Statement of Work
Special Day School Placement
1.0 PURPOSE
The Department of Defense Education Activity (DoDEA) in support of the Special Education
Program for the Mid-Atlantic District – Quantico Field Office requires a special day setting student in a school/unit licensed by a state Department of Education and/or Child Welfare
Department for this purpose.
2.0 BACKGROUND
2.1 DoDEA serves the dependents of military and civilian employees by providing PK-12 instruction to approximately 72,000 students. The number of students varies based on the deployment of military troops worldwide. DoDEA’s curriculum, resources, and student achievement scores on standardized tests compare favorably to those of high-performing US public schools.
2.2 DoDEA is divided into three regions with a total of eight districts that administer 167 brick-and-mortar schools. The Americas’ Southeast and Mid-Atlantic districts have 54 schools in seven states, Puerto Rico, and for administrative purposes, Cuba. Europe’s South, East, and West districts have 65 schools in England, Germany, Italy, Belgium, Netherlands, Spain, Turkey, and
Bahrain. The Pacific’s West, East, and South districts have 48 schools in Korea, Japan, and for administrative purposes, Guam. In addition, DoDEA operates a fully accredited Virtual High
School with its main office in Virginia and teaching hubs in Germany and Okinawa.
2.3 Non-DoDEA placement is one of the placements mandated for provision of special education services to DoDEA students with disabilities under the DoD Instruction 1342.12 entitled
“Provision of Early Intervention and Special Education Services to Eligible DOD Dependents”.
mailto:samra.yoseph@hq.dodea.edu
2.4 DoDEA’s procedures to determine a special day school placement, as stated below, were followed:
The Case Study Committee (CSC) is responsible for identifying the educational needs of student with disabilities. When the CSC identifies a student whose needs exceed available school resources, the principal is immediately informed. The CSC reports the nature of the severity of the student’s needs and efforts are made to utilize existing school resources to provide a free appropriate public education (FAPE).
The District Special Education Instructional Systems Specialist (ISS) reviews the case, observes the student, reviews relevant information, meets with the CSC members, and conducts a comprehensive analysis of all the district’s resources relevant to this case.
If adequate resources are unavailable, the ISS contacts DoDEA HQ oversight, that is, the
DoDEA Lead, Education for Students with Disabilities.
At DoDEA HQ, the DoDEA Lead, Education for Students with Disabilities reviews all relevant information, consults with the ISS, the District Superintendent and other personnel, as required. The district-level CSC is conducted to review all information with the parent.
Consideration for placement is pursued.
3.0 OBJECTIVES
3.1 After following the procedures outlined above, DoDEA determined that the DoDEA student requires placement in a special day school/unit licensed by a state Department of Education and/or Child
