About this file

This document contains questions and answers regarding a solicitation for a Digital Music Learning Tool for grades 6-12 issued by the Department of Defense Education Activity. The solicitation seeks a digital platform to provide five core features: a music performance assessment tool, music library database, music notation software, video lesson database, and digital audio workstation. Additional requirements include resources for music appreciation and AP music theory courses. The solicitation involves approximately 9,534 secondary students and 85 music teachers across 77 schools. Vendors are asked to provide the same core package to all students but may offer custom resources for music appreciation and AP music theory courses which are not universally offered. The estimated maximum value of any contract awarded under this solicitation is $450,000 over five years. Questions addressed technical specifications, current curricula in use, security requirements, and rostering needs.

Attachment 7 - Q&A DoDEA Solicitation: HE125424Q0010 – DoDEA Grades 6-12 Digital Music Learning

Tool Technical Questions

# Question Response

1 Can you confirm expected seat counts upon which the bid is to be based are 157 teachers/8,762 students during the program period

We cannot confirm future enrollments with complete certainty. But as of March 13, 2024, we have 9,534 secondary enrollments in music classes and 85 music teachers. Access for school-level support roles include 69 education technologists (ET). Access should also be provided to above-school level personnel which include district ETs (n = 12), regional fine arts instructional systems specialists (ISS; n = 3), and HQ-level ISS (n = 2).

2 Can you confirm the number of sites is 77 schools teaching some kind of 6-12 music Yes

3 If the answers to Q1 and Q2 are as stated, would it be true to say that the average number of seats at each location is around 117?

Yes

4 Are we allowed to offer a bespoke/custom solution for each school, or are you looking for the same exact package to be delivered to everyone, as detailed in paragraph 1.3 on p.28?

Generally, everyone should have the same access for Items 1–5. Not all schools offer Music Appreciation (Item 6) or

Music AP Theory (Item 7). Resources for Music Appreciation and AP Music Theory should be provided to schools who only offer those courses.

5 On AP Music, is the number of 9 total enrolled students correct, and would it be acceptable to provide a different solution just for those taking AP

Music?

As of March 13, 2024, the enrollment for AP Music Theory is

20. Yes, it would be acceptable to provide AP Music Theory to just AP Music Theory students (see Question 4).

6 Are you expecting that those who respond to the bid offer an entirely digital solution, or is there any suggestion that you might be expecting a printed solution for any of the categories of music taught?

I am not sure what other bid offers will look like. But generally, we are expecting a “digital music learning tool” that is outlined in the solicitation. We are also expecting the ability to print materials with as stated in Sections 2.2.3, 2.2.4, 2.2.8.1, 2.2.8.2, 2.2.9, 2.2.9.5.

7 Is there a prevailing band and strings method that you expect to continue to endorse, and would that be across all schools?

Currently we are using Alfred Music Sound Innovations for Band and the Hal Leonard Essential Elements for String series.

8 Similar to Q7, is there a prevailing printed pedagogical method that you use for Piano, Guitar, Strings & Chorus, and would you expect those materials to be available digitally inside the MPAT detailed in paragraph 2.2.2 on p.28?

Currently we are using Alfred Music's Sound innovations for Guitar and Piano 101. We are also using the Hal Leonard

Essential Elements for Strings series. And yes.

9 Can you confirm the statement that the maximum value acceptable for any bid (in dollars) is $450,000 over 5 years?

That is an estimated amount.

10 Would you anticipate purchasing more seats at a pro-rated value during the 5 year period, should the music program expand in the schools?

Vendors are encouraged to offer their best quote with their initial submission.

11 1.3.3.7 Section 508 Compliance - Are vendors required to meet WCAG Level AA compliance? Yes

12 1.1.7 - Does FedRAMP Level 2 standard adherence include: a) official certification; b) self attestation;

and/or c) meeting the standard or equivalent in practice?

Yes, but even if vendors don't meet it now, vendors are to complete the Cloud Questionnaire and we will review.

13 1.5.7 - Can company-provided training satisfy the DoD Privacy Act/PII training requirement? If no, is this training provided?

Vendors can provide their own training however, the training has to be in compliance with the Privacy Act.

14 1.6.1 - Is Google AD a reference to Google SSO? Yes 15 1.6.2 - Is ClassLink a requirement in and of itself, or is it required only for data rostering needs? We allow rostering through Google or CSV

ClassLink is for data rostering needs

16 1.6.3. 3) - We have offices in France and employ non-US citizens. Is there an additional measure we can take to ensure this does not cause an issue, such as signing a subsequent agreement?

Anyone that has access to DoDEA data has to be located CONUS and be US Citizens, this is a DoD/DISA requirement.

17 1.6.3. 5) - Is AES-256 a hard requirement for minimum encryption? This is a requirement as stated in 1.6.3, 5)

18 1.6.4. 2) - Are unique encryption keys for each DoDEA customer a hard requirement?

This is currently not a hard requirement as long as vendors can tell us, where no unique encryption key is used provide a detailed description/artifact that explains how the database is encrypted and stored and in securing DoDEA's data between tenants. DoDEA will then review and determine from there.
