(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will offer the best value to the Government, price and other factors considered. When combined, Technical and Past Performance factors are more important than price. The following factors shall be used to evaluate offers:
Past Performance Evaluation Factor. This factor identifies and evaluates relevant present and past performance as they relate to the Quoter’s technical capability to perform contracted work; coordination of work requirements; cooperative nature, integrity and reasonableness; performance on urgent requirements; quality control system; ability to meet performance and delivery schedules; ability to simultaneously support multiple end users and customers at different locations; quality of work; compliance with security procedures and requirements; performance problems; and performing under adverse conditions.
Past Performance will be evaluated as either Exceptional, Acceptable or Unacceptable. The contract(s) and/or subcontract(s) submitted for evaluation must be current, ongoing contracts, or have been completed within the last three (3) years. The Government will consider the relevancy, substance and extent of the past performance information submitted, as well as the size and complexity of the past performance relative to this solicitation’s requirements. In evaluating past performance, the Government may consider information in the Quoter’s quote and information from other sources, including references, past customers, questionnaires tailored to the circumstances of the acquisition, Government agencies & activities, federal databases and other sources deemed necessary. If no past performance or only non-relevant performance information is available; Quoter will receive a rating of “Acceptable” for past performance.
Technical Evaluation Factors- There are three technical sub-factors.
1. Management Plan This sub-factor evaluates the Quoter’s current ability to receive award or perform the required officials services on a government contract in accordance with FAR Part 3.6 and without need of a FAR 3.602 waiver (see PWS Paragraph 5). In evaluating this factor the government may consider information in the Quoter’s quote and information from other sources. This sub-factor factor is evaluated as either Acceptable or Unacceptable.
2. Technical Capability This sub-factor evaluates the Quoter’s technical experience and ability as an organization in providing the officials services of the kind or similar to those specified in the Section 4 of the attached Performance Work Statement (Attachment 1). The subfactor shall be evaluated as Acceptable or Unacceptable
3. Staffing Plan.
This sub-factor evaluates the Quoter’s ability (planned procedures and practices) to hire, train, and maintain the necessary staff to meet the requirements initially and over time in the various locations and for the various functions in a limited labor market. This subfactor shall be rated as Acceptable or Unacceptable.
Note: A rating of “UNACCEPTABLE” for any technical subfactor may disqualify a Quoter from being considered for contract award.
Price Evaluation Factor. The total quoted price will be evaluated but not rated. Offeror’s proposed prices will be determined by multiplying the quantities identified in Attachment 5 by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the extended amounts for each CLIN. The individual CLINs will be totaled, to include all options, to determine the offeror’s total quoted price. The offeror’s price quote will also be evaluated to determine whether it is reasonable, fair and realistic and whether it indicates the Quoter has a clear understanding of the work to be performed.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. To account for the option period(s) possible under Clause 52.217-8 (maximum six months), Option to Extend Services, the Government will take the price for all CLINs of the final option period, prorate it/them to a six-month value, and add it to the sum of all CLINs (base plus all option periods). The sum of the prices for the base period, option periods (if any) and the 52.217-8 will be the total evaluated price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(End of provision)
(x) FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. All vendors must be registered in System for Award Management (www.sam.gov) at the time of quote submittal.
