PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT
FOR
CONFLICT MANAGEMENT COURSE FOR EDUCATORS
PART 1
GENERAL INFORMATION AND SCOPE OF WORK
1.1 Agency: The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing PK-12 instruction to approximately 73,000 students at over 160 schools in seven states, twelve foreign countries, Guam, and Puerto Rico. DoDEA’s mission is supported by a staff of approximately 11,400 employees, which consists of both educational and noneducational personnel.
DoDEA’s mission is to provide an exemplary education that inspires and prepares all DoDEA students for success in a dynamic, global environment.
1.2 Background: DoDEA employees play a critical role in supporting the achievement of this mission. At the same time, like employees everywhere, they sometimes become involved in destructive conflict that interferes with their success in promoting DoDEA’s educational mission. DoDEA has developed the Center for Early Dispute Resolution (CEDR) in order to “proactively and constructively manage conflict early and in ways that enhance its creative potential and minimize its costs in resources and relationships, in order to allow DoDEA to advance its mission” (DoDEA Regulation 1800.1.4.a, Alternative Dispute Resolution, August 11, 2011). In addition, CEDR promotes DoDEA policy to “[p]rovide DoDEA employees with knowledge and skills that will enhance their ability to handle their own conflict constructively and to assist others to do so” (DoDEA Regulation 1800.1.4.b).
DoDEA educators need knowledge and skills that will make them better able to handle conflict constructively, whether they are dealing with each other, with those they supervise, with those who supervise them, with parents, or with students. In order to help employees gain conflict management skills and knowledge, CEDR provides education and training in areas such as understanding conflict, effective communication, and problem-solving.
CEDR provides this training both proactively, to encourage the constructive use of conflict at its early stages, and reactively, once a conflict has become more destructive.
1.3 Scope of Work: The Contractor shall develop and deliver a live webinar-based training consisting of at least 15 contact hours eligible for one graduate-level university credit appropriate for DoDEA educator license recertification. The Contractor shall design the training to provide a target audience of DoDEA educators with an enhanced understanding of and skills to use in addressing conflict constructively in an educational setting

7.2.5 Surveillance Procedures. The COR will evaluate the Contractor’s performance weekly. See the Surveillance Method column in PWS 7.1.
1) If at any time the COR receives indications that the Performance Standards are not being met that the
Contractor’s performance is less than acceptable, the COR will investigate to determine if this is a one-time issue that has been promptly corrected, or if the discrepancy is systemic in nature. If the issue is determined to be an isolated occurrence, the COR will continue with the aforementioned weekly evaluations. If the issue is recurring and systemic in nature, the COR will perform more frequent evaluations.
2) The COR will notify the Contractor each time an unacceptable observation has been recorded and ask the Contractor to correct the problem. The COR will record the contract requirement, the specific deficiency to the requirement, the date and time it was discovered, and have the Contractor initial the entry. RESPONSES TO QUESTIONS
HE1254-19-R-8000 – Conflict Management Questions and Answers
1. To clarify the platform requirements, can the vendor host the platform as long as the users can access via browser?
A. Yes.
1a. Is the government looking for a solution that resides on a DOD infrastructure?
A) No. To clarify with regard to this question and those below, there are two different platforms involved in this contract. One of them is a virtual platform to be proposed by the contractor for purposes of delivering the live, interactive webinars that make up the course. See PWS 2.1, Task
8. This webinar platform need not be a CMS.
The second platform is Schoology, a DoDEA CMS (and any successor DoDEA CMS platforms if Schoology is no longer used). The government with provide the Contractor with access to Schoology and any successors for purposes of posting such things as readings and other materials in order to make them available to the course participants. PWS 2.2, Task 6.
With regard to the platform that will be used to deliver the live, interactive webinars, the government is looking for a solution that does not reside on a DoD infrastructure. Many of the course participants are teachers who do not have DoDEA equipment available to them over the summer months when the course takes place. The course platform therefore must be accessible to them on their personal computers.
1b. Is a DOD acceptable CMS in a Cloud hosted environment with FEDRAMP certification for instance an acceptable option?
A) The contractor is not obligated to provide a CMS. See 1a above.
1c. Is a standalone custom piece of software preferred?
A) Assuming this question relates to the platform for delivering the live, interactive webinars as described in the contract, the government has no preference.
2. Does the government prefer a COTS LMS for this effort or would a custom CMS build be preferred or acceptable?
described in the contract, the government has no preference.
3. Will the government provide a detailed content outline from the existing course?
A) The government has already provided a Sample Course Syllabus based on the Summer 2018 offering of the course that indicates 14 topic areas that were covered and subtopics within those areas.
4. In terms of the “enhancement and further development of materials” (3.3), is the government looking for the vendor to enhance the display or presentation of information to provide more value and better outcomes for learners?
A) The government hopes that over the course of a five-year training contract, a successful vendor would always seek to use its experience in providing the training to enhance the display or presentation of its training information.
4a. Is the government seeking to expand the educational content such that a subject matter expert would be a key role?
