resources required during the first five option periods is estimated to be two percent (Option Year 1), four percent (Option Year 2), six percent (Option Year 3), eight percent (Option Year 4), and ten percent (Option Year 5) of the base year order.

DoDEA cannot guarantee or confirm actual order quantities for the base or option years.
