Chinese and Japanese curriculum materials. Because the FAR 19.1506 requirements for a sole source WOSB award have been met—the 511130 NAICS code assigned for this acquisition is one which the Small Business Administration (SBA) has determined that WOSB concerns are underrepresented, there are no other WOSB sources, and the anticipated award price, including options will not exceed $4 million—a contract award will be made on a sole source basis to a WOSB.

6. Efforts to Ensure that Offers are Solicited from as Many Potential Sources as is Practicable:

See paragraphs 5 and 8. In addition, this requirement will be synopsized on Federal Business Opportunities.

7. Fair and Reasonable Price. The contracting officer determines that the anticipated cost to the Government will be fair and reasonable.

8. Market Research Conducted: DoDEA subject matter experts monitor new developments for the organization. As addressed just below, based on professional experience and internet research, four companies were identified that sold Japanese instructional materials for secondary level students. 10 List of Sources: The four vendors identified through market research were Cheng & Tsui Company, Inc., a Woman-Owned small business; Cengage / National Geographic Learning, a large business, California Association of Japanese Language Schools, a non-profit business, and Proximity Learning a large business.
