PERFORMANCE WORK STATEMENT

1. General Information and Scope of Work.

1.1 The Department of Defense Education Activity (DoDEA), is a Federally operated school system, responsible for planning, directing, coordinating, and managing pre-kindergarten through 12th grade educational programs on behalf of the Department of Defense (DOD). DoDEA is globally positioned, operating 181 accredited schools in 8 districts located in 12 foreign countries, 7 states, Guam, and Puerto

Rico. DoDEA employs approximately 15,000 employees who serve more than 78,000 children of active duty military and DOD civilian families. DoDEA is committed to ensuring that all school-aged children of military families are provided a world-class education that prepares them for postsecondary education and/or career success and to be leading contributors in their communities as well as in our 21st century globalized society.

1.2 The purpose of the contract is to provide student transportation services. Safety is of the highest priority entrusted to the contractor under this contract. The contractor shall perform all services in a safe, prudent and professional manner accepting full and sole responsibility for the prompt and proper delivery of services. While maintaining good order of passengers at all times. Transportation services for students must be completed in the safest and most efficient manner possible.

1.3 The contractor shall provide all personnel including drivers, supervision, services, supplies, and/or equipment necessary to perform student transportation services for DoDEA students within Okinawa, Japan. Contracted services must be compliant with all DoDEA and Host Nation requirements for student transportation.

1.4 The contractor shall perform daily commute transportation services for eligible dependents residing within the established commuting areas and outside the established walking areas of identified housing areas, and those granted eligibility by the DoDEA Transportation Division in accordance with the Performance Work

Statement (PWS) requirements.

1.5 The military force structure may change to increase or decrease in personnel, which may in turn increase or decrease ridership, routes, and bus commuting areas in schools within DoDEA.

2. Objectives (Requirements).

2.1 Objective One (1) Driver Service Daily Commute (DC). Transport students and other authorized individuals to and from their designated schools and assigned bus stops before the start of and at the completion of the students’ school day.

2.1.1 Task One Daily Commute Student Transportation: Passengers are to be picked up and dropped off at their designated locations at the times specified on route schedules. The Driver shall receive the child at the pick-up point and assist the student while boarding. Drivers shall perform all stops/runs on the route schedule unless directed otherwise by the COR or designated representative.

2.1.2 Task Two: End of Run Checks: Drivers shall thoroughly inspect the passenger compartments from front to rear immediately after the last stop of each run to ensure no passengers remain in the vehicle. Check for lost and found articles.

2.1.2.1 Standard: End of run checks are conducted within 5-10 minutes of conclusion of last stop for every run.

2.1.2.2 Standard: If any passenger remains on a vehicle at the completion of a service, the driver shall immediately notify the Contract Manager who will immediately contact the COR or designated representative. The passenger(s) shall be safely transported to the location specified by the COR or designated representative as soon as possible.

2.1.2.3 Standard: Any articles left behind by passengers shall be tagged to identify the vehicle route, run and date found and be delivered to the school, COR, or designated representative once a week. Standard: employ and adhere to all General and Specific Requirements and additional standards specified in PWS 2.6 and 2.7 while conducting these tasks.

2.2. Objective Two (2) Driver Service: Curricular. The School Representative, COR, or STO will provide the

Contractor with a written work order request to include a complete description of the curricular school bus transportation services to be performed ten (10) business days prior to the requested departure date.

The Contractor shall perform curricular school bus transportation services for any 24-hour period, including Saturday, Sunday and Holidays.

2.2.1 Task One Scheduled Curricular: (e.g., physical education class, career practicum, etc.). The contractor shall transport students and other authorized individuals between schools and their designated on or off installation site as described in schedule provided by COR. Destinations include but are not limited to museums, factories, farms and historical sites which are normally within 60 miles of the installation.

2.2.1.1 Standard: Scheduled Curricular Transportation Standards: Departure and return times are normally the same day and are performed between 0700 and 1600 hours. The estimated

(historical data) requirement is contained at Technical Exhibit, 3, Historical Workload for

Curricular. Trip requests for this service will normally be submitted daily to the contractor by the government no less than 10 days prior to the service requirement. Drivers for daily commute may also be utilized for curricular transportation when times allow. In the event these drivers are not available, or time does not allow use of current drivers, the contractor is required to provide additional drivers. To ensure passenger safety, at no time shall drivers operate buses for over 8 hours in one calendar day.