A) The government does not necessarily seek to expand the educational content of the course, but will permit the contractor to propose course content other than that described in the 2018 Sample Syllabus, subject to CEDR approval.
5. The delivery of course materials in the timeline says “Within 30 days of course delivery” is there an expected date of course delivery already scheduled?
A) The firm course dates are not scheduled as they are subject to discussion between the government and the contractor. Most DoDEA schools complete the 2018-2019 school year on or around June 14, 2019, and teachers report for the 2019 school year on August 19, 2019, but the schedules for some locations vary. Each year, the government and contractor examine the school schedules and determine which schedule for the Conflict Management for Educators training will allow the fullest participation.
6. Does the government expect the need for the contractor to attend any in person meetings in Washington DC or at any DOD locations during the course of the engagement?
A) No
7. Is the government looking for an option that has extensibility for adding coursework over time?
A) No
7a. How often would new courses be developed and added?
A) The government does not anticipate developing and adding new courses under this contract. As stated above, the contractor may develop new material to include in the existing 15-hour course instead of the material that has been used in the past.
8. Will the government provide access to the current webinar?
A) No
9. Is there an incumbent for this contract?
A) The previous contract has expired, but there was a previous contract and an incumbent contractor.
9a. If so, is the incumbent eligible to compete?
A) Yes
10. Reference: Paragraph 3.3.3 states “All course material must be provided in a web-based format on a platform or platforms proposed by the Contractor and approved by DoDEA as permissible for use on and accessible with DoDEA computer equipment.”
Question: What LMS does DoDEA currently utilize for their online courses?
described in the contract, DoDEA used Go To Training for the most recent course. As stated above, this is different from the Schoology LMS platform used to provide course materials to participants.
10a. Question: Is the expectations that the courseware will operate solely on desktop computers? Or is the desire for the courseware to run on mobile devices? If the desire is for students to be able to access the course via mobile devices, please specify all required mobile devices and the minimum technical requirements.
A) The contract requires that the course be accessible on both DoDEA and personal computers.
11. Reference: Paragraph 3.3.1 states “The course will have a minimum of 15 contact hours, defined as hours of distance learning devoted to presentation and discussion of the course material.”
Question: What is the required/requested Level of Interactivity?
A) See PWS 2.1, Task 2, for examples of interactive options.
12. Reference: PWS Paragraph 4.1 states, “DoDEA anticipates awarding one contract for a base year of course development and one delivery of the course, with four option years for additional deliveries of the course.”
Reference: The Price Guide requests pricing for CLIN 0002 – Conflict Management Course Delivery, Quantity of 2 for all years (Base + Options).
Question: Please clarify whether we should price for one delivery or two in Base Year?
A) The pricing guide is correct. Please provide pricing for two course deliveries in the base year.
13. Reference: Volume II – Past Performance (Factor II) states, “The Offeror should then forward the questionnaire to the appropriate point of contact (POC) listed in section II of the form for the completion of section III.”
Question: We strive to reduce the onus on our Government clients who need to complete the same PPQs repeatedly for proposals and requests with very quick turnarounds. Will DoDEA kindly consider allowing offerors to submit completed CPARS evaluations or previously completed PPQs in lieu of new PPQ forms?
A) Please be advised that you can use previous PPQ’s as long as they address the same information that is contained in Attachment #3 and it corresponds to the past performance narrative of Volume II.
14. Reference: Volume II – Past Performance (Factor II) states, “The past performance information must be submitted using the attached Government provided template (Attachment 3).”
Question: Please confirm that offerors are to use the Attachment 2 Volume II Past Performance Template for the past performance narrative and Attachment 3 for the PPQs.
A) Yes, Attachment #2 is for the Past Performance narrative and Attachment #3 is for PPQ’s.
15. Would the government be able to provide an extension on the quote due date?
A) At this time the Government will not be extending the due date for the RFP.

(b), the following instructions are added and shall apply to the submission requirements in response to this solicitation:
2. Offeror Structure, Content and Additional Instructions
a. General Guidance: This section provides general guidance for preparing a quotation as well as specific instructions on the format and content of the quotation. The Offeror’s quotation must include all data and information requested by the Request for Proposal (RFP) and must be submitted in accordance with these instructions. Non-conformance with the instructions provided in this Information to offerors may result in removal of the proposal from further evaluation.
The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet all requirements. Offerors shall assume that the Government has no prior knowledge of their capabilities and experience, and the Government will base its evaluation solely on the information presented in the offeror’s proposal.
Additional portions of the successful offeror’s quotation may be incorporated into the contract as an attachment in the award document.

All such requests must be made in writing and submitted to the KO and CS as directed above. All questions/comments provided in a timely manner will be answered in writing and provided to all offerors via FBO. However, because of administrative time, written inquiries may not be answered when requests are received by the Government points of contact after the original due date for receipt of questions as specified in this solicitation. The timeframe for submitting inquiries will not be extended as a result of an extension to the due date for the receipt of offers unless authorized by the KO.
f. Page Size and Format: A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size must be 8.5 x 11 inches.
