Is DoDEA asking for instructors who speak all the listed languages or we are allowed to select any language? Also, for each language do we need to provide an hourly rate or just rate of the instructional bundles for 1-5 years.

Vendors may provide a quote for one or multiple languages and any level(s). The solicitation is for curriculum materials and related support. DoDEA teachers will provide instruction. See also 52.212-1 Addendum - Instructions to Offerors -- Commercial Item (Dec 2006), 2.1 Quote Structure and Content.

2 Will you accept sample units of learning site content/texts/digital platform for German? Will you accept a bid based on sample texts only?

No.

Our World Language programs don’t currently have correlations to the Literacy standards. Is this required for submission? If they are required and we aren’t able to complete them in time, may we agree to provide them before implementation?

Correlations to the Literacy Standards are a requirement. See PWS 2.4 Task 2 and FAR 52.212-1 ADDENDUM - INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS within the Solicitation.

Because most digital materials require a rostering and integrations process, our digital team would begin working with DoDEA upon receipt of purchase order. However, our typical expectation is that it takes approximately 15 business days to complete the rostering and integrations process (including communication time with your IT department). How would we indicate that on our bid? Is that something we should note in an exceptions document?

PWS 2.7.1.1 requires that digital material be delivered three business days after receipt of a delivery order. To the extent that your business processes do not align with that requirement, any exceptions should be noted in Volume 1 - Administrative Cover Letter. Further discussion of the rostering and integration process may occur at the post award meeting IAW PWS 2.7.5.

eBook content is not updated annually. We do release updates to our digital platform Learning Site monthly. These releases may include bug fixes, updates, or improvements. Would this satisfy the requirement?

6 Is price a factor for evaluation?

7 If we like to offer both pricing fo XXXX +XXX and XXXX, how do we add them to the pricing spreadsheet? If acceptable, can we submit two spreadsheets, one for each level of technology?

FAR 52.212-1(h) provides that "The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer. See also the answer to question 32."

If we offer for example 3 programs for Spanish and two for French which will like to submit for review, how can we add them to the spreadsheet? Are multiple programs allowed to be submitted?

For the 6-Pack printed libraries that we want to offer for each level. The documents refer to (30), do we multiply the 6-packs times 5? Should we add the price for these to the "teacher bundle"? (Applicable to Spanish Heritage)

Classroom sets must include 30 different titles that are aligned to each World Language level and the themes of each those levels. DoDEA is not asking for 30 copies of the same title for each level. It is up to the vendor to determine what titles are included in each classroom set. Do not add the price for these to the Teacher Bundle.

We have additional libraries and collections, how can we offer these? Should we submit separate Quotes?

See answer to question 9 above. It is up to the vendor to determine what titles are included in each classroom set.

ACTFL Proficiency Guidelines: Could you provide an example of how the guidelines should be referenced, e.g. included within the narrative/description of each world language program or in a different format?

Vendors can provide a written correlation of their instructional materials to ACTFL proficiency guidelines (i.e. how each level is correlated to the ACTFL proficiency guidelines) OR the ACTFL proficiency guidelines could be highlighted on the teacher resources at point of use for each World Language level.

ACTFL Performance Descriptors for Language Learners: Could you provide an example of how the descriptors should be referenced, e.g. included within the narrative/description of each world language program or in a different format?

The ACTFL Performance Descriptors for Language Learners are designed to describe language performance that is the result of explicit instruction in an instructional setting. These Performance Descriptors reflect how language learners perform whether learning in classrooms, online, through independent project-based learning, or in blended environments. Vendors can decide how they want to highlight that their resources are aligned to the ACTFL Performance Descriptors; whether they include them within the narrative or description of each language program they are submitting, or in a separate alignment document.

The ACTFL Performance Descriptors can be either included in the narrative/description for each language program OR they can appear at the "point of use" for that Performance Descriptor as it is addressed at the Student Textbook level or at the Teacher's Resource Guide level.

NCSSFL-ACTFL Can-Do Statements: Could you provide an example of how the Can-Do Statements should be referenced, e.g. included within the narrative/description of each world language program or in a different format?

Vendors can provide a written correlation of their instructional materials to NCCSSFL-ACTFL Can-Do Statements (i.e. how each level is correlated to the NCCSSFL-ACTFL Can-Do Statements) OR the NCCSSFL-ACTFL Can-Do Statements could be highlighted at point of use on the teacher resources for each World Language level.

Per the DoDEA College and Career Ready Standards (specifically, to the English language arts standards) correlation and we are not sure what document we should be using a template.