2.2.2 Task Two: School Bus Trip Reporting: The Contractor shall provide a “School Bus Trip Report” for completed curricular school bus transportation services as designated under Paragraph 5.2, “School Bus Trip Report” of the PWS.

2.2.2.1 Curricular Standard: The contractor shall maintain two-way communications with all bus drivers during transportation of students on this contract. Communication shall be available

30 minutes prior and 60 minutes after any scheduled run.

2.2.3 Standby/Parking/Alternate Parking: On site standby and parking or alternate parking will be approved or arranged by the COR. Drivers for daily commute may also be utilized for co-curricular transportation when times allow. In the event these drivers are not available, or time does not allow use of current drivers, the contractor is required to provide additional drivers. To ensure passenger safety, at no time shall drivers operate buses for over 8 hours in one calendar day.

2.2.4 Curricular Work Requests. The government will normally submit a work request to the contractor

10 working days prior to the projected start date of any co-curricular/activity school bus transportation requirement. The contractor shall review the trip requirements and notify the COR within 24 hours if the requested trip arrival and departure times are not achievable. The contractor shall offer suggestions or solutions on how to achieve the trip request requirements.

2.2.5 Emergency Special Education Driver Services. The contractor may be required to furnish drivers to transport special education students when, for any reason, Special Needs Driver services provided by USAF 18th Logistics Readiness Squadron (18LRS) special needs bus drivers are not available. In the event this service is required, the COR shall notify the contractor at least 48-72 hours in advance by a formal memorandum (these services may not be ordered by a trip request or by any individual other than the COR or Contracting Officer). The formal memorandum shall include the number of drivers needed, the estimated number of hours, the routes and times. The contractor has 12 hours to notify the government if they cannot perform the requested services.

2.2.6 Assessments: The contractor shall continually assess the routes and provide recommended safe and efficient route structure changes when schedules cannot be adhered to on a consistent basis.

The contractor shall develop bus routes, bus stop locations, run arrival and departures times based on assigned riders. Bus stops shall be placed in close proximity of the majority of housing locations serviced at city bus stops whenever possible. Routes shall be designed to be optimized for minimum ride time and highest ridership possible. Safety assessments shall be completed prior to stop or route implementation or changes. All buses shall be in position at the school loading zones 10-15 minutes prior to the scheduled departure time. Buses and drivers for daily commute may also be utilized for activity bus transportation when times allow. In the event these drivers are not available, or time does not allow use of current drivers, the contractor is required to provide additional drivers. To ensure passenger safety, at no time shall drivers operate buses for over 8 hours in one calendar day.

2.2.7 Task Three: End of Run Checks: Drivers shall thoroughly inspect the passenger compartments from front to rear immediately after the last stop of each run to ensure no passengers remain in the vehicle. Check for lost and found articles.

2.2.7.1 Standard: End of run checks are conducted within 5-10 minutes of conclusion of last stop for every run.

2.2.7.2 Standard: If any passenger remains on a vehicle at the completion of a service, the driver shall immediately notify the Contract Manager who will immediately contact the COR or designated representative. The passenger(s) shall be safely transported to the location specified by the COR or designated representative as soon as possible.

2.2.7.3 Standard: Any articles left behind by passengers shall be tagged to identify the vehicle route, run and date found and be delivered to the school, COR, or designated representative once a week.

2.2.7.4 Standard: The Contractor shall provide a “School Bus Trip Report” for completed co-curricular/activity school bus transportation services as designated under Paragraph 5.2, “School Bus Trip Report” of the PWS.

2.3. Objective Three (3) Driver Service: Co-Curricular/Activity School Bus. The School

Representative, COR, or STO will provide the Contractor with a written work order request to include a complete description of the co-curricular/activity school bus transportation services to be performed ten (10) business days prior to the requested departure date.

The Contractor shall perform co-curricular/activity school bus transportation services for any 24-hour period, including Saturday, Sunday and Holidays. Buses to support this service will normally depart/return to the school the same day between 0600-2300 hours.

2.3.1 Task One Scheduled Co-Curricular: (e.g. sports practices, etc.). The contractor shall transport students and other authorized individuals between schools and their designated on or off installation site as described in schedule provided by COR.