The technical and past performance volumes of the quotation are to be submitted as an MSWord or PDF document. Offerors must submit the price via MS Excel. The font size and type for quotation submission must be no smaller than 10 point Times New Roman (to include tables and graphs). The margins shall be 1 inch (all 4 sides). The Government is not responsible for correcting formulas in the Offeror’s price volume.
g. Page Limitations/ Organization: Page limitations will be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the quotation. Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of the quotation. The Government reserves the right not to consider for award any quotation that does not adhere to the administrative requirements of this solicitation. Cover pages, tables of contents, Past Performance Questionnaire, and glossaries shall not be counted as part of a quotation’s page count. Each quotation shall be organized and presented in accordance with the following format and page limits listed in the table below:

VOLUME I– TECHNICAL CAPABILITY (FACTOR I)
The offeror’s Technical Proposal shall address the following two (2) Sub-factors in separate sections, each printed independently. A reading of these sections should leave an evaluator with a detailed understanding of the offeror’s technical capacity for meeting all aspects of the technical requirements of the solicitation without having to search throughout the entire proposal to piece together the offeror’s response. A poorly written response creates confusion for the evaluator and decreases the likelihood of an offeror being deemed acceptable.
a. Subfactor one (1) Technical Approach: The offeror shall submit a proposal that clearly demonstrates the offeror’s ability to perform each objective in the PWS. The response should outline the offeror’s approach in the development of the course, including the extent to which the offeror will utilize and develop a full course from the existing course outline; areas in which the offeror will extend and expand that material; areas in which the offeror will eliminate material in that outline; an explanation of the reasons for those decisions; description of delivery methods utilized for the course to include the use of synchronous and asynchronous offerings for full or small group discussion and any interactive opportunities; the description of the type of activities, such as assessments and worksheets, that the offeror will utilize in the course.
b. Subfactor two (2) – Prior Experience: The offeror shall submit a proposal that clearly demonstrates the offeror’s prior experience performing similar services to those outlined in the PWS. The evidence of prior experience shall be linked to each objective in the PWS. Offerors must clearly outline such experience in their proposal since the Government will not search outside of an offeror’s proposal for information related to an offeror’s prior experience.
VOLUME II – PAST PERFORMANCE (FACTOR II)
a. The Offeror should include Past Performance information from three (3) current or previous contracts that are not older than three years from the date the solicitation is issued. The past performance information must be submitted using the attached Government provided template (Attachment 3).
b. The Offeror shall only submit Past Performance information where the Offeror or its subcontractors were listed as the Prime Contractor on the identified past performance. Past performance information from an Offeror or its subcontractors for which the Offeror or its subcontractors are not listed as a prime will not be considered relevant.
c. The Offeror should complete sections I & II of the included Past Performance Questionnaire (PPQ).
The Offeror should then forward the questionnaire to the appropriate point of contact (POC) listed in section II of the form for the completion of section III. If the Offeror is unable to forward PPQ to the POC for completion then the Offeror shall provide the questionnaire to the Government with sections I & II completed. It is important that the information provided in section I & II of the questionnaire is complete and accurate as the Government will not search for missing contact information outside of the quotation.
d. The offeror may also separately describe any quality awards or certifications that indicate the offeror possesses high-qualities for providing the services required. Offerors shall identify the segment of the company (one division or the entire company) that received the award or certification, and indicate when the award or certification was bestowed. If the award or certification is over three (3) years old, the Offeror should present evidence that the qualification/commendation still applies.
VOLUME III – PRICE (FACTOR III)
a. The offeror’s prices must be complete and accurately reflect all aspects of the requirement. Offerors shall submit pricing for the estimated quantities identified in each CLIN within the RFP.
b. The price volume shall be submitted using the Government provided Microsoft Excel worksheet labeled “HE1254-19-R-8000_ Price Guide.xls”. Any other formats will not be accepted. All fields, except for the columns labeled “Unit Price”, are locked. The worksheet is designed to allow offerors the ability to input their Unit Price for each priced CLIN in the RFP. The worksheet will automatically calculate the total price for each CLIN based on the maximums established in the RFP. The worksheet will also calculate a total price for each performance period.
Offerors may submit additional price information at their discretion. However, the Government-provided MS Excel worksheet will take precedence over any other pricing information provided by an Offeror, unless the Offeror informs the Government (prior to the closing of the RFP) of any mathematical discrepancies identified within the Government-provided worksheet.
c. The Offeror must submit pricing for the base period and all option periods, including option pricing that may be authorized IAW FAR clause 52.217-8. FAR clause 52.217-8 allows the Government to order services after a period of performance in the contract has ended. Therefore, offerors should note that there is no specific quantity required for the prices submitted under the FAR clause 52.217-8. Instead, the Government is seeking a single monthly rate for each priced CLIN which may be used to order services at any time the clause may be exercised. The Government provided MS Excel sheet provides a section for the offeror to input a monthly price for the FAR clause 52.217-8 option.
VOLUME IV – REPRESENTATIONS AND CERTIFICATIONS
Offeror’s must provide all applicable business representations and certifications required by the solicitation.
Please review all clauses and provisions requiring information from Offerors.
VOLUME V – CONTRACT DOCUMENTATION
