PERFORMANCE WORK STATEMENT
Digital Citizenship Professional Learning
1. General Introduction
1.1 Background
1.1.1. The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing pre-kindergarten (PK)-Grade 12 instruction to about 70,000 students in 162 brick-and-mortar schools. Student enrollment varies based primarily on the deployment of military troops worldwide. DoDEA's curriculum, resources, and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems. In North America DoDEA operates 51 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates
65schools located in Germany, England, Netherlands, Belgium, Italy, Spain, Turkey and Bahrain. In the Pacific, DoDEA operates 45 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA also operates a fully accredited Virtual High School with hubs in Virginia, Europe, and Pacific.
1.1.2 DoDEA’s 162 brick and mortar schools have various grade configurations, with the most common being K-5, 6-8, 9-12, and K-12. DoDEA also utilizes a fully accredited Virtual High School to deliver 9-12 instruction to students who need an online option.
1.1.3 In order to meet the DoDEA graduation requirements, each student must earn at least
0.5 credits in a Career and Technical Education (CTE) course defined as meeting the computer technology requirement. CTE courses that meet this qualification are dispersed throughout a variety of career pathways that are aligned with DoDEA’s adopted College and Career Ready Standards (CCRS). As such, the specific content covered within these courses varies greatly across the agency.
1.2 Scope of Work
1.2.1 DoDEA requires professional learning in the form of 3-hour off-the-shelf digital modules for teachers and educational technologists (ET) to engage deeper with various subjects related to professional growth and best practices in teaching Digital Citizenship. The professional learning will enable DoDEA teachers to provide age-and developmentally appropriate Digital Citizenship lessons to the following grade bands: K-2, 3-5, 6-8, and 9-12. The modules shall include supplementary digital resources for teachers. For parents/sponsors, students, and other stakeholders, they shall include materials to raise awareness of Digital Citizenship issues. DoDEA estimates the following need for digital modules:
Categories Base Option 1 Option 2 Option 3 Option 4 3-Hr Digital Modules* 6 2-6 2-6 2-6 2-6
1.2.2 DoDEA expects to award one contract for a base year and four option years, each one being 12 months in length.