2.3.1.1 Scheduled Co-Curricular Trans Standard: Departure and return times are normally the same day and are performed between 0500 and 2300 hours. The estimated (historical data) requirement is contained at Technical Exhibit, 3, Historical Workload for

Curricular, Co-Curricular and Activity School Bus.

2.3.2 Task Two Activity School Bus: The contractor shall provide authorized transportation services for after school students attending studies, clubs, practices, etc. After school transportation consists of one run (one-way) to transport students from school to predetermined drop-off points. Centralized school bus stops within the installation are used for this service as described in schedule provided by COR or designated representative.

2.3.2.1 Departure and return times: Departure and return times are normally the same day and are performed between 1700 and 2000 hours. The estimated (historical data) requirement is contained at Technical Exhibit, 3, Historical Workload for Curricular, Co-Curricular and Activity School Bus.

2.3.3 Co-Curricular and Activity Bus Standard: The contractor shall maintain two-way communications with all bus drivers during transportation of students on this contract.

Communication shall be available 30 minutes prior and 60 minutes after any scheduled run.

2.3.4 Standby/Parking/Alternate Parking: On site standby and parking or alternate parking will be approved or arranged by the COR. Contractor with a written work order request to include a complete description of the Far East Event transportation services to be performed ten (10) business days prior to the requested departure date. The

Contractor shall perform Far East Event transportation services for any 24-hour period, including

Saturday, Sunday and Holidays.

The Contractor shall provide a “School Bus Trip Report” for completed Far East Event transportation services as designated under Paragraph 5.2, “School Bus Trip Report” of the PWS.

2.4.1 Task One Scheduled Far East Event: The contractor shall transport students and other authorized individuals between schools and their designated on or off installation site as described in schedule provided by COR. Destinations include but are not limited to museums, factories, farms and historical sites which are normally within 60 miles of the installation.

2.4.1.1 Standard: Scheduled Far East Event Transportation Standards: Departure and return times are normally the same day and are performed between 0700 and 1600 hours. Trip requests for this service will normally be submitted daily to the contractor by the government no less than

2.4.1.4 Far East Event Work Requests. The government will normally submit a work request to the contractor 10 working days prior to the projected start date of any Far East Event bus transportation requirement. The contractor shall review the trip requirements and notify the

COR within 24 hours if the requested trip arrival and departure times are not achievable. The contractor shall offer suggestions or solutions on how to achieve the trip request requirements.

2.5 General Requirements: The following general tasks and standards apply to all the Objectives

(Requirements), above in this section.

2.5.1 Program Management.

2.5.1.1 Route Establishment: The contractor shall provide bus services for DoDEA determined eligible dependents on Okinawa in accordance with the Performance Work Statement (PWS) requirements. As designated under Paragraph 5.2, Contract Deliverables, “Daily Commute

School Bus Routes and Schedules” of the PWS.

2.5.1.1.1 Contract Manager(s): The Contractor shall appoint a Primary and an Alternate

Contract Manager who shall be responsible for the performance of work. The Contractor shall notify the COR via the Contract “Manager/ Alternate Designation Report” of the appointments as designated under Paragraph 5.2 of the PWS.

2.5.1.1.1.1 The contract manager or alternate(s) shall have full authority to act for the contractor on all matters relating to daily operations of this contract.

2.5.1.1.1.2 The KO, COR and designated representative must be able to contact either the Primary or Alternate Contract Manager at any time, 24 hours a day, regarding emergencies, severe weather notification, or other similar urgent non-routine matters.

2.5.1.1.1.3 The Contract Manager or Alternate Contract Manager shall be at the scene of an accident or other emergencies within 60 minutes of notification.

2.5.1.1.1.4 The Contract Manager or Alternate Contract Manager shall be located within 100 miles of the servicing location and must be able to attend face-to-face meetings as required.

2.5.1.1.1.5 The Contract Manager or Alternate Contract Manager shall provide a

Contract Personnel Report to the as designated under Paragraph 5.2, “Contract

Personnel Report” of the PWS. This report shall list all personnel performing duties under this contract by name, position and proof of their required certifications.

