PERFORMANCE WORK STATEMENT
FOR
Department of Defense Education Activity (DoDEA)
Sport Officiating Services
1. General Information and Scope of Work.
1.1 Introduction: Sports officiating services are required for Department of Defense Education
Activity (DoDEA) for the following schools: Fort Campbell High School, Kentucky (KY), Fort Knox Middle/HS Kentucky (KY), Camp Lejeune Middle/HS, North Carolina (NC), Fort
Bragg High School North Carolina (NC), Quantico Middle/HS, Virginia (VA), Antilles Middle
School Fort Buchanan, Bayamon Puerto Rico, and Ramsey High School Aguadilla Puerto
Rico.
1.2 Background: DoDEA instructional program provides a comprehensive prekindergarten through 12th grade curriculum that is dedicated to attaining the highest student achievement for children of active duty military and eligible civilian employees. The Americas Region
Interscholastic Athletic Program is designed to promote and encourage participation by all students in supervised activities to enhance students’ social, physical, and emotional development. Athletic participation is recognized as a valuable educational experience, directly complements academic performance, and prepares students for continuous learning and productive citizenship.
1.3 Scope of work: The contractor shall provide qualified and certified officials, referees, scorekeepers, and timekeepers to officiate all high school and middle school sports, IAW the rules as set forth by National Federation of State High School Associations (NFHS), and their respective member State associations and affiliate associations at https://www.nfhs.org/.
Additionally, provide all personnel, management, tools, equipment, labor, uniforms, and transportation, unless otherwise specified as government furnished, necessary to ensure sports officiating services are performed in accordance with the objectives and standards outlined within this PWS. This requirement calls for the continuous efforts on the part of the contractor to ensure certified (and current certification) sports officials are available to officiate during the entire Indefinite Delivery Indefinite Quantity (IDIQ) period of performance.
2. Requirement (Objectives). The contractor shall provide the required number of qualified, and certified officials, referees, scorekeepers, and timekeepers to officiate high school and middle school program games for the following geographically separated schools: Fort
Campbell High School, Kentucky (KY), Fort Knox Middle/HS Kentucky (KY), Camp Lejeune
Middle/HS, North Carolina (NC), Fort Bragg High School North Carolina (NC), Quantico

2.1 High/Middle School Sport Officials (Objective 1): The contractor shall provide the required number of qualified and certified officials, referees, scorekeepers, and timekeepers in accordance with Exhibit B to officiate all Middle/High School program games.
https://www.nfhs.org/
2.2 At a minimum the contractor shall perform the following tasks in support of the objective:
Supporting Tasks (Objective 1)
(Task 1) Two weeks prior to the start of each sports season, the Athletic Director or representative shall provide the contractor a copy of the local by-laws and rules of each sport, as well as game schedules for the season.
(Task 2) The contractor shall conduct a pre-game inspection of the playing area. The contractor shall notify the Athletic Director or representative immediately upon cancellation of any game/match due to unplayable field/court conditions. The government reserves the right to override the contractor official field condition determination.
(Task 3) The contractor shall conduct a rules review with coaches and/or team captains prior to the start of play.
(Task 4) The contractor shall provide the school’s Athletic Director or representative where they are officiating a roster of officials, timekeepers, and scorekeepers seven (7) days prior to all scheduled games. The contractor officials, scorekeepers, and timekeepers shall complete a sign-in sheet before the start of all games worked and shall submit to the school’s Athletic
Director or representative where they are officiating. The contractor shall turn in sign-in sheets daily after the completion of the last scheduled game.
(Task 5) The contractor officials and scorekeepers shall sign and complete scorebooks/sheets
(Adobe PDF/MS Word 2010/MS Excel 2010 or newer) after completion of each game, to include the keeping of total game summaries. The contractor shall submit these items, plus any written protests (if applicable), to the school’s Athletic Director or representative where they are officiating at the conclusion of the day’s games/matches.
(Task 6) Officials shall attend a scheduled sports meeting established by the Athletic
Director, at least one-week prior to start of each sport, to go over any specific rules/by-laws governing the upcoming sports schedule. Contractor shall submit a roster of certified officials, their level of certification, and contact info, to the local school’s Athletic Director where they are officiating prior to the first regular scheduled season contest.
(Task 7) The head official shall review score book/sheet to ensure all required information is present to include time, date, teams playing, officials and score keeper names. The head official duties are not complete until the official score book/sheet is approved and signed by all officials and score keepers at the end of each contest.
(Task 8) The head official shall notify the athletic director if a contest is protested, or a player receives an ejection.