All of the English Language Arts standards appear to be written specifically for English, often explicitly

so. I thought maybe the "Standards for Language" section could apply to foreign languages, but for example, the 8th-grade L2 standard on p.38 says "Demonstrate command of the conventions of standard English capitalization, punctuation, and spelling when writing."

Can you point me please in the right direction of the template and or document we should be referencing? I had found the attached but it doesn't seem correct.

DoDEA seeks a correlation between the vendor’s instructional resources that demonstrates an ALIGNMENT of the vendor’s resources with the DoDEA College and Career Ready Standards for ELA. Vendors shall correlate as many features as possible of their world language resources to the applicable ELA standards that are specific to LITERACY, even though their world language resources are specific to the teaching and learning of a world language. All world languages taught in DoDEA t have reading and writing conventions, and therefore, can be aligned to literacy standards.

The grade-specific example that the vendor provides (8th grade L2 Standard, p. 38) states that “(Student) demonstrate command of the conventions of standard English capitalization, punctuation and spelling when writing.” In the example provided by the vendor, a correlation between a vendor’s resources and the DoDEA College and Career Ready Standards for ELA would demonstrate an alignment of the resources whenever their world language resource addresses written language conventions. All world languages being taught at DoDEA have written language conventions (grammar, syntax, left/right, right/left, up/down writing and reading of the written language, phoneme/grapheme correlations in written language, different styles of written language (as in Japanese), etc. When correlating resources to DoDEA's requirements also correlate resources with the DoDEA CCRS World Language Standards (aka: The National Foreign Language Standards) and the ACTFL/NCCSFL “Can Do” Statements. Both standardized systems are specific to world languages.

Could you please clarify the following attachments which need to be included in my proposal? What are and where do I find these forms?

20 When is the closure date?

The offer due date is located on the Solicitation/Standard Form 1449 page #1, box 8 as well as in the General Information section of the SAM.gov listing.

21 Based on the Section 508 requirements mentioned, can you confirm that we are to use “VPAT 2.5 508”?

When references submit the questionnaire to you directly, may we let our customers know that they have the option cc us to let us know that the references are sent on time, or is copying us prohibited?

References shall be submitted to DODEA only.

We do not offer separate pricing for our print titles. We offer print/digital bundle pricing and digital-only pricing. We noticed that for the 1-year and 5-year pricing options, the Excel Formula is adding the bundle and digital prices together. This results in what appears to be an incorrect price as the digital price is being charged twice. How would you like us to handle this in the pricing document?

Please refer to 52.212-1 ADDENDUM – INSTRUCTIONS TO OFFERORS section 2.1.4 Vol 4 #2.

Domestic shipping is charged at XX% of list price of the physical portion of the textbooks, rather than having a set freight amount. International shipping varies based on actual cost of shipment. Is there a way to indicate this varying price on the worksheet? In addition, the totals page appears to add these two amounts together; however it appears the actual cost would be split between the domestic and international.

Use Attachment # 1 Pricing Worksheet Column C/K for Offeror Item Description: (ISBN, Text Title, digital license, etc.) and state which CLINS would incur shipping charges, shipping rate, and any minumum shipping cost.

Teacher editions and teacher digital access is provided gratis at a rate of 1 per 20 student editions purchased. Is there a way to provide this information on the spreadsheet without removing formulas that calculate the totals?

Use Attachment # 1 Pricing Worksheet Column C/K for Offeror Item Description: (ISBN, Text Title, digital license, etc.) for teacher editions and digital access provided gratis use Not Seperately Priced (NSP). If the required number of teacher editions exceed your ratio please provide the price.

While we have Professional Development pricing framework, we normally provide this gratis at rate that determined by the size of the adoption. Similar to our question for Teacher materials, is there a way we can indicate this on the pricing sheet

We have a Korean series that we are the distributor of and was wondering if this is something we could submit? We would not have a comprehensive Professional Development and Learning Plan available or have Standards Correlations created.

Professional Development, Learning Plan, and Standards Correlations are both requirements of this Solicitation. Please refer to the PWS sections 2.4, 2.5, & 2.6.

Also, can we submit our quote for three languages? or do we need to respond to the entire list of language items?

You may submit a quote for three languages, or three separate quotes (one for each language). You do not need to respond to the entire list of langauge items.

We price our subscriptions by the number of languages taught at each school (i.e. a school who teaches French would require 1 x license, and a school who teaches French and Spanish would need x 2 licenses) In order for us to provide an accurate quotation, please could you provide us with numbers for how many of each school type teach each language?

French is taught in 10 High schools, 9 Middle Schools and 8 Elementary schools Spanish is taught in 12 high schools, 10 middle…..etc.