2.5.1.1.1.6 The Contractor shall collaborate with the government representative on the development of bus schedules, routes and bus stops based on government provided ridership information (housing area address, school assignment, grade and special needs designation) for approval by the Contracting Officer

Representative (COR). Technical Exhibit 1, Daily Commuting Services, Bus

Run Times.

2.5.1.1.1.7 The Contractor shall continually assess the school bus routes and provide recommended safe and efficient route structure changes for the COR’s approval when schedules cannot be adhered to on a consistent basis.

2.5.1.1.1.8 Route Establishment Standard: The elapsed time between first pick up and school drop off shall not normally exceed 60 minutes. Any route longer than

60 minutes requires the COR and District Transportation Supervisor (DTS) approval.

2.5.1.1.1.9 The contractor shall ensure transportation does not depart bus stops or school loading zones prior to the designated time on the route sheet, except for safety or security reasons, and/or as approved by the COR.

2.5.1.1.1.10 The Contractor shall schedule bus transportation to arrive at all schools no later than ten (10) minutes prior to scheduled school breakfast starting time if applicable. School buses shall be in place and ready to load students 15 minutes before scheduled school dismissal.

2.5.1.1.1.11 School bus stops shall be established within proximity to the majority of housing locations serviced at commercial bus stops when possible.

2.5.1.1.1.12 School bus routes shall be optimized to minimize student ride time and provide the highest passenger ridership possible.

2.5.1.1.1.13 Short Term & Long-Term Schedule Adjustments: The Contractor shall accommodate any short term and long-term adjustments in scheduling to include, but not be limited to, late morning runs for delayed openings or early releases.

2.5.1.1.1.14 Unscheduled School Day Schedule Changes: The Contractor shall have vehicles at the school(s) or inspection point and ready for services within two (2) hours of notification by the COR.

2.5.1.1.1.15 If the Government does not notify the Contractor at least two (2) hours prior to the start of the run, the Contractor receives full consideration for the run.

2.5.1.1.1.16 Unscheduled School Day Cancelation: The Government will notify the

Contract Manager in the event there is an unexpected School Day Cancelation within six (6) hours of the start of the first run of the canceled school day.

2.5.1.1.1.17 If the Government notifies the contractor 24 hours before the first run of the canceled school day, then the contractor will not charge the Government for services not required.

2.5.1.1.1.18 If the Government notifies the contractor at least six (6) hours, but not more than 24 hours before the first run of the canceled day, then the Contractor will receive 50% consideration for the run(s) not required.

2.5.1.1.1.19 If the Government does not notify the contractor at least six (6) hours before the first run of the canceled school day, then the Contractor receives full consideration for the run(s).

2.5.1.1.1.20 Long Term Adjustments: The contractor shall implement long term route schedule adjustments within two (5) business days of receipt of a route change request from the COR.

2.5.1.1.1.21 Student Passenger Management: Check student school bus pass and/or student bus assignment roster to ensure only authorized student passengers board the school bus as specified or directed by the COR.

2.5.1.1.1.22 The Contractor shall provide Student Bus and Route Assignment List to the COR as designated under Paragraph 5.2 “Student Bus and Route

Assignment List” of the PWS.

2.6 Specific Requirements for Student Transportation Services (Applies to Objectives 1, 2, 3, and 4).

2.6.1.1 Passenger Identification: If the student is not on the passenger list, then the driver shall notify the Contract Manger who will request instructions from the COR. The bus driver shall not allow the student to board the bus, nor shall he/she continue the run until the Contract

Manager has received instructions from the COR. Students will not be left at the bus stop and efforts will be made to validate their ridership status.

2.6.1.2 Drivers shall refuse entry onto the bus of any adult who is not a DoDEA official, military/local police, a DoDEA, or who has not been specifically authorized by the

Contracting Officer or COR.

2.6.1.3 When the Contracting Officer or COR authorizes an adult to ride on a bus route, the COR will provide the adult’s identity to the Contract Manager two (2) hours prior to the start of the run.

2.6.1.4 If an adult tries to board a bus without COR authorization, then the driver shall notify the

Contract Manager. If the adult refuses to disembark from the bus, or otherwise becomes threatening, then the driver shall immediately call local police for assistance. In no case shall the driver continue the route with the unauthorized adult on board.

