Notice to Offerors
The Department of Defense Education Activity (DoDEA) serves the dependents of military and civilian employees by providing PK-12 instruction to approximately 72,000 students. DoDEA is divided into eight districts that administer 167 brick-and-mortar schools. The Americas’ Southeast and Mid-Atlantic districts have 54 schools in seven states and Puerto Rico, and for administrative purposes, Cuba. Europe’s South, East, and West districts have 65 schools in England, Germany, Italy, Belgium, Netherlands, Spain, Turkey, and Bahrain. The Pacific’s West, East, and South districts have 48 schools in Korea, Japan (mainland and Okinawa), and for administrative purposes, Guam. DoDEA also operates a Virtual High School with its main office in Virginia and teaching hubs in Germany and Okinawa.
DoDEA requires Social Studies curricular resources for students and teachers (to include print, digital) and associated services. Pricing Schedule Attachments 1a-d correspond to each course category and outlines the complete anticipated requirement in a Contract Line Item Number (CLIN) format. The schedule shows the anticipated broad categories of requirements (i.e. student materials, teacher materials, as well as the associated services) by CLIN, Item Description (offerors are to insert specific titles as outlined in the attachment one instructions), identification of whether the item is print or digital, identification of whether the item is consumable, the specific unit of issue, and the estimated quantities over the anticipated ordering period.
From this solicitation the Government intends to award up to four Firm-Fixed Price Requirements (i.e. a type of contract that allows for placing orders against it) contracts for the categories listed below. This solicitation anticipates that each contract will result in a five-year initial base ordering period; followed by five one-year optional ordering periods for a total potential ordering period of ten years. After award delivery orders (DO’s) will be issued for all actual requirements.
Please note that some documents must be submitted by non-electronic means by the time and date set for receipt of proposals detailed in the Addendum to FAR 52.212-1, Para (III)(B)(2).

Upon receiving this notice, the Government may acquire the supplies or services from another source.

52.216-21 REQUIREMENTS (OCT 1995)
(a) This is a requirements contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies or services specified in the Schedule are estimates only and are not purchased by this contract. Except as this contract may otherwise provide, if the Government's requirements do not result in orders in the quantities described as "estimated'' or "maximum" in the Schedule, that fact shall not constitute the basis for an equitable price adjustment.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. Subject to any limitations in the Order Limitations clause or elsewhere in this contract, the Contractor shall furnish to the Government all supplies or services specified in the Schedule and called for by orders issued in accordance with the Ordering clause. (f) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after 10 years of contract award.
(End of clause)
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 10 years.

Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
