About this file
This document is Amendment One to a Combined Synopsis/Solicitation for a Media Monitoring and Analysis Solution issued by the Department of Defense Education Activity (DoDEA). The solicitation (HE12545198864) is a follow-on contract to replace the existing contract HE125419C8005, with Cision as the previous media monitoring platform. The contract seeks a solution to monitor media sources across 12 countries where DoDEA has schools, with requirements including unlimited clips/mentions from 5+ million online media sources, daily and weekly media digests, and monitoring in multiple languages including Korean, German, Japanese, Italian, Arabic, Spanish, and Dutch.
Key technical requirements include cloud-based platform delivery, ten user accounts with same-level access, initial operating capability by April 1, 2025, and ability to generate reports with share of voice, sentiment analysis, top tier mentions, keyword mentions, audience demographics, and similar web analytics. The platform must provide technical support, comply with DoD guidelines, maintain an audit trail of user actions, and focus on public-facing news media. DoDEA intends to award a single contract and has specified that the solution can be custom or off-the-shelf, with preference for a user interface that consolidates all components in one place. No translation services are needed, and the primary topics of interest are DoDEA-related and education-related content.

However, there are a few elements that we can not meet - related to tasks 4, 8 and 18 of the Performance Work Statement. If we do not meet the exact requirements, do you recommend us providing a quote for the remaining services outlined in the PWS?
Please review the entire RFQ, including the Instructions to Offerors and the Basis of Award, to decide whether you choose to submit a quote.