2.6.1.5 Standard: Anytime a delay of 15 minutes or longer in completing a run is expected or occurs the contractor shall immediately notify the COR or designated representative of the vehicle status, whenever such a delay occurs the contactor shall correct the problem within sixty (60) minutes of notification at no additional cost to the government.

2.6.1.6 Standard: Vehicles shall not arrive at any authorized stop later than the scheduled time or more than 15 minutes before the scheduled time. The vehicle should not depart an authorized stop prior to the scheduled time.

2.6.1.7 Standard: The Contractor shall notify the COR or designated representative within 20 minutes and provide replacement school buses and/or personnel, as necessary to minimize the impact of a service delay.

2.6.1.8 Drivers shall not use hazardous actions, such as violent braking or acceleration, to gain the attention of, or control over, the passengers.

2.6.1.9 The Contractor shall not move passengers from one vehicle to another during a run, except when providing a replacement vehicle or when instructed to do so by the COR or designated representative.

2.6.1.10 Drivers shall not back up a vehicle without an adult Ground Guide during the run when students are on board (except in an emergency) and shall not back up the vehicle without an adult Ground Guide in the school loading/unloading zone.

2.6.1.11 During a run, when a vehicle becomes disabled or is delayed because of a traffic accident, the Driver shall contact the Contract Manager who shall obtain permission from the

COR or designated representative prior to releasing students to parents or designated authorized individuals that walk or drive to the vehicle’s location. If such release is approved, the Driver shall verify a parent’s or authorized person’s identification card prior to releasing a student to a parent or a designated individual.

2.6.1.12 The Contractor shall have within its fleet sufficient quantity of vehicles (i.e., school buses) to meet the student transportation requirement, to include sufficient number of spare buses as backup units for breakdowns, preventative maintenance, and accident-damaged vehicles and must be onsite within 45 minutes of notification to the COR.

2.6.1.13 Drivers shall thoroughly inspect the passenger compartment immediately after the last stop of each run to ensure no passengers remain in the vehicle. If any passenger remains on a vehicle at the completion of a service, the driver shall immediately notify the Contract

Manager who will immediately contact the COR or designated representative. The passenger(s) shall be safely transported to the location specified by the COR or designated representative as soon as possible. Check for lost and found articles. Any articles left behind by passengers shall be tagged to identify the vehicle route, run and date found and be delivered to the school, COR, or designated representative the next business day.

2.6.1.14 The Contractor shall maintain two-way communications with all bus drivers during transportation of students on this contract. Communication shall be available 30 minutes prior and 60 minutes after any scheduled run

2.6.1.15 In the event of an accident or incident, assess each passenger for injuries and provide first aid and/or Cardiopulmonary Resuscitation (CPR) to passengers as required until either emergency rescue personnel arrive on the scene; and take control of the situation until the vehicle reaches a medical facility.

2.6.1.16 Correct unsafe actions by students, especially to prevent an accident or injury, and to assist the driver, if behavior interferes with the driver's ability to operate the bus safely. The school bus driver shall stop the school bus on the side of the road, if the student passengers are making excessive noise or standing while the school bus is in motion. The school bus driver shall immediately notify the dispatcher who shall contact the COR or designated representative for instructions.

2.6.1.17 Student Transportation Inbound Standards: At the school(s), drivers shall wait with their vehicles and passengers until a member of the school staff is available to take charge of the passengers. If a staff member is not present within five (5) minutes of the vehicle's arrival time (or scheduled arrival time, whichever is later) at the school, the driver shall immediately notify the Contract Manager, who shall contact the COR for instructions.

2.6.1.18 The Contractor shall maintain a daily student passenger count for each school bus route, run and school bus stop and provide a “Student Ridership Count Report” as designated under

Paragraph 5.2 of the PWS. The Contractor shall incorporate any variances in scheduling to include, but not be limited to, late morning runs for delayed openings, early releases for inclement weather, and midday runs for school “half-days.”

2.6.1.19 The Contractor shall provide a “Late School Bus Report” each time a school bus arrives after a school’s morning bell time to the COR as designated under Paragraph 5.2 of the PWS.

2.6.1.20 The Contractor shall report passenger misconduct on a School Bus Misbehavior Report

(Technical Exhibit 4A, Student School Bus Misbehavior Report). The Contractor shall document any student misbehavior requiring corrective actions and provide it to the School

Administrator POC, COR, and STO or to the driver to provide to the COR in accordance with

Section 5.2 of the PWS.

