Program Office 2 1.3

Can the Government confirm that this requirement is for new courseware development or to make modifications to the existing courses for paraeducators, based on the scope stated in PWS i.e. ”DoDEA requires an asynchronous self-paced learning for web-based professional learning”?

This requirement is not to develop or modifiy existing courseware; as it the term "asynchronous self-paced learning" applies to any online courseware that can provide web-based online professional learning to a group that does not have direct professional learning opportunities for DoDEA paraeducators worldwide.

Program Office 3 2.1.1

Can the Government confirm if the requirement is for developing new courseware or similar COTS product courseware, based on the requirement i.e. “provide vendor-hosted, self-paced, asynchronous, individually-paced web-based courses for paraeducators (each not to exceed 90 minutes in length)”?

No this requirement is not for development of new courseware but to provide similar COTS courseware that meets PWS requirements

Program Office 4 2.1.4

Is the requirement for specific LMS or to develop a tracking system?

The requirement seeks to find a vendor who already has a tracking system built in to the web-based professional learning platform.

Program Office 5 What is the name of the publisher for this respective software? Paraeducator Courseware is a COTS items

Program Office 6 Is the expectation that all content will be provided by the vendor, or does DoDEA have some content that will be converted? The expectation is that all content will be provided by the vendor.

Contracting 7 Is there a set aside status? 100% Small Business Set-Aside

Contracting 8 On FedBizOpps the deadline for submission is March 25, but on the solicitation it references March 11. Which date is accurate? The correct due date is 3/11/2019

Program Office 9 With the webinar delivery, are there any any preferences for a certain delivery system, or will that be something that the vendor offers? No, It will be what the vendor offers.

Program Office 10 With the proposal submission, will this require hard copy, virtual, both? Email submission only in accordance with the solicitation instructions

Program Office 11 The PWS includes a requirement for a learning management system. Since DoDEA already is using Schoology, why are you requesting a different system? DODEA is currently seeking training that is online and web-based by a private provider that does not have access to schoology. The vendors keep track of the certificates of completion for each staff member. Schoology does not connect to the private provider and the provider does not have access to Schoology.

Program Office 12 It appears you are looking for existing off-the-shelf content but would you consider some development effort? At present, we are only looking for off-the-shelf content that provides professional development for our prareducators worldwide.

Program Office 13 In the PWS 7.0 refers to an Administrator's Manual, please define. Administrative manual is defined as the manual that gives the user guidance on how to set up and use the modules/ units.

Program Office 14 In the PWS, you are referring to delivery of materials for testing but yet you are requiring an electronic system. Does this mean that some school/educators also require downloadable materials? Updated see solicitation amendment 01.

Contracting 15 Is this opportunity open to entities other than Small Businesses (page one of RFQ indicates 100% set aside for small business)? No, this is a 100% Small Business Set-Aside requirement

Contracting16Must the respondent be registered with the GSA or have experience with federal contracting as a Prime?
No, however they must be active in SAMS to be eligible for award

Contracting 17 Is DoDEA currently working with a vendor that provides these services? No, the current contract lapsed

Program Office18Does DoDEA have some current content that will be converted for online professional development courses?
No

Program Office 19 With the webinar delivery, does DoDEA have a preference for a certain web-based delivery professional development system? No, just one that can provide web-based online professional learning for our paraeducators worldwide.

Program Office 20 What are the mobile expectations for the application? No, there are no mobile expectations

Program Office 21 Preferred application framework? (ASP.NET <http://ASP.NET> , etc.) DoDEA does not have a preferred application framework.

Program Office 22 What are the hosting requirements for the application? (department hosted, cloud hosted, vendor hosted) As the solicitation states, DoDEA is looking for a cloud hosted, web platform for these services. DoDEA will not be hosting the platform.

Program Office 23 Section 2.1.1 - Hosting / Environment

a. Can you clarify if there are requirements for an acceptable vendor hosting platform?

b. If so, does the vendor hosted environment require FEDRAMP certification? While all DoDEA school level platforms do not necessarily need to be FEDRAMP certified at a specific level, DoDEA does evaluate risk of platforms based on the attached cloud questionnaire (attachment 3).

Are there anticipated bandwidth/capacity or access expectations for the 1300 educators?DoDEA does not see bandwidth as a barrier in most places at this time since a recent upgrade in circuits.

Should the course content be designed and made available only for certain platforms, i.e. desktop only, or should it be designed for mobile first and accessible on mobile devices?No, DoDEA is seeking vendor available platforms that can work be be supported by DoDEA IT capabilities.

Will courseware, learning objectives, course descriptions, learning modules/units, and content be provided for the 12 novice courses or is this proposal also for the development of the subject matter?We are seeking courseware, learning modules/units and course descriptions that are already developed specific to the needs of new and seasoned staff in accordance with the Performance Work Statement.

What are the data level details for a registrant?The data level details we expect to use are: registrant's name and email address; work location and job title.

What tracking roles are required?

i. Will paraeducators be assigned to a school administrator?

ii. Will we have access to preload the paraeducators and the school administrators?

iii. Will above-school-level administrators at the district, region, and HQ levels with read-only access need a method to search for an individual to see their performance data and aggregated performance data?

iv. Will aggregated performance data be segmented per school, district, region level?

District-based monitors/administrators: i. paraeducators can be assigned to the school sites and the dsitrict SPED ISS ii. We would like the vendor can add the paraeducators to their database. iii. Yes above school level will need acccess to performance data. iv. Yes, aggregated data will need to be segmented by school district and region.

Program Office 39 Section 2.2.3 - OCR - Are print materials required? No not for the course work. With the exception of course completion documents for staff records. See solicitation amendment 01.

If no PII is gathered for an individual account to access online content, how will their performance be tracked by search lookup at the level above school administrator?The staff member's name and or email address can be used to track and search performance data.
