PERFORMANCE WORK STATEMENT

World Language Curriculum Procurement 6-12 Spanish, German, French, Italian & Korean Instructional Materials

1 General Information

1.1 Agency

1.1.1 The Department of Defense Education Activity (DoDEA) serves dependents of military and civilian employees by providing PK-12 instruction to approximately

70,000 students in 160 brick-and-mortar schools. Student enrollment is based primarily on deployment of military troops worldwide. In the Americas, DoDEA operates 51 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, Italy, England, Netherlands, Belgium, Spain, Turkey and Bahrain. In the Pacific, DoDEA operates

45 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA's curriculum, resources, and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems. DoDEA’s fully accredited Virtual High School has teaching hubs in each

DoDEA region: US, Europe, and Pacific.

1.1.2 DoDEA schools have various grade configurations, with the most common being

K-5, 6-8, 9-12, and K-12. Of DoDEA’s 162 brick-and-mortar schools, 103 schools have students in at least three of the grades K-5; 62 schools with at least one grade

6-8; and 40 schools with grades 9-12. Of the 6-8 schools, ten are part of an elementary school and five have only grades 7-8.

Table 1: Student Enrollment – SY 2019-20 (rounded to nearest 50 students)

K 7,000 4 5,950 8 4,500 12 2,800

1 6,900 5 5,800 9 3,700 K-12

2 6,550 6 5,400 10 3,300 Total 70,400

1.1.3 Military-connected students experience high mobility rates in and out of school systems across the nation and the world; thus, DoDEA makes a concerted effort to mitigate transitional barriers to military-connected students’ success, working toward a world-wide systemic education network.

1.1.4 DoDEA has adopted the College and Career Ready Standards (CCRS) in mathematics, literacy, the arts, social studies, and science, which are rigorous, research-based, and reflect the knowledge, skills and dispositions students need for success in college and/or careers and are aligned with the Common Core State Standards (CCSS), National Core Art Standards (NCAS), Next Generation Science Standards (NGSS) and the C3 Framework for Social Studies State Standards (C3).

1.2 Background

1.2.1 Alignment: DoDEA World Language and Culture Program’s 6-12 world language courses are aligned to the following six core documents:

World-Readiness Standards for Learning Languages:

www.standards4languages.org.

National Council of State Superintendents for Languages (NCSSFL) - American

Council on the Teaching of Foreign Language (ACTFL) NCSSFL-ACTFL Can-

Do Statements: https://www.actfl.org/publications/guidelines-and-manuals/ncssfl-actfl-can-do-statements

ACTFL Proficiency Guidelines 2012:

https://www.actfl.org/publications/guidelines-and-manuals/actfl-proficiency-guidelines-2012

ACTFL Performance Descriptors for Language Learners:

https://www.actfl.org/publications/guidelines-and-manuals/actfl-performance-descriptors-language-learners

DoDEA World Language Standards & Proficiency Expectations:

http://www.dodea.edu/Curriculum/foreignLanguage/standards.cfm

DoDEA’s CCRS are identical to the Common Core State Standards (CCSS):

http://www.dodea.edu/collegeCareerReady/

1.2.2 Current Contracts: DoDEA has current contracts for all of the languages. All are expiring, except for Spanish, which will only allow DoDEA to have access to digital resources in the 2020-21 school year and beyond and the German contract for Levels

IV & V, which does not expire until 2025. There are no current Italian or Korean contracts. Note: The last Korean resource purchase in 2016 was via the Government

Purchase Card Program (GPCP).

1.3 Scope of Work

1.3.1 Awards: DoDEA expects to purchase student textbooks, teacher editions (if available), related digital resources, and virtual professional learning. DoDEA would prefer to make one award, but may make multiple awards. For example, one language may be awarded to one vendor, or one language’s lower level courses

(I-III) and one for the upper level courses may be awarded to different vendors.

Each award will be for a 5-year base period and an optional twelve-month period

(option year one).

1.3.2 Digital Subscriptions: If available, DoDEA expects to purchase a 5-year subscription for digital resources in Base Year 1. After Base Year 1, each digital subscription shall be for one less year in length. That is, in contrast to the 5-year subscription in Base-Year 1, DoDEA would require a 4-year subscription in Base-

Year 2, a 3-year subscription in Base-Year 3, etc. The subscription for digital resources will also have an optional twelve-month period (option year one).

1.3.3 Students and Teachers: The estimated number of students and teachers requiring curriculum resources by language and level for Base Year 1 are shown below.

DoDEA expects to purchase approximately five percent of these amounts in the other years of the contract.