2.6.2 Student Transportation Outbound Standards:

Students shall not be unloaded at school before the scheduled time unless approved by the COR or designated representative

2.6.3 The Driver shall release certain younger students identified by the COR or designated representative IAW the installation’s Child Supervision Policy. Only when a parent or designated person is present. In the event the sponsor, parent or guardian is not present within five (5) minutes of the school bus scheduled arrival time, and the student’s request specifies “Parent at Curb" or the student’s age is below the required age in accordance with the installation’s Child Supervisory

Policy, the school bus driver shall immediately notify the Contract Manager. The Contract Manager shall contact the COR or designated representative for instructions. The school bus driver shall take the student(s) to the location specified by the COR or designated representative.

2.6.4 Vehicle Safety Inspections: The contractor shall have a procedure to conduct vehicle safety inspections prior to performing services under this contract. The contractor’s Quality Control Plan shall contain a daily vehicle inspection checklist. This checklist shall, as a minimum, ensure compliance with all applicable DoDEA and Host Nation regulations. The contractor shall maintain a file of the results of all inspections during the entire life of the contract.

2.6.5 Drivers shall perform a pre-operational safety inspection of each bus prior to each use. The contractor shall report any operational or safety concerns to the COR electronically by e-mail for action.

2.6.6 Drivers shall inspect the bus for tampering before each run to carry passengers. A checklist shall be utilized, and records kept and provided for review upon request by the COR.

2.6.7 Prior to and after each use, the bus shall be inspected using a standard checklist developed by the contractor and approved for use by the COR. The inspection shall consist of three separate and distinct parts consisting of the following:

• Security inspection – to ensure the bus has not been tampered with

• Pre-operational inspection – to ensure the bus is safe to operate

• Post-operational inspection – to ensure the bus has no sleeping students or items left behind and incurred no damage or malfunction during operation.

• Security – ADD security checks performed along with the operational pre-checks.

The time to complete the inspections shall be considered as part of the daily commute fixed rate and not billed separately. For field trips utilizing buses not previously used for daily commute, the amount billed shall not exceed 15 minutes for the security pre/post inspections combined.

2.6.8 Accidents or Incidents. If an accident or incident occurs, the Driver with the aid of an attendant, should there be one aboard the elementary school bus, shall check each passenger for injuries, and shall provide first aid and/or call for medical assistance immediately after the accident or incident.

The driver shall notify the Contract Manager within 10 minutes of the accident or incident occurring.

The Contract Manager shall notify the COR within five (5) minutes of the driver’s notification. The

Contractor shall provide telephonic updates to the COR at least every 30 minutes thereafter until the accident scene is clear and service starts again. Procedures to report a Serious Emergency during the run are below.

2.6.9 Accident. An accident is an event in which a Contractor’s vehicle with students on board is involved in an event that results in property damage, however slight, or causes injury, however slight, to student(s) and/or other person(s). Examples of accidents include but are not limited to:

2.6.9.1 Collision with another vehicle.

2.6.9.2 Hitting a pedestrian, cyclist, or large animal.

2.6.9.3 Leaving the roadway and striking any object, and/or overturning.

2.6.9.4 Evasive driving or emergency actions that injure any passenger on board.

2.6.9.5 Equipment malfunction or mechanical breakdown that results in injuries to those on board.

2.6.10 Incident. Any event that occurs on/around the school loading/unloading zone or during school transportation services that has an adverse effect on either the performance of this contract or passengers, such as:

2.6.10.1.1 Any event causing the driver to take evasive action (e.g., swerving, slamming on brakes, etc.) which could cause injury to a passenger or to a pedestrian, or which could cause damage to a vehicle or other property.

2.6.10.1.2 Security problems (e.g., student transportation vehicle is being followed by suspicious vehicles; strangers approaching students at bus stops or on/around school grounds; strangers questioning the driver or students about routes, schedules or passengers; bomb threat; etc.).

2.6.10.1.3 Passenger misbehavior with severe impact (e.g., weapons/prohibited items, assault or battery, vandalism of the vehicle, etc.).

2.6.10.1.4 An individual health-related emergency requiring professional medical attention

(e.g., epileptic seizure, etc.).

