About this file

This document is a set of Questions and Answers (Q&A) related to a federal contract opportunity for AP Art History Custom Content (Solicitation Number HE125424Q0016) issued by the Department of Defense Education Activity (DoDEA).

The key details are: DoDEA requires course content that meets College Board standards for an online AP Art History course and DoDEA's College and Career Readiness Standards for Literacy. The contractor will be required to develop 67 stand-alone lessons, a 150-item test bank with 3 versions of each question, multimedia components, and student work assignments. DoDEA will not provide an image database, and all content, including text excerpts, must be vendor-created or from public domain sources. Pricing is required on a per-unit basis for the various contract line items. The contract is expected to serve approximately 50-100 students per school year, and the assessments must be delivered in QTI format for integration into DoDEA's Learning Management System.

Question # Question Answer

1 How many references are required? 3-5 references are needed for this requirement.

2 Test Bank deliverable: We understand this to mean 3 test items written to assess the same objective; essentially, 3 versions of 50 items. Is this correct? Yes, for example 150 questions would equal 50 questions with 3 versions.

Lesson deliverable: Images: Is there an image bank we would be pulling images from, or would all images be either A Pass-created or in the public domain? If there is an image bank, do these images already have alt-text created to accompany them?

All images must have alt-text created. Images can be from the public domain or developed by vendor, however, the selection of images should be content driven. DoDEA will not provide an image database for vendors to select from. All images must be cited and attributed.

Lesson deliverable: Texts: For any text excerpts needed to support course content, would these also be A Pass-created or public domain? If public domain, would A Pass be reproducing them within the LMS or would we be linking out to an approved source?

Any lesson content should be vendor written and created, not a list of web resources. All content should supported by vetted resources, including books, primary source documents, and/or web resources. For any quoted text excerpts, public domain or scholarly resources are encouraged. Please cite all content, included quoted text excerpts, appropriately. You can provide links as a reference for the DoDEA design team to verify or when the content allows for the use of web links/resources. The DoDEA design team will determine how the unit and lesson content written and developed by the vendor will be delivered to students.

5 Lesson deliverable: Student work: Is there an expectation for student work completed outside of the course (ie homework)?

This is an AP course, "homework" or assignments that may be completed outside of class is expected. However, the content should drive the type of assignments that are developed.

6 General: Is there an exemplar course that we could review to guide our proposal? No, this is not available.

7 General: Will the DoDEA team be providing style guides and templates for draft work? Those will be developed with the contractor at the time of award.

First, PWS section 2.2.13 states a deliverable of “67 stand-alone lessons.” In the provided Scope and Sequence, there are a total of 57 lessons (including each unit’s introductory and summary lessons). Do we assume the remaining lessons will be inclusive of one unit-level assessment per unit (bringing the total to 67 total lessons)? If not, how do we attribute the missing 10 lessons?

The 67 total lessons allows for the addition of additional lessons as determined by the vendor's SME and DoDEA's SME. No more than 67 lessons can be ordered by DoDEA.

Regarding the total number of questions to be generated for semester- and unit-level assessments: PWS section 2.2.11 states, “Each 150-item test bank provides approximately one, 3-question set for each question presented.” To confirm, does this mean 150 questions with 3 versions of each question (for a total of 450 questions) or 50 questions with 3 versions of each question (to reach the 150 total)?

50 questions with 3 versions to equal 150 questions total.

Next, regarding PWS section 2.1 and the “250 works of art required by the College Board.”

Would we need to purchase licensing for any image covered by copyright for these works? For example, common pictures used to show the “En la Barberia no se Llora” installation from unit 10 appear to be from Steven Zucker, who has them protected under CC BY-NC-SA 2.0.

Most images are on the public domain, purchasing licensing for those images not on the public domain would be required.

In relation to the development of multimedia components - Can we be provided with examples of existing DoDEA course multimedia ( images, graphics, audio clips, podcasts, video presentations, simulations, role-plays, games, interactives, etc.) to better assess pricing and quality expectations? If not, are there further details that could be provided regarding the expectations of these pieces?

No exemplars are available. Multimedia will be proposed to the DoDEA design team during a meeting about each unit's content and multimedia. Content will drive all multimedia proposals and decisions, each unit could have different multimedia expectations.

In relation to preparing our proposal for submission -The Scope & Sequence document provided has empty spots the Contractor will presumably complete. Is this expected as part of the submission process or post-award?

DoDEA's Subject Matter Expert (SME) and the vendor's SME can work together post-award.

The Submission Guidelines states the following: “NOTE: Please make sure that each Volume is individually separated by (Volume 1, Volume 2, Volume 3, and Volume 4) and when submitting Attachments 1 - 8, please make sure that the attachments are provided as separate documents as part of Volume 1.” Would you prefer each attachment as a separate page within a single PDF, zip files for each Volume, or simply separate PDFs clearly labeled (eg, “Volume 1 - Cover Letter,” “Volume 1, Attachment 8,” etc.)? Should we submit the attachments in numerical order (1-8) or in the order outlined in the Submission Guidelines?

The volumes should be sent as individual PDF's ex. Volume 1, Volume 2, Volume 3, and Volume 4 should each be four separate pdf documents. Additionally, each attachment 1-8 should be an individual document or separable - i.e. not password protected.

14 Please confirm that the submission of this proposal is to be emailed to you with Carolynn CCd. Yes, emails to Malik Brown and Cc' Carolynn Wendt.

Could you clarify the pricing chart? Are you looking for pricing for us to create and deliver content for each CLIN#? For instance, for 0001 Unit Materials In Accordance with IAW Performance Work Statement - the quantity is 12, so you are asking for the cost per unit?

Yes, price per unit.

16 How many students would this agreement deliver content to? Approximately 50-100 each school year.

2.2.11 2) Do the Free Response Questions need to be housed without our platform with answers collected and graded, or provide prompts to be used by instructors outside of our platform?

The Free Response Questions need to be submitted just like the Multiple Choice Questions, in QTI format for integration into the LMS.

18 2.2.11 4) If we provide assessments to be used in the QTI format, will the questions be protected from distribution outside the contract? Assessments will be protected from distribution outside the contract.
