01 General RFP Selected Comments Modified:
Would it be possible to have the tender documentation in Italian?
No, it is not possible (and it would go against the Terms and Conditions
[illegal]) to provide the documents in Italian. Please see the Clauses, pertaining to the English Language, in the solicitation.
02 General RFP 1) Will the subject RFP generate a new/first time contract, or will it be a follow-on contract of an existing one?
2) In case of a follow-on contract, we would appreciate to know the name of the incumbent contractor and the contract award amount referred to the basic year.
1) This is a follow-on contract.
2)The incumbent's name is stated in the solicitation.
03 Scheduled pick-up & drop-off times
Attachment 7 With reference to Solicitation Attachment 7 (Vicenza Bus Routes Information), and in order to prepare an accurate, responsible and competitive Price Quotation/Offer in relation to the minimum number of vehicles/buses required to perform the Vicenza
Daily Commute Routes (35 routes) & Vicenza Special Needs Routes (5 routes), please advise on the scheduled timing (morning student pickup time and afternoon student drop off time) for each of the 35 + 5 listed routes.
As stated in the PWS, Daily Commute/Special Needs Runs are required
Monday through Friday between 0600 and 1700 hours.
04 Subcontracting RFP In regards to Subcontracting Agreements, please advise if the Solicitation/Contract has a maximum percentage limit of subcontracted services and/or a minimum percentage limit of contractor self-performed services.
There are no limits stated. (However, as with all contracts/Industries, the preference is to have a Prime that can provide the complete service.)
05 Vehicle Capabilities RFP 1) Does the government already know the requirement for these items and have limited competition by not stating the government's requirements for these items?
2) Will offerors proposing these items be evaluated more favorably than those that do not?
3) How will the government prevent showing bias to a vendor with equal rating over a vendor that proposed items for an unknown requirement not listed in the PWS?
4) Is there a known requirement for these items and if so, why hasn't it been listed for offerors to price these items?
5) What is considered "other equipment" and is there a requirement of these equipment?
6) Why has the government listed these items to be proposed voluntarily if a need does not exist to utilize these items?
7) Does the government expect to list these items in the resulting award with the expectation to obligate the awardee in providing free services or will the awardee be given an opportunity to provide pricing on these items not provided to other offerors?
8) How will these items be considered in the technical evaluation?
1) Regarding your inquiry related to "requirement for these items", the
Government assumes you are asking if the Government requires offerors to offer optional items such as GPS, CCTV, seatbelts, and other equipment not explicitly listed in the Solicitation. As stated in the
Solicitation, these optional items are not required. **However, seatbelt are required for Special Needs.
2) The Government will evaluate all offerors proposal in accordance with the Solicitation.
3) The response provided in #2 above is applicable.
4) No. The response provided in #1 above is applicable.
5) “Other equipment” is left up to the discretion of the market's proposals/Offerors.
6) Market surveillance, and to allow for otherwise unforeseen approaches/innovation in this Best Value Source Selection.
7) Potential Offerors are permitted to make multiple proposals (or not) at their business discretion. The Government has no expectation to receive
'free services'; and the Government will not consider nor evaluate services or prices not made in an Offeror's proposal(s).
8) The response provided in #2 above is applicable.