2.6.11 Respond to a Serious Emergency during the Run. In a serious emergency as identified below, the driver, or if he/she is incapacitated, Safety attendant, if one is assigned, shall immediately contact Emergency Services and subsequently contact the Contract Manager, who shall immediately contact the COR.

2.6.11.1 Hijacking of the school vehicle or hostage-taking of a student passenger(s).

2.6.11.2 Gunfire directed at the school vehicle, or in its immediate vicinity.

2.6.11.3 Rocks, bottles, or other objects being thrown at the school vehicle.

2.6.11.4 Person or persons, or other vehicle(s) surrounding the school vehicle or impeding its movement.

2.6.11.5 Attempts to force the school vehicle from the road or street.

2.6.11.6 An unauthorized person(s) boarding the school vehicle and refusing to leave.

2.6.11.7 Assault by a person(s) causing grievous harm or injury to a vehicle passenger(s).

2.6.11.8 Major vehicle accident that seriously injures a student passenger(s) requiring immediate help from first responders (police, medical, etc.).

2.6.11.9 Fire aboard the school vehicle that causes evacuation of a student passenger(s).

2.6.12 Accident or Incident Reporting. The Contractor shall comply with the following procedures in the event of an accident or incident, providing the COR with initial telephonic reports and submitting a written “Accident or Incident Report” by close of business the next duty day in accordance with paragraph 5.2. The Government may also require updated reports as needed. The written report shall include at a minimum:

2.6.12.1 The contract number and the date and time of the accident or incident.

2.6.12.2 The location of the accident or incident.

2.6.12.3 The route number and name of driver involved in the accident or incident.

2.6.12.4 The make, model, manufacture year, and size of the Contractor’s vehicle(s) involved in the accident.

2.6.12.5 The names of personnel and passengers involved in the accident or incident, plus the names of all students on board the vehicle when the accident/incident occurred.

2.6.12.6 The names of all personnel and passengers injured and type of injury, if known, involved in the accident or incident.

2.6.12.7 A chronological narrative of the events leading up to the accident or incident.

2.6.12.8 Whether police were on the scene. If the police were on the scene, any citations or findings made by the police concerning the accident, and any police report numbers.

2.6.12.9 Any recommendations or comments by the Contractor concerning the accident or incident.

2.6.13 Bus Cleanliness. The Contractor’s school bus cleaning procedures shall include a clear standard for daily, routine cleaning, sanitizing, and targeted disinfecting, including steps to take in the event of an infectious disease outbreak such as an epidemic or pandemic. Such plan will be provided to the KO and COR as required. The contractor shall be responsible for maintaining the cleanliness of the interior and exterior of all buses.

Exterior cleaning will consist of a general washing weekly or more frequently as needed. Buses will be waxed three times yearly during periods of no school; during winter, spring and summer breaks. Authority to use the government provided bus wash system and associated cleaning equipment for vehicles is determined by the COR based on water restrictions.

The contractor shall furnish the necessary cleaning materials and supplies, ensuring no hazardous cleaning materials are used. Interior cleaning shall consist of removal of trash and cleaning of bus floors daily, cleaning of window surfaces weekly, cleaning of the passenger seats to preclude soiling passenger clothing and cleaning of body fluid spills using the government provided “Body

Fluid Kit” as required. CSRS issued to the bus shall be cleaned as needed. Seat belts shall be fastened together in an orderly manner at the end of each run to ensure operability. “Bus Empty” signage shall be utilized at the end of each run after a walk-through inspection of the bus for sleeping children has been completed.

2.6.13.1 The Contractor’ plan shall follow the U.S. Centers for Disease Control and Prevention

(CDC) guidance for cleaning, sanitizing, and disinfecting.(www.cdc.gov)

2.6.13.2 The contractor will ensure employees use the most appropriate products and procedures available for the task to help avoid exposing product users and occupants to potential health hazards, by using products certified by Green Seal and Eco Logo or that meet the Child Safe

Guidelines. Certified products do not contain ingredients that are known to contribute to asthma, cancer, respiratory irritation, liver, and kidney disease, or other health conditions.

The contractor shall have available for their employees including but not limited to disinfectant products, face masks, water, examination gloves, and other supplies as recommended by health officials.

