In the Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain, and Italy. In the Pacific, DoDEA operates 45 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA's curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems. DoDEA also operates a fully accredited virtual high school with teaching hubs in each DoDEA region: Americas, Europe, and Pacific.
1.1.2 Special education services are mandated for DoDEA students with disabilities and their families under the Department of Defense Instruction (DoDI) 1342.12 regulation entitled, Provision of Early Intervention Services to Eligible Infants and Toddlers with Disabilities and Their Families, and Special Education and Related Services to Children with Disabilities
1.1.3 DoDEA’s following procedures were used to determine the student’s placement:
The Case Study Committee (CSC) is responsible for identifying the educational needs of student with disabilities. When the principal and required team members of the CSC identifies a student whose needs exceed available school resources, the Community Superintendent and District Special Education Instructional Systems Specialist (ISS) are immediately informed. The CSC reports the nature of the severity of the student’s needs and efforts are made to utilize existing school resources to provide a free appropriate public education (FAPE).
The District Special Education (ISS) reviews the case, observes the student, completes a comprehensive record review, reviews relevant information, meets with the CSC members, and conducts a comprehensive analysis of all the district’s resources relevant to this case.
If adequate resources are unavailable, the ISS and Community Superintendent contacts DoDEA HQ oversight, that is, the DoDEA Lead, Education for Students with Disabilities.
At DoDEA HQ, the DoDEA Lead, Education for Students with Disabilities reviews all relevant information, consults with the ISS, the District
