STATEMENT OF WORK
Statement of Work
Upper-Level Mathematics Curricular Resources
Six Courses: Precalculus, Discrete Mathematics, Financial Algebra, AP Calculus, AP Statistics, Advanced Quantitative Reasoning (AQR)
1.0 BACKGROUND
1.1 The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing pre-kindergarten-grade 12 instruction to about 71,000 students in
165 brick-and-mortar schools. Student enrollment varies based primarily on deployment of military troops worldwide. DoDEA’s curriculum, resources, and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.
1.2 In North America DoDEA operates 52 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 65 schools located in Germany, England, Netherlands, Belgium, Italy, Spain, Turkey and Bahrain. In the Pacific, DoDEA operates 48 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA also operates a fully accredited Virtual High School with hubs in the US, Europe, and Pacific.
1.3 DoDEA has adopted the Common Core State Standards in English Language Arts (ELA)/Literacy and
Mathematics, which DoDEA refers to as College and Career Ready Standards (CCRS) for Literacy (CCRSL) and Mathematics (CCRSM). These standards reflect the knowledge and skills students need for success in college and careers. DoDEA is also currently a member of the Partnership for Assessment of Readiness for
College and Careers (PARCC) consortium.
1.4 In addition to the standards from the Common Core that detail expectations through Algebra II, DoDEA’s
CCRSM also include six additional mathematics courses for high school students, each with their own standards. Those courses are Precalculus, AP Calculus AB/BC, AP Statistics, Financial Algebra, Discrete
Mathematics, and Advanced Quantitative Reasoning (AQR). Standards for these courses consist of those from the Common Core (particularly the “+” standards), standards selected from other school districts, and those written by DoDEA specialists.
1.5 DoDEA has a requirement to provide research-based, core curricular materials, to include print and/or digital materials along with robust professional learning offerings that address CCRSM for the aforementioned upper-level mathematics courses and meet the DoDEA Community Strategic Plan goals which have the following key performance priorities:
Address the adoption of CCRS’ learning standards, which are rigorous, research-based, and reflect the knowledge and skills our students need for success in college and careers.
Establish an organizational structure with the capacity to effectively manage, operate, and sustain a high-quality, worldwide, unified PK-12 school system to ensure our students achieve college and career readiness.
1.6 The two Advanced Placement (AP) courses differ from the other courses in that they must be aligned to the current College Board requirements.
2.0 SCOPE
2.1 DoDEA requires research-based mathematics curriculum resources, both print and digital with accompanying professional learning for teachers for the upper-level mathematics courses listed in
SOW 1.4 that will help students meet the expectations of the CCRSM.
2.2 The Contractor’s solution must be robust enough to serve the needs of a large community of learners dispersed across the world and use a variety of bandwidths. It must be scalable to meet future growth, in terms of instruction, number of users, and necessary professional learning.
3.0 REQUIREMENTS
3.1 General— The Contractor shall provide student and teacher materials in the quantities that DoDEA orders under the Contract. Further, the Contractor shall:
a) Provide the publisher’s most recent edition of materials and most closely aligned with the standards, which communicate current information (e.g., That NASA now identifies Pluto is as a “dwarf planet;”
that South Sudan is now a country independent of Sudan, etc.) and reflect modern best practices in a standards-based classroom (e.g. learning environment and classroom culture, teacher facilitating student discourse, Standards for Mathematical Practice, NCTM Principles to Action Eight Teaching Practices, etc.).
b) Provide curricular materials that meet DoDEA’s CCRSM, as defined here:
http://www.dodea.edu/Curriculum/Mathematics/Standards.cfm. (See SOW 3.5 for Standards Alignment
Correlation requirement.)
c) Provide hands-on print materials and/or digital resources for students and teachers. Visual design of print and digital materials is engaging and is easy for students and teachers to navigate. Solely digital offerings must not require each student his/her own digital device during school (a “one-to-one program”) and must allow for teachers to deliver instruction offline as well (by downloading lessons, printing student work, etc.).
d) Provide teacher materials that explicitly support the student resources, guiding teachers to facilitate a mix of instructional approaches for a variety of learners (e.g. using multiple representations, using low-floor high-ceiling tasks that allow multiple entry points for students, facilitating discourse, etc.).
e) Provide a variety of curriculum-embedded assessment options, to include item banks from which teachers can create their own assessments. Examples include pre-assessment, diagnostic, formative, summative, and self-assessment resources. Assessments shall also include aligned rubrics, sample answers, and scoring guidelines that provide sufficient guidance for interpreting student performance.
f) Include digital access to teacher resources for above-school-level subject-matter experts (district and headquarters mathematics ISSs).
g) Ensure materials are free of racial, color, national origin, age, disabling conditions, sexual, religious, and ethnic bias, and present a balanced coverage of multi-cultural contributions and representation.
