Attachment 6-Q&A HE1254-19-Q-0027-Suicide Prevention-Attachment 6-Questions and Answers
| Question # | Question | Answer |
| 1 | On page 37 of the RFP, 1.3.6 states that the Office of Secretary of Defense provided a suicide prevention curriculum for secondary students. Is this new RFP (HE125419Q0027) for (a) the development of a curriculum that builds off this older one, or is it to (b) develop something new that meets the requirements of the current SOW? | This is a new Request for Quotes (RFQ) for the requirements outlined in the RFQ SOW. |
2 Is there an incumbent for this work or is this a new contract with no incumbent? This will be a new contract with no incumbent.
3 On page 37 of the RFP, 1.3.6 states that the Office of Secretary of Defense provided a suicide prevention curriculum for secondary students. Is it understood that this new RFP is for the development of a curriculum that builds off this older one, or that the vendor is to develop something new that meets the requirements of the current SOW? See response to question #1.
4 Can the DoDEA share the curriculum mentioned in 1.3.6 on page 36? The Office of Secretary of Defense provided suicide prevention curriculum for secondary students in 2011. Specifics of the procurement are not available to DoDEA.
5 Was the curriculum mentioned in 1.3.6 developed by the DoDEA or by an outside vendor? And if by an outside vendor, who? See response to question #4.
6 Beyond the testing referenced in sections 4.1.1 and 4.1.4 (on page 41) as well as the Cloud Questionnaire submitted as part of the RFQ, what post-award security-related certification or accreditation tasks are anticipated? Once awarded, there will be an IT Meeting to discuss the system requirements.
7 On page 38 of the RFP, 3.1.1 states, “Contractor shall provide a curriculum that possesses the following attributes and content: Grade 6-8, 9-12, and/or 6-12 curriculum that aligns with national suicide prevention learning standards, to include but not limited to, the SAMHSA National Registry of Evidence-Based Programs and Practices.” Are you saying that the curriculum must meet certain evidence-based rating criteria as described in SAMHSA’s former National Registry of Evidence-Based Programs and Practices (NREPP)? Can you provide another example besides NREPP since that is now defunct? Updated, see amendment 1.
8 The Deliverables chart under 5.0 Deliverables (pages 43-44) , makes it appear that there is an expectation the curriculum already exists. Can you please clarify as to whether the SOW is for the development of a new curriculum or for the use of an existing curriculum? Per section 2.1, the requirement calls for "...a customizable, off-the-shelf, systemic student suicide prevention curriculum for grades 6-12 students that is planned, sequential, and can be delivered as a stand-alone classroom lesson."
| 9 | Page 37 2.0 Scope, 2.1-2.2; Page 38-39 3.0 Requirements 3.2 Materials, 3.2.1; 3.3 Virtual Professional Learning, 3.3.2; 3.4 Parent awareness: | |
| Can you confirm that the audience for this training (including materials) is district staff, school staff, and student’s parents? | The audience for Sections 2.1 -2.2 are students. The audience for section 3.2.1 is "school-level teachers, nurses, counselors, psychologists, and ... above-school-level subject-matter experts" The audience for Section 3.3.2 are "school-level teachers, nurses, counselors, psychologists, and ... above-school-level subject-matter experts" . The audience for Section 3.4 are parents. |
| 10 | Page 39 3.0 Requirements 3.3 Virtual Professional Learning: | |
| Can you confirm that post-training support for trainees and the virtual learning center can be offered during standard U.S. business hours only? Or, what is the preferred hours of operation for contractor support personnel? | The requirement calls for a technical solution that accommodates "… professional learning in a global school system" as such the vendor should provide a solution that will provide professional learning during the operating hours of the school, per their time zone, which will vary depending on the location. |
11 Can you confirm that there is no required live, in-person training component to this solicitation? Per section 3.3, the requirement calls for "virtual professional learning" and " a minimum of one professional learning session each school year via digital module or webinar". In person training is not required.
12 If there is a live, in-person training component to this solicitation, what are the geographical locations? See the response for question #11.
13 If there is a live, in-person training component to this solicitation, would an alternative virtual, web-based training be an adequate alternative, which would serve as a cost-saving measure? See response to question #11.
14 Since this is an IDIQ contract, does marketing/disseminating information about this training lie with the contractor? Yes, It is the contractor's responsibility to provide all information related to training.
15 Along a similar vein, while this is an IDIQ contract, are the impacted schools required or mandated to provide this training to school staff and personnel, and parents? Currently, there is not a federal or policy requiring training to school staff, personal, or parents.
16 Is DoDEA looking for a big publisher of suicide prevention curriculum to partner with another company to provide the training? DoDEA is looking for a vendor who can best meet the requirements set in the SOW.
17 The background portion of the solicitation’s SOW reveals that funding for this initiative has been unavailable since the 2013-2014 School Year. Who provided curriculum materials for the original initiative, prior to the funding cancellation? How many materials were provided? Is it consistent with the guidelines in the current solicitation? The Office of Secretary of Defense provided suicide prevention curriculum for secondary students in 2011. Specifics of the procurement are not available to DoDEA.
18 The solicitation specifies that suicide prevention curriculums must be available on the National Registry of Evidence-Based Programs and Practices (NREPP). However, NREPP ceased operating in 2018. Should offerors still reference their curriculums’ placement on NREPP, to demonstrate evidence-based results? Updated, see amendment 1.
