PERFORMANCE WORK STATEMENT
Nationally Recognized Assessments for Postsecondary Preparation 1 General Introduction
1.1 Background
| 1.1.1 | The Department of Defense Education Activity (DoDEA) serves dependents of military and civilian employees by providing PK-12 instruction to approximately 70,000 students in 161 brick-and-mortar schools. Student enrollment is based primarily on deployment of military troops worldwide. In the Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 66 schools located in Germany, Italy, England, Netherlands, Belgium, Spain, Turkey and Bahrain. In the Pacific, DoDEA operates 45 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA's curriculum, resources, and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems. DoDEA’s fully accredited Virtual High School has teaching hubs in each DoDEA region: US, Europe, and Pacific. |
| 1.1.2 | DoDEA schools have various grade configurations, with the most common being K-5, 6-8, 9-12, and K-12. Of DoDEA’s 161 brick-and-mortar schools, 102 schools have students in at least three of the grades PK-5; 64 schools with at least one grade 6-8; and 40 schools with grades 9-12. Of the 6-8 schools, ten are part of an elementary school and five have only grades 7-8. |

| 1.1.3 | DoDEA adopted the College and Career Ready Standards (CCRS) to ensure high school graduates have the content knowledge, skills, habits and dispositions to be successful in their future endeavors. CCRS provides clear, consistent, and rigorous learning goals focused on preparing students for success in college and careers for all students. The Blueprint for Continuous Improvement requires DoDEA to establish an assessment system that reflects each student’s progress in applying the knowledge and skills they have based on the CCRS instructions. Additional information on the Blueprint may be found at www.dodea.edu/bluprint/index.cfm. |
| 1.1.4 | DoDEA requires nationally recognized assessments that (1) measure students’ academic progress across grade and content levels and (2) provide students a measure of postsecondary preparation for evaluation by institutions of higher learning. These assessments. The College Board Advanced Placement® (AP®) program offers the following widely used, nationally recognized assessments: |
· The Scholastic Achievement Test (SAT) includes two tests: The PSAT which is normally taken by students in grades 8 and/or 9 and the PSAT/NMSQT which is normally taken by students in grades 10 and/or 11. These two tests assess a common continuum of content, knowledge, and skills.
· Test results allow schools to assemble vertical teams and create cross-subject tasks, which connect directly to instructional concepts and daily practices to help students keep on track for college and careers.
· The AP® examination is given at the end of a year-long AP® course, which provides high school students with a college-level course/experience. Some institutes of higher education grant credits or advanced placement based on a student’s AP® test score.
· The AP®, PSAT, and PSAT/NMSQT assessments are the only ones currently available that align with DoDEA’s College and Career Ready Standards (CCRS) and Blueprint for Continuous Improvement (Goal 1.1, Data-Informed Instruction).
· PSAT 8/9 Assessment: According to research/best practices, it is important for middle school students to be on target for college readiness. Using grade-appropriate content, the PSAT 8/9 Assessment establishes a baseline measurement of students’ college and career readiness as they enter high school. It is a powerful tool for promoting and planning for college and career readiness. Test results reports are reported in three parts: reading test, writing and language test and math test. DoDEA, regions, districts, and schools receive report data.
· PSAT/NMSQT Assessment: This assessment focuses on the skills and knowledge needed to succeed in college and careers and provides excellent practice test in preparation for the SAT. Score results provide students the opportunity to qualify for various scholarships to include the National Merit Scholarship Corporation programs. Like the PSAT, test results are reported in three parts and there are numerous useful data for DoDEA, regions, districts, and schools.
· Advanced Placement®: DoDEA provides a wide variety of AP® courses. Each AP® course gives students access to rigorous college level work so students can build their confidence, develop research skills, improve their problem solving and analytical ability, and practice the time management skills needed for college and career success. DoDEA gives each AP® student the opportunity to take the corresponding AP® examination.
1.3 Scope of Work
| 1.3.1 | DoDEA requires nationally recognized assessments for postsecondary preparation that are aligned to and support the implementation of CCRS. DoDEA expects to award one Firm-Fixed Price (FFP) IDIQ contract for a period of one 12-month base year and four-12-month option years. |
| 1.3.2 | For each assessment the number of students varies because of unpredictable changes in military operations worldwide. After two decades of slow but steady decline, student enrollment has leveled off during the past two years; hence, DoDEA expects the numbers for the PSAT 8/9 and the PSAT/NMSQT examinations to remain stable throughout the contract period. In contrast, DoDEA expects the AP® examination requirement to increase slowly during the contract period because DoDEA is encouraging students to take AP® courses to enhance their college and career readiness. |

The use of the term “line item” includes “subcontract line number”, (SLIN), as applicable.
Contract Discrepancy Report (CDR) – The Government’s formal process/format, normally tied into the Government’s QASP (definition below), that notifies the contractor of and tracks any observed quality or performance discrepancy between the contractor’s performance and the quality/performance objectives of this PWS.