h) Optical Character Resolution (OCR) Requirement: Provide, upon request, two digital OCR copies of all print materials. The contractor shall provide a digital copy of these materials in one or more of the following formats:
o Digital Accessible Information System (DAISY)/ National Instructional Materials.
o Accessibility Standard (NIMAS) with cascading style sheet.
o HyperText Markup Language (HTML).
o Portable Document Format (PDF), (unlocked, embedded fonts, single page).
o Rich Text Format (RTF)/Word document.
http://www.dodea.edu/Curriculum/Mathematics/Standards.cfm
3.2 Focus and Coherence—The Contractor shall provide curricular materials designed to deliver student learning that is focused on important work and coherent with other mathematics along students’ learning paths:
3.2.1 There are problems at the level of sophistication appropriate for high school (beyond mere review of middle school and algebraic topics) that involve the application of knowledge and skills from grades 6-11.
3.2.2 Materials are designed to support all students in doing course-specific mathematics, differentiating to meet various students’ needs:
a) Specific supports for English Language Learners are presented to teachers that allows for those students to build their language skills and meet the same expectations as their native
English-speaking peers.
b) Materials provide appropriate level and type of scaffolding, differentiation, intervention, and support for a broad range of learners with gradual removal of supports, when needed, to allow students to demonstrate their mathematical understanding independently.
3.2.3 Materials relate course-level concepts explicitly to prior knowledge from earlier courses, so that prior knowledge becomes recognized and extended to accommodate new understanding.
3.3 Rigor and Balance—The Contractor shall provide curricular materials that balance the three priorities that constitute rigor according to DoDEA’s CCRSM:
3.3.1 Materials support the development of students’ conceptual understanding of key mathematical concepts beyond a simple knowledge of a topic or ability to replicate steps given.
3.3.2 Materials are designed so that students attain the fluency and procedural skills required by
DoDEA’s standards, built upon students’ conceptual understanding.
3.3.3 Materials balance conceptual understanding and procedural fluency with applications that require reasoning and mathematical modeling of problems that occur in everyday life and the workplace.
3.4 Technical Support: The Contractor shall provide industry-standard technical support and maintenance for all proposed digital resources. Support shall include providing assistance with service problems, product setup, and upgrades. Contractor shall troubleshoot problems and provide support via email or telephone with the
COR within one business day from the initial contact. Maintenance is defined as automatic distribution of upgrades and revisions that can be accomplished through coordination with the Contracting Officer’s
Representative (COR). The Contractor shall not contact schools directly but shall coordinate the dissemination of upgrades/ revisions through the COR. The contractor shall provide electronic access to the updates/revisions to the COR for testing prior to distribution. Contractor shall resolve any issues with access to online content within 48 hours after initial data integration.
3.5 Standards Alignment Correlation: The Contractor shall provide a complete standards alignment correlation document (digital format is acceptable) showing how all proposed materials align to DoDEA’s CCRSM
(which may be found at http://www.dodea.edu/Curriculum/Mathematics/Standards.cfm), and the College
Board’s Advanced Placement Course Descriptions for AP Statistics (2010) and AP Calculus (2016).
3.6 Professional Learning and Program Support Tools: The Contractor shall provide options for professional learning that meet the needs of teachers working across multiple countries and time zones. Professional learning shall help teachers learn how to use components of the curricular materials, assist teachers in understanding how to teach content, and how mathematical learning is intended to be developed through the materials. The Contractor must be able to customize options in collaboration with the Contracting Officer’s
Representative.
3.6.1 On-Demand Coursework, Videos, etc.: Vendor-provided videos, walk-throughs, etc. must be made available to be embedded in coursework that participants can access through DoDEA’s Learning
Management System (LMS), Schoology. Coursework shall be built to engage participants in activities, scavenger hunts, discussion questions, etc. through the LMS.
3.6.2 Live Webinars: A la carte live webinars must be available for initial implementation and/or for teachers new to teaching accompanying courses. Webinars must be available for at least three time zones (EST, CET, JST) across the world. Webinars shall be two hours at minimum, six hours
(seven hours with a one-hour lunchbreak) at maximum. Webinars shall acquaint participants with navigation of materials, engage them in pedagogical approach of materials, and allow for questions from participants. Webinars are to be hosted by the vendor using their virtual meeting platform and accommodate at minimum 50 participants.
3.6.3 Face-to-Face (for AQR only): A la carte onsite professional learning shall be made available in a train-the-trainer model that will allow for participants (Instructional Systems Specialists, teacher leaders, etc.) to redeliver the content to teachers in their respective campuses/districts. Content from these sessions must be made available to DoDEA and participants in the professional learning sessions in a way that makes content redelivery manageable. Face-to-face professional learning sessions shall consist of 3-5 days. The site locations will be determined in part by cost to
DoDEA. That is, DoDEA may send staff to a vendor’s site or vendor staff may present at up to three DoDEA sites (US, Europe, and Pacific). However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations.
