About this file

This is a Determination for Single Source, a federal contracting document that justifies the award of a sole-source contract to Cengage Learning, Inc. for AP® English Literature and Composition instructional resources by the Department of War Education Activity.

The Department of War Education Activity seeks COTS, 100% digital resources aligned to the College Board Course and Exam Description to serve approximately 1,000 students, 40 teachers, and above-school-level subject matter experts for one year. The contract is structured as a firm-fixed-price sole-source bridge contract with an estimated value of $50,000.00 and a 12-month performance period using FY26 O&M funds. The award authority is 10 U.S.C. 3204(a), as implemented in FAR 6.103(a). Market research identified three companies with potentially suitable resources—McGraw Hill LLC, Pearson Education Inc., and Perfection Learning Corporation (a small business)—but Cengage Learning, Inc., the incumbent vendor with a contract that expired in 2025, is designated as the sole source. The justification cites time constraints from a recent government shutdown that compressed the acquisition timeline, continuity of instruction since DoDEA educators are already extensively trained on the Cengage platform, unacceptable delays that would result from transitioning to a different vendor, and inefficient use of resources, as any training conducted for a temporary one-year resource would become obsolete once the planned FY27 competitive procurement is awarded. The determination certifies that only Cengage Learning, Inc. is capable of providing the required resources without causing unacceptable delays or creating instructional risk during the specified bridge period.

The following entities provide related materials but cannot meet DoDEA’s requirements:

re-trained on the new platform, curriculum, and digital tools. Given the academic calendar for this training, there is insufficient time and money to execute this training without significantly disrupting lesson planning and student learning at the start of the school year.

Inefficient Use of Resources: Awarding a contract to another vendor for a single year, with a full and open competition planned for FY27, would be an imprudent use of DoWEA’s limited professional learning time and funds. Any training conducted for a temporary, one-year resource would risk becoming obsolete once the long-term competitive contract is awarded in FY27, forcing teachers to undergo training for a third time. Procuring the incumbent's resources for this limited bridge period ensures that training efforts are not duplicative and that funds are preserved.

Based on this rationale, Cengage Learning, Inc. is the only source capable of providing the required resources without causing unacceptable delays and creating instructional risk for students and teachers during the specified period.