2.6.13.3 The contractor shall have a training program for employees on cleaning, sanitizing, and disinfecting school buses using products and procedures, as well as provide hazard communications and bloodborne pathogens training to employees.

2.6.13.4 If any Contractor employee is discovered and suspected of having a communicable disease that may result in an epidemic/pandemic, the contractor shall follow CDC and

DoDEA guidelines for quarantine, disinfecting, and continued work performance.

2.6.13.5 If any student is found to be infected with a communicable disease that bears risk of pandemic / epidemic, the contractor and school shall follow CDC and DoDEA guidelines for quarantine, disinfecting, and continued ridership.

3 Constraints.

This section includes the parameters under which the Contractor must perform duties of the PWS.

3.1 Security

3.1.1 Installation Access under Different Force Protection Conditions for Contractor Personnel.

Installation access requirements may change without notice based on various threat-based scenarios as dictated by the installation commander. The COR, in concert with the DoDEA

District Force Protection Officer, will advise the contractor of any noted access changes.

3.1.2 Contractor personnel who require routine physical access to a Federally controlled facility or military installation shall complete Level I antiterrorism awareness training within 30 days of requiring access and annually thereafter. Training can be accessed at https://jko.jten.mil/courses/atl1/launch.html and certificates of completion shall be provided to the COR.

3.1.3 Security/Force Protection Conditions.

3.1.3.1 In the event security threats increase, the Government may require:

3.1.3.1.1 The Contractor to implement alternate routes or schedules.

Inspection of Contractor vehicles and/or parking areas by U.S. military and/or security personnel.

3.1.3.1.2 The Contractor to park vehicles used in performance of this contract in a secure installation/site identified by the Government.

3.1.3.1.3 The Contractor to perform security inspections as directed by the Government.

3.1.4 Vehicle Security Inspections. The Contractor shall have a procedure to conduct and document daily vehicle security inspections prior to performing services. The Contractor shall utilize the

School Transportation Security Checklist (Technical Exhibit 5). The Contractor shall maintain records of daily vehicle security inspections for one (1) year.

3.1.4.1 The daily security inspection conducted by the driver shall include a search for suspicious objects (e.g., improvised explosive devices) and indicators of tampering with the vehicle

(e.g., anything out of the ordinary that could cause harm to student passengers or damage the vehicle). If something unusual or suspicious is found, the driver shall not touch anything but shall evacuate the area around the vehicle and shall immediately notify the

Contract Manager of the findings. The Contract Manager shall determine if the local

Police should be notified and/or if a replacement vehicle should be dispatched, then immediately notify the COR.

3.1.5 Posting and Display of Route Number Signs on Daily Commute Runs. When in use on a

DoDEA run:

3.1.5.1 Drivers shall post/display route number signs in the vehicle's windows for daily commute runs after the pre-run security inspection of the vehicle has been completed.

3.1.5.2 Security of Route Signs and School Transportation Documents. When not in use on a

DoDEA run:

3.1.5.2.1 The driver shall remove the route signs and school transportation documents (e.g., route sheet, route numbers, student passengers list, safety/security inspection checklist, etc.), and store them in a secure location.

3.1.5.2.2 If the vehicle is parked in a secured parking area (e.g., Contractor’s fence-enclosed motor park, garage, secured U.S. military installation, etc.), the Contractor shall ensure the protection of school transportation documents.

3.1.5.2.3 Drivers shall ensure the correct route number sign is displayed prior to the first scheduled stop for that route. Drivers shall display "Out of Service", "School Bus", etc. as services are required. Drivers shall report missing or damaged signs on the daily inspection report.

3.1.6 Communications Capabilities. Drivers shall meet the following communications standards:

3.1.6.1 The Contractor shall equip driver with the capability for reliable, mobile, two-way, intelligible voice communications between the contractor’s local site-level supervisor and other contractor and designated DoDEA officials as deemed required.

3.1.6.2 The equipment should be self-contained, portable, self-powered and requiring no external connection to vehicles so that it can be used by drivers and applicable on any route or run.

3.1.6.3 The Contractor shall be fully responsible for implementing, operating, maintaining, testing and sustaining communications capabilities, including provision of all equipment and service carriers.

3.2 Safety

3.2.1 Danger Zone. The area on all sides of the bus where children are in the most danger of not being seen by the driver (ten feet in front…
