PERFORMANCE WORK STATEMENT

Alternate Day Placement, Dexter Elementary 1.0 General Information and Scope of Work 1.1 Agency: The Department of Defense Education Activity (DoDEA) serves the dependents of military and civilian employees by providing PK-12 instruction to approximately 71,000 students. Enrollment varies based on the deployment of military troops worldwide. DoDEA’s curriculum, resources, and student achievement scores on standardized tests compare favorably to those of high-performing US public schools. DoDEA is divided into three regions with a total of eight districts that administer 167 brick-and-mortar schools. The Americas’ Southeast and Mid-Atlantic districts have 54 schools in seven states, Puerto Rico, and for administrative purposes, Cuba. Europe’s South, East, and West districts have 65 schools in England, Germany, Italy, Belgium, Netherlands, Spain, Turkey, and Bahrain. The Pacific’s West, East, and South districts have 48 schools in Korea, Japan, and for administrative purposes, Guam. In addition, DoDEA operates a fully accredited Virtual High School with its main office in Virginia and teaching hubs in Germany and Okinawa.

1.2 Background: Non-DoDEA placement is one of the placements mandated for provision of special education services to DoDEA students with disabilities under the DoD Instruction 1342.12 entitled “Provision of Early Intervention and Special Education Services to Eligible DOD Dependents”. DoDEA’s following procedures were used to determine the student’s placement:

· The Case Study Committee (CSC) is responsible for identifying the educational needs of student with disabilities. When the CSC identifies a student whose needs exceed available school resources, the principal is immediately informed. The CSC reports the nature of the severity of the student’s needs and efforts are made to utilize existing school resources to provide a free appropriate public education (FAPE).

· The District Special Education Instructional Systems Specialist (ISS) reviews the case, observes the student, reviews relevant information, meets with the CSC members, and conducts a comprehensive analysis of all the district’s resources relevant to this case.

· If adequate resources are unavailable, the ISS contacts DoDEA HQ oversight, that is, the DoDEA Lead, Education for Students with Disabilities.

· At DoDEA HQ, the DoDEA Lead, Education for Students with Disabilities reviews all relevant information, consults with the Contracting Officer’s Representative (COR), the District Superintendent and other personnel, as required. The district-level CSC is conducted to review all information with the parent. Consideration for placement is pursued.

1.3 Scope of Work:

· DoDEA in support of the Special Education Program for the Southeast District – Fort Benning Field Office requires a day placement in a clinical setting for an elementary student with autism—that includes aggressive behavior—in a school/unit licensed by a state Department of Education for this purpose. After following the procedures outlined above, DoDEA determined that the student requires a day placement in the Marcus Autism Center, Atlanta, GA.

· DoDEA expects to award a contract for the completion of the 2017-18 school year and, to be determined post-award, for 5-6 weeks in the summer of 2018.
